Statement of Work

Prairie Acadian Cultural Center Apply Acrylic Elastomeric Roof Coating System

March 25, 2020

PMIS: 305489

1.0 GENERAL

The Prairie Acadian Cultural Center (PACC), part of the Jean Lafitte National Historical Park and Preserve, mission is to interpret the cultural and natural history of the region and to make that history accessible to the local communities. The existing 11,450 (apx) square feet of flat modified bitumen roof is over 20 years old, is very weathered, has UV damage and is in need of a protective roof coating system to be applied to help seal the building from leaks, extend the life expectancy of the roof substrate and promote energy efficiencies within the building.

2.0 SCOPE

It is the intent of this contract to have a premium acrylic elastomeric roof coating system applied to the existing roof substrate of the building in order to prevent roof leaks, significantly extend the life expectancy of the existing roof substrate and to greatly increase the roof reflectivity. In addition, the intent is that the increased roof reflectivity shall decrease roof substrate thermal stresses and increase building energy efficiencies.

3.0 REQUIREMENTS

1. The Contractor shall furnish all supervision, labor, equipment, supplies and materials to accomplish the work of this contract.

2. All contracted work shall comply with all applicable Federal, State and Local safety codes, standards and requirements in the performance of this contract.

3. All work conducted in association with this contract shall meet or exceed industry standards with regards to the use and selection of materials and the methods utilized to accomplish each task.

4. The contractor shall follow all of the Park’s policies, procedures and guidance with regard to performing work activities on federal lands.

5. The contractor shall obtain any necessary permits for the contracted work that is to be performed.

6. The contractor shall follow the coatings manufacture’s preparations and installation instructions of the specific product being applied.

7. The contractor shall thoroughly clean the existing roof in accordance with the roof coating manufacture’s specifications and remove all dirt, debris, gravel, algae, moss, etc.

8. The contractor shall survey the entire roof to include penetrations, edges, walls, fasteners and equipment and make any necessary repairs or preparations as per coatings manufacture’s recommendations to prevent water penetration.

9. The contractor shall follow coatings manufacture’s recommendations to provide positive slope in any roof areas that have visual indications of past pounding problems.

10. After all roof preparation work has been completed, the contractor shall apply a premium, 100% acrylic, high solids, white reflective, elastomeric roof coating, such as Henry Enviro-White Extreme Model # HE687406 or equivalent.

11. The contractor shall apply a total of two(2) coats of acrylic elastomeric roof coating, each coat at the minimum application rate of 1.5 gallons per 100 square feet. The second coat shall be applied after the first has completely dried and shall be applied in a manner to form a hatch pattern from the first application.

12. The contractor shall take appropriate precautions not to cause damage to surrounding structures, landscape, equipment or vehicles from any overspray of product that is used.

13. The contractor shall properly cover all air intakes, vents, or fans prior to product application to ensure fumes do not enter the building.

14. The contractor shall properly dispose off-site all removed debris and materials.

15. The contractor shall warrant workmanship and materials installed under this contract for a minimum of 10 years after the date of final work acceptance.

4.0 LOCATION AND WORKING HOURS

The physical address of the park unit location where the work shall be performed under this contract is:

Prairie Acadian Cultural Center (PACC) 250 West Park Avenue Eunice, LA. 70535

Available Work Hours: Monday-Friday, 8:30 a.m. - 4:00 p.m.

A proposed work schedule shall be developed by the contractor and approved by Contracting Officer's Representative (COR) prior to work being performed. No work shall be performed during observed Federal Holidays or Mardi Gras.

The ten (10) Federal Holidays observed are:

New Year’s Day - January 1st Martin Luther King's Birthday - 3rd Monday in January Presidents Day - 3rd Monday in February Memorial Day - Last Monday in May Independence Day - July 4th Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veterans Day - November 11th Thanksgiving Day - 4th Thursday in November Christmas Day - December 25th

5.0 SAFETY REQUIREMENTS

1. The contractor shall enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.

2. The contractor and their employees shall comply with all Occupational Safety and Health Administration (OSHA) standards at all times.

