Order No. 140P8620F0014
Dear Ms. Sirova:
Atlas Environmental Consulting, LLC (Atlas) is pleased to present this report detailing the hazardous materials survey project of Building 112 that is located within the Fort Mason Historic District of the
Golden Gate National Recreation Area in San Francisco, California. The interior of the building had been extensively damaged by a fire. Atlas performed a survey to determine the appropriate waste disposal requirements and approximate volumes of materials to be removed if the National Park
Service decides to perform renovation or demolition activities.
Field activities involved the collection of various samples for asbestos, lead, polychlorinated biphenyls and dioxins/furan analysis. Results of the analyses of these samples identified the following quantities of materials as present:
- Approximately 558 square feet of floor tiles/mastic and HVAC tape was determined to be
ACM, with the remaining 1,410 square feet of flooring materials was determined to be non-
ACM; and
- Approximately 4,050 square feet of wall/ceiling materials was characterized as a non-RCRA hazardous material, with the remaining 1,865 square feet of wall/ceiling material determined to be non-hazardous.
Dioxins and furans were detected in two wipe samples, which will require proper PPE and decontamination procedures as part of any renovation or demolition activities. These quantities do no not include non-building materials that may be present, such as workbenches, storage lockers, or equipment. Other materials such as oil containers, parts washers and aerosols may be present that will need to be field characterized for proposal disposal.

1.0 Executive Summary _______________________________
Atlas Environmental Consulting, LLC (Atlas) is pleased to present this report detailing the results of the pre-demolition hazardous materials survey performed on February 14, 2020 at the
National Park Service (NPS) Building 112, located within the Fort Mason Historic District of the
Golden Gate National Recreation Area in San Francisco, California. The building was constructed in the mid-1940s and recently used for the storage of materials and equipment by the
NPS landscaping personnel. In 2019, the interior of the building was extensively damaged by a fire caused by arson.
The building is a single-story wood-framed structure that is approximate 2,220 square feet (sf).
The interior of the building consists of a main work area, office, storage rooms, equipment room, lunch/meeting room, and a restroom. The flooring consisted of vinyl floor tiles, with portions overlain by rubber mats. The interior walls were constructed of plywood, fiber board, gypsum board or acoustic tiles, with the ceiling constructed of acoustic tiles or gypsum board. As only the interior is scheduled for renovation, the bulk of the sampling was only performed from materials within the building; the only materials collected from exterior materials was window caulking from damaged windows.
Field activities consisted of the completion of a limited asbestos-containing materials (ACM) and lead-based paint (LBP) survey of materials that may be disturbed during the planned renovation of the interior of the building. This survey was performed by Mr. Cory Suppes of CMS Environmental
Services (CMS), a State of California certified asbestos consultant and lead inspector/assessor. Under the direction of Mr. Suppes, Atlas personnel collected bulk painted samples for lead analysis as part of disposal characterization activities. Atlas also collected dust samples for dioxin/furan analysis and select materials for polychlorinated biphenyls (PCB) analysis.
A total of twenty-four (24) bulk asbestos samples were collected, with a total of fifty-seven (57) layers analyzed; results of the analysis detected two ACM (>1% asbestos) and one asbestos-containing construction material (ACCM, >0.1% asbestos).
Two (2) paint-chip samples were collected and analyzed for lead, with detections reported at
0.16% and 0.24% by weight, which are below the United States Housing and Urban
Development (HUD) definition of LBP of 0.5% by weight.
A total of twenty (20) bulked painted material samples were collected for disposal characterization; thirteen (13) individual lead sample concentrations were detected in the initial leaching total threshold limit concentration (TTLC) analysis for lead that exceeded the initial
State of California screening criteria for disposal as non-hazardous waste; an additional five (5) samples had concentrations that were below the TTLC standard but exceeded the 10 times the soluble threshold limit concentration (STLC) criteria. These samples were composited for additional STLC analysis, with one (1) sample exceeding the STLC screening criteria. This sample was further analyzed for toxic characteristic leaching potential (TCLP), with the results below federal Resource Conservation and Recovery Act (RCRA) hazardous waste criteria. Based on the results, seventeen (17) of the samples exhibited characteristics of non-RCRA hazardous waste, with the remaining three (3) samples considered non-hazardous.
In addition, five (5) samples of select materials were collected for analysis for PCBs; no PCBs were reported above detection limits. Two (2) surface wipe samples were collected with the main room and the “plastics” storage room for dioxins/furans analysis. Various dioxins and furans were reported above the toxic equivalency factors in the laboratory analysis.
2.0 Methods and Sampling Strategy ____________________
Bulk asbestos and paint chip sampling was performed by Mr. Cory Suppes with CMS, who is a
State of California Division of Occupational Health Certified Asbestos Consultant (CAC) #01-
2998 and a Department of Public Health Lead Inspector/Assessor #1213. Bulk painted material sampling was performed by Atlas personnel under the direction of Mr. Suppes. A copy of the report prepared by CMS detailing the bulk asbestos and paint chip sampling activities is included in Appendix A. The following sections summarizes these activities as well as the sample collection activities performed by Atlas and analytical results.
2.1 Bulk Asbestos Sampling and Analytical Results
A total of twenty-four (24) bulk asbestos samples were collected from suspect materials in the interior of the building by CMS, with a total of fifty-seven (57) layers analyzed by Polarized Light
Microscopy (PLM) with Dispersion Staining techniques under Environmental Protection Agency
(EPA) Method 600/R-93/116. Materials were collected using semi-destructive sampling methods.
Sample analysis was performed by EMSL Analytical, Inc. (EMSL), an Environmental Laboratory
Accreditation Program (ELAP)-certified laboratory located in San Leandro, California.
Results of the analysis identified the floor tiles/mastic in the locker room and the tape on the heating, ventilation, and air conditioning (HVAC) unit in the laundry/mechanical room as being an
ACM (<1% asbestos). The floor tile/mastic in the meeting room was identified as being an ACCM
(>0.1% asbestos). Complete analytical results are presented in the CMS report included in
Appendix A; for reference, sample locations are presented on Figure 1 with the tabulated results and approximately quantities of material present provided in Table 1 on the following page.

