2026 NM Range Supply Contract Specifications

Bid Items 14-20 comprise a complete solar photovoltaic pumping system designed to operate from 350-foot depths with 680 anticipated wattage output. The system includes a Grundfos 6SQF2 submersible motor/pump unit (Bid Item 14) with AC/DC multistage brushless motor, corrosion-resistant materials, dry-running protection, and maximum power point tracking (MPPT) capability. A 340-watt solar panel array (Bid Item 15) must provide UL-listed modules with minimum 10-year 90% power rating warranty. The PV pumping system (Bid Item 17) requires NEC articles 690 compliance, UL-listed equipment, temperature operation range of 0°F to 120°F, manual electrical disconnect, grounding per NEC articles 250 and 690, and hazard-warning signs. Additional components include a three-panel pole mount kit on 4-inch SCH 40 steel pipe withstanding 100 mph wind loads (Bid Item 16), a control wire kit with generator backup capability (Bid Item 17), an IO 101-115V switchbox interface (Bid Item 18), 8/3 flat double jacket PVC pump wire (Bid Item 19), and threaded schedule 120 PVC drop pipe with stainless steel couplings rated at 300 psi (Bid Item 20) conforming to ASTM D1785-12.

Bid Items 21-29 cover fencing and concrete materials. Stainless steel drop pipe couplings (Bid Item 21) must conform to ASTM A312/A312-14b. Barbed wire (Bid Item 22) requires two 12.5-gauge galvanized wires twisted with 2-point barbs spaced 4 inches apart, zinc-coated at minimum 0.28 oz/ft², 950 lb-force breaking strength, ASTM A 121 class 1 compliance, and delivery in 1,320-foot spools. Barbless wire (Bid Item 23) specifies similar materials and standards. Upright and brace post steel angle iron (Bid Items 24-25) must conform to ASTM A36/A36M with galvanized hardware, green Federal Standard 595B paint, and specified dimensions and weights. Fasteners (Bid Item 26) require grade 5 ASME B 18.2.1, B 18.2.2, and B 18.21.1 compliance. Wire fence stays (Bid Item 27) must be 36-inch twisted galvanized 9.5-gauge wire per ASTM A 121. Steel fence posts (Bid Item 28) require ASTM A 702-89 (2006) certification with minimum specifications for weight, anchor plate size, and material composition. Sacked ready-mix concrete (Bid Item 29) must meet ASTM C387 standards in 80-pound sacks.

Bid Item 30 specifies a complete storage tank with water trough constructed from 10-gauge steel with detailed component requirements including 1-inch schedule 40 steel bracing pipes, 1x1 square tubing with 1/8-inch walls for troughs and floats, expanded metal lids with dome top options, 2-foot by 3-foot manhole, brass float valve assembly, overflow and inlet systems, lifting chains, squirrel and bird ramp, windmill pipe inlet, sand-blasted finish with Sherman Williams industrial paint, polyurethane water-resistant interior coating, and available heights of 6, 8, or 10 feet with 102-inch width. All deliveries must be scheduled with the Contracting Officer's Representative (Russell Fox, 575-420-3649) at least ten working days in advance. The contractor bears all transportation costs, unloading expenses, and responsibility for product protection until acceptance by the Contracting Officer.

2026 NM RANGE SUPPLY CONTRACT

SPECIFICATIONS

1. GENERAL

The Bureau of Land Management has a requirement for supplies to be delivered to various sites in southeastern New Mexico as described in the delivery schedule of this contract - Deliveries or Performance and associated maps. The materials shall meet, at a minimum, the following requirements.

2. MATERIALS

Bid Items 1, 2, and 3

. Polyethylene (PE) Pipe and Fittings: Polyethylene pipe shall carry the seal of approval of the National

Sanitation Foundation NSF-PW. Nominal diameters of pipe are outside dimensions for DR rated pipe. All pipe shall be protected against damage by freezing, heat, sunlight, and traffic until delivered and accepted.

