QUESTIONS & ANSWERS
QUES 1: Is the attached data sheet (see attached) an acceptable replacement product?
ANS 1: Yes; Uniflex is an acceptable product.
QUES 2: Due do travel limitations from COVID-19 we were not able to attend the site visit.
Can/will NPS provide photos of the existing roof systems subject to this RFQ that are to be coated with the elastomeric coating system to provide all contractors with basic information on the condition of the existing roof?
ANS 2: The SOW already contains a few representative photos. No additional photos will be provided.
QUES 3: The 10-year warranty that is required for both buildings is stated to be offered by the contractor. Please confirm this warranty is not bonded, or if it is subject to a performance bond?
Surety companies will not bond warranties for roofing systems beyond three years.
ANS 3: The only bonding required for this project is FAR Clause 52.228-13;
I.5 52.228-13 ALTERNATIVE PAYMENT PROTECTIONS JULY 2000
(a) The Contractor shall submit one of the following payment protections:
(i) A Payment Bond
(ii) An Irrevocable Letter of Credit (ILC)
(iii) A Tripartite Escrow Agreement
(iv) Certificates of Deposit
(b) The amount of the payment protection shall be 100 percent of the contract price.
(c) The submission of the payment protection is required within 10 days of contract award.
(d) The payment protection shall provide protection for the full contract performance period plus a one-year period.
(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.
(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.

QUES 4: Please confirm no bond is required for this submission of this RFQ?
ANS 4: Reference FAR Clause 52.228-13 as stated above.
QUES 5: Please confirm if the attached elastomeric product Roof X Tender 700 is an approved elastomeric roof system material for the RFQ. It comes with a 10-year warranty.
ANS 5: In reviewing the product data sheet provided Roof X Tender 700 and its attributes, this product would be an acceptable equivalent.
QUES 6: Is a leak survey or roof infrared scan required to locate wet insulation or prior roof leaks that may still be wet?
ANS 6: The contractor shall survey the entire roof to include penetrations, edges, walls, fasteners, flashing, seams, hardware, and skylights. There is no specific requirement to conduct an infrared scan.
QUES 7: If wet insulation is located anywhere on the roof systems, is replacement required prior to application of the elastomeric coating?
ANS 7: If contractor detects wet insulation during their roof survey, then the contractor will need to replace the affected area prior to application of the elastomeric coating.
QUES 8: If replacement of wet insulation is required, how will the contractor be compensated for the extra work or replacing the wet insulation and associated base roof system?
ANS 8: The contractor will need to incorporate into their bid any contingencies for repairs that they determined to be prudent. All potential bidders were given the opportunity to inspect the roofs during the site visits.
QUES 9: What if it is discovered that existing decking is wet and damaged and needs replaced?
ANS 9: If the contractor discovers that the existing decking is wet and damaged and needs replaced, then the contractor will need to replace the affected area prior to application of the elastomeric coating.
QUES 10: If any roof removal is required as suggested above, has the building/roof been surveyed/tested for hazardous materials such as asbestos?
ANS 10: It is highly unlikely that either roof contains hazardous materials, such as asbestos. A specific asbestos survey for the roofs is currently not available. The contractor will need to incorporate into their bid any contingencies for repairs that they determined to be prudent.
QUES 11: Are there any active leaks on the buildings?
ANS 11: During very heavy rainfall some minor leaking will periodically occur at approximately 10 feet from the northern end of the PACC building. Also, during very heavy rainfall some minor leaking will occur in the middle of the skylight portion of the WACC building.
QUES 11A: If so, how many and where?
ANS 11A: Answered in question #12.
QUES 11B: If so, how long have the leaks been active?
ANS 11B: For the PACC roof approximately 6 months. For the WACC roof approximately 1 year.
QUES 12: Has an infrared scan or moisture survey been conducted on the buildings in the last 3 months?
ANS 12: No
QUES 13: Is NPS aware that warranty lengths of 10 years (as stated in the SOW) require coatings to be applied over existing roofs that are not wet or with saturated insulation?
ANS 13: Yes
QUES 14: If a 10-year warranty is dependent on the new elastomeric roof coating being applied over a dry base roof system and that is not the case for these buildings, does NPS want to forego the 10-year warranty?
ANS 14: No
QUES 15: What level of repair on the existing roof systems is NPS seeking to conduct prior to application of the coating system?
ANS 15: Question already answered previously.
QUES 16: Is the existing metal roof rusting in any locations?
ANS 16: None known
QUES 17: When does NPS anticipate award of this project?
ANS 17: We would hope to have the project awarded by June 8, 2020; however the solicitation requires the pricing to be valid for 30 days after the solicitation close out date
QUES 18: When does NPS anticipate NTP for the project?
ANS 18: In order for a Notice to Proceed (NTP) to be provided the following items shall be provided for review and/or approval:
1. Alternative Payment Protection Received
2. Certificate of Liability Insurance Received
3. Contract Specific Safety Plan Received and Approved
4. SF1413 for all Subcontractors Received
5. Receipt and Approval of Materials Submittals
6. Schedule and Completion of PreCon
QUES 19: Two bidders had questions regarding soft decking on the main roof at PACC. They wanted to know about unit pricing for roughly 200 square feet of soft decking. They were concerned that without the soft decking being replaced, the material manufacturer would not warranty it's product. There was also a question about some loose flashing and whether or not they were required to replace it. There was also some concern about pooling on the roof of the overhang outside the main entrance and if another product (silicone based) could be used there.
ANS 19: As per the PACC SOW, they are to make all necessary repairs prior to applying the elastomeric roof coating. From the SOW:
8. The contractor shall survey the entire roof to include penetrations, edges, walls, fasteners and equipment and make any necessary repairs or preparations as per coatings manufacturer's recommendations to prevent water penetration.
9. The contractor shall follow coatings manufacturer's recommendations to provide positive slope in any roof areas that have visual indications of past ponding problems.
10. After all roof preparation work has been completed, the contractor shall apply a premium, 100% acrylic, high solids, white reflective, elastomeric roof coating, such as Henry Enviro- White Extreme Model #HE687406 or equivalent.
QUES 20: SOW mentions that the acrylic coating is to be applied to help seal the building for leaks. The acrylic coating is meant to provide the longevity of roof surface. This coating will help some leaks, but it will not fix or prevent all leaks. We were not able to attend site visit; are there any preexisting leaks? If so, were the location of them identified?
ANS 20: During very heavy rainfall some minor leaking will periodically occur at approximately 10 feet from the northern end of the PACC building. Also, during very heavy rainfall some minor leaking will occur in the middle of the skylight portion of the WACC building.
QUES 21: The coating will prevent leaks on most of the roof surface, but might not prevent or fix leaks, for example, around vents, edges, if there is a hole in the metal roof from rusting though, etc. What are the government's expectations on leaks that are not preventable from the coating and cannot be remedied by the coating in regards to providing a warranty?
ANS 21: The contractor shall survey the entire roof to include penetrations, edges, walls, fasteners, flashing, seams, hardware, and skylights. After the survey, the contractor shall make all necessary roof repairs or hardware replacements, and complete preparations to the roof as per the coatings manufacture's recommendations to prevent water penetration.
QUES 22: We will warranty our workmanship and products installed for 10 years, as described in the SOW, but are they looking for warranty from leaks for IO years?
ANS 22: The contractor shall warrant workmanship and materials installed under this contract for a minimum of 10 years after the date of final work acceptance. As stated above, the materials installed by the contractor and workmanship the contractor provides is to be warranted for 10 years after final acceptance.

