Install one Barrier Arm Gate Operator at the Granite Canyon Entrance Station Grand Teton National Park Scope of Work
A. Introduction
1. The National Park Service (NPS) in Grand Teton National Park (GRTE) has identified the need to install on barrier arm gate operator at the Granite Canyon Entrance Station.
B. Scope
1. The contractor shall supply all labor, equipment, and materials to purchase, deliver and install one StrongArmPark DC barrier arm gate operator, or equal, at the Granite Canyon Entrance Station. Gate shall bolt to an existing concrete footing prepared by others. See attachments provided.
2. The Contractor shall meet and coordinate with the park project manager and park information technology staff prior to gate installation, programming, and setup. The purpose of this meeting is to review park operational needs and requirements that inform decisions related to gate installation and functions.
3. The Contractor shall employ a licensed electrician to verify the electrical panel has proper load capacity and circuit availability prior to beginning electrical work. Any unforeseen conditions related to the electrical system shall be reported to the NPS prior to beginning electrical work.
4. The Contractor shall provide and pull electrical wires through existing conduits between the gate foundation and the nearby main office building before a licensed electrician makes electrical connections at each end. All electrical wiring and connections shall meet manufacturers specifications and applicable electrical code requirements.
5. The Contractor shall record a video demonstrating proper gate operation and programming to NPS staff. The video shall provide an overview of commonly encountered operational issues with typical solutions. Troubleshooting fixes / repairs and answers to Frequently Asked Questions shall also be included to complete this video.
C. Period and Place of Performance
1. Period of Performance: Same as Granite Canyon Entrance Station Vertical Construction

E. Performance Requirements
1. Schedule: Same as Granite Canyon Entrance Station Vertical Construction.
2. Security: The Contractor will be provided access to the electrical panel in the entrance main office building to perform required work according to the conditions of the Granite Canyon Entrance Station Vertical Construction contract to maintain building security.
3. Purchase: The Contractor shall purchase the gate and all necessary supplies and materials required for installation, as specified by the manufacturer.
4. Installation: The Contractor shall install the gate according to manufacturer specifications in the location shown on the attachments. Settings and adjustment shall be informed by a meeting with NPS staff.
5. Demonstration: The Contractor shall video record and demonstrate proper gate operation and programming to NPS staff following installation.
F. Government Furnished Property
1. No government furnished property will be provided.
G. Project Management and Coordination
1. CONSTRUCTION COORDINATION
a. Coordination: Coordinate construction operations to ensure efficient and orderly completion of each part of the Work.
b. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:
i. Preparation of Contractor's Construction Schedule.
ii. Delivery and processing of submittals.
2. SUBMITTALS
a. The following items shall be submitted a minimum of one week prior to the Preconstruction Conference:
i. A list of Subcontractors for this project
3. PRECONSTRUCTION MEETING
a. Discussion of the proposed gate installation will be included in the pre-construction meeting for the Granite Canyon Entrance Station Vertical Construction.
H. Park Specific Requirements
1. USE OF PREMISES
a. General: Coordinate the work of this Contract with work performed under separate contracts and by NPS employees.
b. Storage of Materials: Confine storage of materials to staging area defined for the Granite Canyon Entrance Station Vertical Construction. Do not exceed this area.
a. Use of Park Housing: Housing will not be available.
b. Vehicular Restrictions: Contractor may not use all-terrain vehicles (ATV’s) on park premises. Use of Utility Task Vehicles (UTV’s) in accordance with Wyoming Department of Transportation laws will be permitted.
2. GOVERNMENT'S OCCUPANCY REQUIREMENTS
a. One lane closure will be permitted, when required during gate installation, upon specific approval of Contracting Officer and coordination with NPS Project Manager and Fee Collection Supervisor. This is to ensure safe worker and jobsite conditions while permitting visitor fee collections to occur.
3. WORK RESTRICTIONS
a. Existing Utilities
i. No excavation is planned or permitted for gate installation. Conduits for underground electrical wiring will be installed by others prior to this work.
ii. Do not interrupt utilities serving facilities occupied by Government or others.