DR-PR, Polyethylene pipe shall be type PE 4710 and meet ASTM D 3035 (Specifications for PE Plastic Pipe

(DR PR) based on controlled outside diameter) and D3261 (Butt Heat fusion for PE Plastic Pipe) for DR rated pipe. SIDR-PR, Polyethylene pipe shall be type PE 4710 and meet ASTM D 2239 (Specifications for PE

Plastic Pipe (SIDR-PR) based on controlled inside diameter) and D3261 (Butt Heat fusion for PE Plastic

Pipe) for SIDR rated pipe. Pressure rating for DR and SIDR ratio of pipe shall be as shown on the Bid

Schedule. Each roll of pipe shall be marked along its entire length with a tag that states the diameter, pressure rating, and DR/SIDR ratio. PE pipe shall be of the size and quantity shown in the Bid Schedule. All pipe rolls shall be bound in rolls and pipe ends shall be capped to exclude contaminate entry. In such an occasion as pipe delivery locations and amounts not being in even 2,000’ rolls, it is acceptable to deliver the remainder of pipe in rolled, bound, capped, and labeled remainder amounts.

Bid Item 4

1.25” Transition threaded male Butt Fusion, DR-9 stainless steel. Polyethylene (PE) Pipe and

Fittings: Polyethylene pipe shall carry the seal of approval of the National Sanitation Foundation

NSF-PW. Nominal diameters of pipe are outside dimensions for DR rated pipe. All pipe shall be protected against damage by freezing, heat, sunlight, and traffic until delivered and accepted.

Polyethylene pipe shall be type PE 4710 and meet ASTM D 3035 (Specifications for PE Plastic Pipe

(DR PR) based on controlled outside diameter) and D3261 (Butt Heat fusion for PE Plastic Pipe) for

DR rated pipe. Pressure rating for DR ratio of pipe shall be as shown on the Bid Schedule.

Bid Item 5

1.25” Ell, 90 degree elbow Butt Fusion. Polyethylene (PE) Pipe and Fittings: Polyethylene pipe shall carry the seal of approval of the National Sanitation Foundation NSF-PW. Nominal diameters of pipe are outside dimensions for DR rated pipe. All pipe shall be protected against damage by freezing, heat, sunlight, and traffic until delivered and accepted. Polyethylene pipe shall be type PE

4710 and meet ASTM D 3035 (Specifications for PE Plastic Pipe (DR PR) based on controlled outside diameter) and D3261 (Butt Heat fusion for PE Plastic Pipe) for DR rated pipe. Pressure rating for DR ratio of pipe shall be as shown on the Bid Schedule.

Bid Item 6

1.25” TEE Butt Fusion. Polyethylene (PE) Pipe and Fittings: Polyethylene pipe shall carry the seal of approval of the National Sanitation Foundation NSF-PW. Nominal diameters of pipe are outside dimensions for DR rated pipe. All pipe shall be protected against damage by freezing, heat, sunlight, and traffic until delivered and accepted. Polyethylene pipe shall be type PE 4710 and meet ASTM D

3035 (Specifications for PE Plastic Pipe (DR PR) based on controlled outside diameter) and D3261

(Butt Heat fusion for PE Plastic Pipe) for DR rated pipe. Pressure rating for DR ratio of pipe shall be as shown on the Bid Schedule

Bid Item 7

Rubber Tire Drinker (RTD) ~8' diameter rubber tire trough, 22.5" max height ~500 gallon. A single

65/45-45 L-5 Loader-Dozer tire cut through the center of the 45” tread will make two of these 8’ rubber tire drinkers.

Rubber Tire Drinker (RTD) ~12' diameter rubber tire trough, 25" max height ~750 gallon. 40.00R57 or 46.90R57 tires or equivalent are acceptable.

Thoroughly clean and rinse heavy equipment tires used as troughs, as they may be contaminated with chemicals such as ethylene glycol or calcium chloride. Only tires without aftermarket chemical puncture sealer shall be provided. Tires must be capable of holding water and all holes shall be patched in a method acceptable for 10 years of use without tire water holding failure upon delivery.

Bid Item 8

1.25” Flippen design float valve heavy duty assembly. High capacity valve that can be tank wall mounted. Inlet side has a machined flange and is NPT pipe threaded for inlet connection. Bronze body with female NPT inlet-open outlet. Suitable to work with maximum inlet pressure of 165 psi.