2.2 Potential Lead Based Paint Chip Sampling and Analytical Results
Two (2) paint chip samples were collected and analyzed for lead content by CMS. The samples were submitted to EMSL for analysis by EPA Method 7240 – Flame Atomic Absorption
Spectrophotometry (Flame AAS). Collection of these samples were not part of the pre-demolition scope of activities, as such the results are provided for reference only.
Results of the analysis did not report any exceedances of levels considered by HUD to be a lead-based paint (>0.5% by weight or >5,000 parts per million). Complete analytical results are presented in the CMS report included in Appendix A; for reference, sample locations are presented on Figure 1, with tabulated results provided in Table 2.

2.3 Bulk Painted Material Sampling and Analytical Results
A total of twenty (20) samples of painted materials were collected throughout the interior of the building by Atlas personnel under the supervision of Mr. Cory Suppes with CMS. The samples were collected by using a 3-inch hole saw to collect bulk samples of the paint and underlying substrate, placed into individual sealed plastic bag and transported in an insulated chest with ice to McCampbell Analytical, Inc., an ELAP-certified laboratory in Pittsburg, California.
The samples were initially analyzed for TTLC–Lead under EPA Method SW6020. Based on the initial results, select samples were composited and analyzed for STLC-Lead and/or TCLP-Lead under State Method SW6020. Copies of the laboratory analytical reports and chain-of-custody documents are included in Appendix B. Sample locations are depicted on Figure 2, with the data and waster determination presented in Table 3 on the following page.

2.5 Dioxin/Furan Sampling and Analytical Results
Two (2) wipe samples were collected by Atlas personnel from surfaces within the Main Work
Area and “Plastics” Storage Room to determine if dioxins or furans were present following the fire. The sample from the Main Work Area was collected from the surface of a workbench along the west wall, with the other sample collected from shelving in the “Plastics” Storage
Room. Using a template provided by the laboratory, a 100 square centimeter area was wiped using a clean, pre-wetted (hexane) swap in perpendicular directions. The wipe was then transferred into a clean 40-milliliter VOA, sealed and placed into an insulated chest with ice.
The samples were then transported in an insulated chest with ice to McCampbell Analytical, Inc., an ELAP-certified laboratory in Pittsburg, California, for analysis for Dioxins/Furans under EPA Method E1613B.
Results of the analysis reported various dioxins and furans. A copy of the laboratory analytical report and chain-of-custody document is included in Appendix B. Sample locations are depicted on Figure 3, with the data presented on the following Table 5.

3.0 Summary and Conclusions _________________________
Based on the field activities and laboratory analytical results, Atlas concludes the following:
- Results of the bulk asbestos sampling survey identified approximately 555 sf of floor tiles and mastic in the locker room and lunch/break room that will require proper abatement and disposal.
- The remaining 1,410 sf of flooring materials is considered to be non-ACM.
- Asbestos was also identified in the tape used on the HVAC insulation in the laundry/mechanical room (3 sf). This material is considered a RACM which is considered to have the potential to be a hazardous air pollutant; as such appropriate notifications to the EPA should be made prior to abatement, with appropriate safety measures implemented during removal (e.g. wetting of the material, proper PPE, and conduct the removal activities in a manner that produces no visible emissions).
- Approximately 3,370 sf of painted wall materials located in the Locker Room, Break/Meeting Room, Main Room, Restroom, Mechanical Room, and “Plastic
Room” are characterized as non-RCRA hazardous waste based on the bulk lead sampling results.
- Approximately 680 sf of ceiling materials located in the Locker Room, Break/Meeting Room, and “Plastic” Room are characterized as non-RCRA hazardous waste based on the bulk lead sampling results.
- The remaining 1,865 sf wall/ceiling materials are considered to be non-hazardous
(ceiling materials in the Main Room, Restroom, Office, and Mechanical Room; wall material in the Office).
- Dioxins and furans were detected in the two wipe samples. Due to the presence of these compounds, appropriate personal protective equipment and decontamination procedures will need to be implemented during demolition activities.
- No PCBs were identified in the sampled caulking material, however light fixtures and fluorescent lightbulbs are present that may be PCB- or mercury-containing. A waste determination will need to be made during demolition activities.
- No lead-based paints exceeding HUD guidelines were identified in the limited survey.
- Materials above the ceiling were not accessible and not evaluated; if any suspect materials are encountered and require demolition or abatement, additional sampling may be required.
- Other materials (used oil, parts cleaners, aerosols, etc.) may be present that require proper field characterization and disposal.
