August 3, 2021 Site visit 140P8621R0028 Ft. Mason_Bldg 112 Hazmat Removal/Interior Demolition project
Questions/Answers:
1. Q. What portion of the work yard will be available for contractor mobilization?
A. NPS staff will continue working from the work yard during the construction. Approximately half of the work yard, adjacent to the building, will be available to the contractor for mobilization, and there is parking available behind the work yard.
2. Q. Are utilities in the building operable and for use?
A. At this time the utilities have been shut off, electricity is disconnected at the outside panel. Because the condition of the utilities and any potential fire damage of the existing utilities is uncertain, it is advised that the power remain shut off during construction. However, there are other utility sources available (water and electricity) and available to the contractor during construction. The contractor will not be charged for the use of the utilities; therefore, the contractors are highly recommended to adjust their proposed price accordingly to reflect that they will not be paying for utilities.
3. Q. The building will be required to be under negative pressure during the hazardous material removal (approx. 2 weeks). Who will provide the necessary security to assure that the depressurization system/process is not disrupted by an unauthorized person who may try to shut down the electricity, or vandalize the building and breach the depressurization seal?
A. The contractor must provide all necessary security to assure that their hazardous material abatement processes and systems are not breached or disrupted.
4. Q. Will there be an environmental specialist performing the clearance test?
A. Yes, there will be a 3rd party environmental specialist performing the clearance test, not a park employee.
5. Q. Can the power in the building be turned on?
A. The condition of the power, resulting from any potential fire damage, is unknown at this time. The power in the building should not be turned on.
6. Are there any communications lines to other buildings that would be affected if a communication line was cut during the demolition?
A. There should not be any other buildings effected by the communications lines in this building.
7. What will be the process of salvaging tools, steel drawing cabinet, office equipment/furnishings, and any personal belonging in the lockers?
A. NPS Supervisor, Reyes Rodriguez, will be present during the time that salvageable items are brought out of the building. Reyes will select what is to be saved and wiped clean from toxins. Once the contractor has completed wiping down the salvaged items, the contractor is to place the items in the on-site storage container/cube.
8. How should the contractor price the cost to wipe clean salvaged materials, a lump sum, or per item?
A. provide an hourly rate for cleaning salvaged items. The cleaning should be to the level that it is safe for use and handling without PPE. The contractor is to include a separate line item cost (CLIN) for this work and include in their proposal, eight (8) man hours for the cleaning and then storing items into NPS on site storage container.
9. Is there any structural damage caused by the fire?
A. No structural damage from the fire has been identified by the NPS. There are 3 (2 ftx4 ft approx.) holes cut into the roofing, which were used for fighting the fire.
Interior photos of the fire damage included.