Includes 12” stem rod with thumb screw, hooks, swivel joint, and stem threaded 3/8”-16 at one end all brass. Includes 8” plastic ball float that is resistant to corrosion and sunlight deterioration.

Bid Items 9, 10 and 11

Storages for water. Prefabricated polyethylene tanks shall meet standards and regulations ASTM

D1998-06, standard Specifications for Polyethylene Upright Storage tanks; NSF/ANSI Standard 61;

and FDA Regulation 21 CFR 177.152. The tank must also be designed to prevent UV damage and algae growth. The tank must be designed to handle liquid with a specific gravity of 1.1 or greater.

All storages must have a graduated scale on the side of the storage to determine capacity. All storage tanks shall have at a minimum two (2) 1.25” bulkhead fitting with threaded plugs, PVC or PE plugs are acceptable. One bulkhead fitting shall be installed at the top of the tank in the manhole assembly and capable of being used as an overflow. The second bulkhead fitting shall be installed at the bottom outside edge of the tank under the manhole. All tanks shall be furnished with a screw in lid for the manhole cover. All tanks must be tan, beige, or brown in color with ribbed sides and reinforced X design tops with lifting eyelets for strength and durability as good as or better than

Enduraplas tank manufacturing.

Bid Item 12

Ball valves shall be of brass or bronze construction, have a minimum pressure rating of 400 psi

W.O.G., and shall have female iron pipe threads, have pressure rating stamped on valve housing, be pressure tight on both sides, have full port opening, have a hard chrome plated brass or stainless steel ball, have a handle for quarter turn open or close position, and have a reinforced Teflon valve seat.

Ball valves shall meet the requirements of Federal Specification FS-WW-V-35, Type II, Class A or

C. Ball valves shall be of the size and quantity shown in the Bid Schedule.

Bid Item 13

Valve Boxes, 24” height by 24” diameter HDPE corrugated pipe septic tank riser with ring and lid assembly. Must have weight bearing capacity of at least 200 pounds.

The following generally recognized testing methods for plastic materials shall apply:

2.1.1 ASTM D 1248 – Standard Specification for Polyethylene Plastics Extrusion Materials for Wire and Cable;

2.1.2 ASTM D 1693 – Standard Test Method for Environmental Stress-Cracking of Ethylene

Plastics;

2.1.3 ASTM D638 - Standard Test Method for Tensile Properties of Plastics;

2.1.4 CSA International - B66-00 Prefabricated Septic Tanks and Sewage Holding Tanks;

2.1.5 International Association of Plumbing and Mechanical Officials – IAPMO PS 1-98 Material and Property Standard for Prefabricated Septic Tanks.

2.1.6 ASTM D790 - Test Methods for Flexural Properties of Unreinforced and Reinforced Plastics and Electrical Insulating Materials

Bid Item 14

Solar Pump Grundfos 6SQF2, or equivalent, submersible motor/pump unit: Motor/Pump unit shall be AC/DC multistage, helical type, brushless motor, capable of operating as per specifications stated in work data.

1. Pump and motor materials exposed to water shall be corrosion resistant and require a minimum of maintenance for a 10 year period or more.

2. The pump shall be internally threaded and have a built-in check valve and pump inlet screen.

3. Pump shall have dry-running and overload protection.

4. Pump shall have over and under voltage protection with a wide voltage range.

5. Pump shall have a high efficiency permanent-magnetic motor (PM motor) with maximum power point tracking (MPPT).

Bid Item 15

Bid Item 17

General: PV Pumping System shall meet the requirements of the NEC articles 690 and all other applicable articles to ensure installer/operator safety. Equipment shall be UL listed where available. All equipment and conductors shall be capable of operating in temperatures of 0oF to 120oF. PV pumping system shall also include the following:

1. A manual electrical disconnect (safety switch) that shuts off power from the PV Power Supply designed to be attached to the array support pole above or below the pump controller.

2. Furnish grounding rod, wire, and attachments according to the NEC articles 250 and 690.

B. Photovoltaic Power Supply: Power supply shall be complete with PV array, mounting structure, controller, and any balance of system hardware and conductors required for “above ground” installation. The power supply shall be sized by supplier and be capable of supplying the pump controller proper current and voltage to pump from 350 feet of depth, anticipated wattage is 680.