3. The Contractor shall ensure that all reasonable precautions are taken to protect the public, government and contractor employees in the areas where work is being performed.

4. The Contractor shall immediately report to the COR any potential hazards found by his employees on the project.

5. The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public during times the Contractor is on the project performing work under this contract

6. The Contractor shall use Job Hazard Analyses (JHA’s) as one of many tools to insure the safe performance of work. The contractor shall prepare a JHA for approval by the COR for each major work task of this contract, prior to the contractor performing the work.

7. Prior to performing work, the Contractor shall conduct a safety meeting and review the approved JHA with those employees who shall be performing the work. The Government may request advanced notification of the time and date of the safety meeting for Contractor employees, so that the COR may attend. A copy of the approved JHA’s shall be available at all times to workers on the job site.

6.0 ACCIDENT REPORTING

1. All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately. Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form CM-22).

2. If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor shall repair the damage or replace the property at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which shall be deducted from the contract payment.

7.0 PHYSICAL SECURITY

1. The contractor shall cooperate with Government personnel in safeguarding Government facilities and property.

2. The contractor shall help to secure all doors or gates given access to after the completion of contracted work activities.

3. The contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, or any other damage that is discovered. Reports shall be made no later than within 24-hours after discovery. Notification must be made via telephone or in person and followed-up in writing.

8.0 ENVIRONMENTAL PROGRAM

1. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection.

2. The Contractor shall conduct all contracted activities in a manner to prevent contamination of Government land and property.

3. The Contractor shall ensure all lubricants, petroleum products, cleaning materials, or any other hazardous substances are not spilled or disposed of on Government property.

4. The contractor shall dispose of all hazardous substance in accordance with environmental regulations.

5. If spills or contamination occur, the Contractor shall be responsible for cleanup and any associated costs in accordance with Federal, State and Local Law. Such spills shall be reported to the COR immediately.

6. The Contractor shall identify all hazardous waste associated with conducting required work activities and properly label, handle, and dispose of such waste in accordance with applicable regulations.

7. The Contractor shall address hazardous materials and hazardous waste on a Job Hazard Analysis form prior to commencing work contained within this contract.

9.0 IDENTIFICATION OF CONTRACTOR EMPLOYEES AND VEHICLES

1. The contractor shall furnish their employees that are performing work under this contract with a uniform shirt and outer garments that include the company's name as identification.

Contractor employees shall wear company identifying clothing at all times when performing work under this contract. Any subcontracted work shall follow the same guidelines, whereby the subcontracted company's employees shall also have company identifiable clothing worn at all times while performing work on NPS property.

2. All contractor owned vehicles that are to be used while performing work under this contract shall have the company's name prominently displayed in not less than two inch letters on the outside of both front doors of each vehicle in such a manner as to provide a readily visible means of identification.

10.0 CONDUCT OF CONTRACTOR EMPLOYEES

1. All contractor employees and subcontractors performing work under this contract shall conduct themselves in a professional and safe manner at all times.

2. Continued or egregious unprofessional or unsafe behavior shall be grounds for the permanent removal of the individual from performing work under this contract, as determined by the COR.

3. The CO or the COR may require the Contractor to immediately remove from the work site any employee or subcontractor who is incompetent, endangers persons or property, or whose physical or mental condition would impair their ability to satisfactorily perform the work. Notification to the Contractor shall be promptly made in writing if time and circumstances permit. Otherwise, notification shall be verbal and confirmed in writing as soon as possible.

4. All criminal activity or conduct unbecoming resulting in the dismissal of an employee by the contractor shall be reported to the COR.

5. No such removals of contractor employees as described above shall reduce the contractor's obligation to perform any of the work required under this contract.

6. Contractor personnel shall not smoke inside government buildings, or within 50 feet from an entrance to government buildings. The use of e-cigarettes is also included in this restriction.