1. Photovoltaic modules shall be UL listed and include a minimum 10-year 90% power rating warranty.

2. Bypass diodes shall be installed in modules according to module manufacturers’ requirements.

3. Power supplies must display hazard-warning signs where there is a high voltage danger to the installer/operator.

4. Controller shall be designed to work specifically with manufacturers motor/pump unit. Controller shall include hardware required to mount directly to array support pole and shall be in a rain tight NEMA enclosure. Controller shall include on/off switch and wired connection for a generator sufficient to run the pump as a back-up.

6. Module interconnections and output shall be sunlight resistant cable or in flexible conduit.

Bid item 16

3 Panel pole mount kit. Module support structures shall mount on top of a 4 inch nominal pipe size SCH 40 steel pipe. Modules must be able to withstand a minimum wind load of 100 mph.

Bid Item 17

Control wire kit. Controller shall be designed to work specifically with manufacturers motor/pump unit.

Controller shall include hardware required to mount directly to array support pole and shall be in a rain tight

NEMA enclosure. Controller shall include on/off switch and wired connection for a generator sufficient to run the pump as a back-up. Electrical generator plug and 20 feet of wire to be compatible with typical generator sufficient to operate the pump shall be supplied.

Bid Item 18

IO 101-115V switchbox interface, or compatible equal, which will allow pump to operate with solar and generator capabilities.

Bid Item 19

8/3 Flat double jacket PVC pump wire. The power supply shall be sized by supplier and be capable of supplying the pump controller proper current and voltage. Drop cable safety/rope is required to connect pump to PV system, to be sized by supplier. Safety rope appropriate to pull the drop pipe and pump in case of emergency or failure of drop pipe.

Bid Item 20

Drop Pipe will be threaded schedule 120 PVC in 20’ lengths and shall be complete with 1.00” stainless steel drop pipe couplings. Threaded pipe requires a 50% reduction in the pressure ratings stated, therefore the pressure rating is reduced from 600 psi to 300 psi at 73 degrees Fahrenheit in threaded pipe. Shall conform to

ASTM D1785-12.

Bid Item 21

1.00” (1”) Mpt NPT (tapered threads) stainless steel drop pipe couplings for submersible well. Shall conform to

ASTM A312/A312-14b.

Bid Item 22

Barbed Wire spec.: A strand of two 12-1/2-ga galvanized wires twisted together with 2-point barbs of 14-gauge wire spaced 4” apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.28 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbed wire shall conform to ASTM A 121, class 1, and come in 1320’ spools.

Bid Item 23

Barbless Wire spec: A strand of two 12-1/2 gauge, galvanized wires twisted together. Wire shall be zinc coated steel wire of at least 0.28 oz per square foot of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbless wire shall conform to ASTM A

121, class 1, and come in 1320’ spools.

Bid Item 24

Upright Post Steel Angle Iron: Uprights shall consist of angles with a nominal size 2 ½” by 2 ½” by

¼” weighing approximately 4.10 lb/ft prior to fabrication. Total length shall be 7’ per post. Uprights shall be furnished with the necessary holes and galvanized hardware for the required assembly (See section 2. MATERIALS F. Fasteners). All posts shall be cleaned of all loose scale prior to finishing, and painted solid green (Federal Standard 595B with one or more coats of weather resistant, air drying or baking paint or enamel. The steel posts shall be in conformance with ASTM, "Specification for Steel Fence Posts and Assemblies, Hot Wrought," ASTM A36/A36M.

Bid Item 25

Brace Post Steel Angle Iron: Braces shall consist of angles nominal size 2” by 2” by ¼” weighing approximately 3.19 lb/ft prior to fabrication. Total length shall be 7’ per post. Braces shall be furnished with the necessary holes and galvanized hardware for the required assembly (See section

2. MATERIALS F. Fasteners). All posts shall be cleaned of all loose scale prior to finishing, and painted solid green (Federal Standard 595B with one or more coats of weather resistant, air drying or baking paint or enamel. The steel posts shall be in conformance with ASTM, "Specification for Steel

Fence Posts and Assemblies, Hot Wrought," ASTM A36/A36M.

Bid Item 26

Fasteners: 0.50” Nuts, and 0.50 by 1.5” bolts. All bolts and nuts shall conform to grade 5 ASME B

18 2 1, ASME B 18 2 2, and ASME B 18 21 1 respectively.

Bid Item 27

Wire Fence Stays: 36” twisted wire fence stays manufactured from smooth galvanized 9-1/2 ga

(minimum) wire. ASTM A 121.

Bid Item 28

Steel Fence SPEC. Posts certified according to ASTM A 702-89 (2006) part 13.1: 5’6” steel fence posts, 8” silver painted top or green top with the remainder being green “T” bar type, with a welded or riveted anchor plate. Furnish with 4 clips per post clip-type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/linear ft. The anchor plates shall weigh a minimum of 0.67 pounds +5 percent, and be a minimum of 18 square inches in area. The steel fence posts shall conform to ASTM A 702.

Bid Item 29

Sacked ready mix Concrete: 80 lbs. sacks ASTM C387.

Bid Item 30

STORAGE TANK WITH WATER TROUGH

PRODUCT SPEC SHEET

• Entire tank is constructed of 10 gauge steel.

• Bottom plate (ring) is constructed of 10 gauge steel.

• Bracing pipes used to brace the outer ring (water trough) that the cattle drink out of is 1 inch schedule 40 steel pipe.

• Mouth of the ring (water trough) is lined with 1 x 1 square tubing, 1/8 wall.

• Top of the storage tank (opening) is lined with 1 x 1 square tubing, 1/8 wall.

• Float box is made of 1 x 1 square tubing, 1/8 wall.

• Float guard is constructed of 10 gauge steel.

• The lid of the storage tank is constructed of expanded metal and framed with square tubing or the lid can also be built with a full shape metal dome top.

• Man hole is 2 ft. x 3 ft.

• Inlet into the top of the tank is 1 ¼ inch schedule 40, high pressure pipe. It comes into the center of the tank, at a 90 degree angle that goes up to the top of the tank and is braced with 3/16 flat strap.

• High pressure gate shut off valve is constructed of a brass float with brass rod and float ball.

• At the very bottom of the tank, from the storage tank to the water trough is a 1 inch, schedule 40 pipe that goes into the drinker. It comes out 4 inches, makes a 90 degree angle and has a brass rod that attaches to the float ball.

• Overflow pipe constructed of schedule 40 pipe.

• Inside the storage tank, 2 inches from the top of the ring there is an overflow pipe that goes down to the very bottom in the center of the tank, then it comes out at the bottom of the water trough and is threaded and capped.

• 2-1 inch solid, round rod chain hooks that are bent in an “L” shape have been welded and are used to lift the tanks.

• Water trough has a caged squirrel and bird ramp made at a 45 degree angle and constructed of expanded metal.

• Top of the storage tank on the side, 3 inches from the top ring there is an inlet for a 2 inch windmill pipe that is threaded and capped

• Tanks are sand blasted, primed and painted with Sherman Williams industrial paint.

• Entire inside of storage tank and water trough are coated with a special poly-urethane, water resistant paint liner.

• Storage tanks are 102 inches in width, 6 ft., 8 ft., or 10 ft.

3. DELIVERY NOTIFICATION

The Contractor shall notify the COR (Contracting Officer's Representative) at least 10 working days prior to delivery, to arrange for inspection and acceptance at destinations.

4. DELIVERY TIMES

Delivery shall be made between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, holidays excluded.

5. RESPONSIBILITY FOR UNLOADING AT DESTINATIONS

a. The Contractor shall be responsible for unloading at destinations cited below and the contractor is responsible for the cost of unloading.

b. The Contractor shall load and unload products in such a manner that protects them from damage until accepted by the Contracting Officer.

6. TRANSPORTATION/FREIGHT CHARGES

All costs of transportation/freight, from shipping points to the destinations shall be paid by the Contractor and included in his unit price quoted for the items.

7. DELIVERY DESTINATIONS (Some destinations are off of improved road surfaces in rural New Mexico, such as on caliche, gravel, dirt, or sand.)