COOL ROOF COATING
DESCRIPTION:
Roof X Tender® 700 Premium White Acrylic Cool Roof Coating is a state-of-the-art, high performance coating designed to protect, preserve and extend roof life. Roof X Tender 700 drastically reduces roof top temperatures helping to minimize energy usage and cooling costs. This coating contains premium resins and polymers for added flexibility and durability resulting in extended performance. It also contains premium biocides to help prevent the formation of mildew and mold as well as select titanium dioxide for added reflectivity and a whiter film. Application of this coating also reduces heat build up in the roof membrane and can greatly extend the life of existing roofing materials so they last longer, save the building owner money, protect your valuable assets and reduce life cycle costs associated with your building.
PREPARATION:
All surfaces must be dry and free of dust, dirt, oil, loose granules, gravel and peeling paint and all other foreign matter. Roofs must have proper ventilation and drainage. Rusty metal must be cleaned with a wire brush and primed with an approved metal primer before application of this product. Pressure washing entire surface is recommended for best results (use only a wide fan spray tip). If unavailable, use a garden hose with spray nozzle and push broom to clean & rinse roof surface. Repair all leaks, cracks and seams with RX-915 and polyester repair fabric in accordance with product instructions. Surfaces previously coated with aluminum, asphalt or tar should be allowed to cure for a minimum of one year prior to coating with any product. Surfaces with mildew growth or stains must be cleaned with bleach solution (2 parts water to one part bleach). Be certain all surfaces are thoroughly rinsed and dried prior to applying coating. DO NOT THIN. When installing new BUR or modified system, it is recommended to wait a minimum of 60 days prior to application of acrylic coatings to prevent asphalt bleed-through. Roof should be washed free of any foreign contaminants, oxidation, dirt, etc. before proceeding.
APPLICATION:
Protective clothing, gloves, and eyewear should be used during application of these products. Surface and air temperatures must be a minimum of 50 °F.
DO NOT apply if heavy dew or rain is expected within 24 - 48 hours. Apply on a clear, sunny day in morning hours with a long bristle brush, 3/4” nap exterior paint roller or professional airless sprayer. First, treat all seams, joints, penetrations, curbs, drains, flashings and other repairs according to details using RX-915 and Polyester or Fleece Back repair tape. Then apply two (2) uniform coats over entire surface, at the rate of 1.5 gallons per square per coat for a total of 3 gallons per square. Two full coats are recommended for all applications. Dries for recoat in 4 hours and fully cures in 24 - 36 hours at 70 °F & 50% relative humidity. Higher humidity, thicker films, poor air flow and lower temperatures will increase dry times. Apply second coat perpendicular to first coat. Application should be completed a minimum of 4 hours prior to sunset.
Peeling or delamination may occur in areas where ponding water or poor drainage exists. All roof surfaces should maintain proper drainage. Apply in accordance with NRCA Guidelines. For most recent guide specifications visit www.roofxtender.com.
FOR BEST RESULTS:
Apply Roof X Tender 300 Rubber Roof Seal WB prior to application or white coatings. For worn surfaces, embed one or more layers of polyester into Roof X Tender 300 Rubber Roof Seal WB.
SUNLIGHT:
Reflection of sunlight from light colored or white roof coatings necessitates the use of dark glasses to protect the eyes during application. Sun block should also be used to prevent sunburn and skin damage.
STORAGE & HANDLING PRECAUTIONS:

NOTE:
Use of polyester in waterways, low areas and drain areas in conjunction with Roof X Tender 700 Premium White Acrylic Cool Roof Coating will help coating resist standing water and last longer than without polyester reinforcement. In these areas, it is recommended to embed polyester into Roof X Tender 700 applied at the rate of 3 - 4 gallons per square. Embed polyester fabric into Roof X Tender 700 with a push broom while coating is still wet. Overlap polyester 4” on side laps and 6” on end laps with coating applied between overlaps. Allow to cure and apply an additional 3 - 4 gallons per square of Roof X Tender 700 over polyester in a two coat application.
NOTE:
If roof becomes hot (over 100 °F) during application, lightly mist roof surface with water spray to prevent coating from drying too fast. Remove any excess or puddling water prior to coating. If roof surfaces become soiled as they age, due to the elements, elastomeric can be cleaned with a mild water and bleach solution. Excess scrubbing should be avoided. Note - Color tinting will disclaim warranty. Yearly inspection and maintenance will greatly enhance the life of the coating.

ACRYLIC ROOF PATCH
DESCRIPTION:
Roof X Tender® 705 Acrylic Roof Patch is an extra tough, fiber reinforced repair sealant. Roof X Tender 705 oeers outstanding adhesion, elasticity, flexibility, tensile strength and UV resistance. Ideal for 3-coursing, Roof X Tender 705 can be paired with a variety of reinforcing fabrics. This versatile acrylic patch can be left uncoated as a standalone product or in conjunction with most Roof X Tender coatings. Not recommended for use prior to application of silicone based coatings.
PREPARATION:
All surfaces must be dry and free of dust, dirt, oil, loose granules and gravel.
Use of this product on TPO, PVC or Hypalon single ply membranes requires the use of an approved Roof X Tender primer and the completion of pull tests prior to application.
APPLICATION:
For exterior use only. Always apply on a clear, warm sunny day. Apply in morning hours to allow maximum cure time. Application should be completed a minimum of 4 hours prior to sunset. Temperatures must be above 55 °F (for 24 hours) and rising, but not above 110 °F. DO NOT apply if heavy dew or rain is expected within 24 - 48 hours. Skins over in 4 hours and fully cures in 24 - 36 hours at 70 °F & 50% relative humidity. Higher humidity, thicker films, shade, poor air flow and lower temperatures will increase dry times.
Remove any excess or puddling water prior to application. Apply with a trowel or paint brush. Coat entire damaged area and extend 2” beyond damaged area. Embed reinforcing fabric into the repair while wet. Apply second layer of patch, brushing over and into embedded fabric. Allow to cure 24 - 36 hours and coat entire roof with an Roof X Tender water-based reflective roof coating. DO NOT THIN.
FOR BEST RESULTS:
Apply in early morning hours on clear sunny day.

Approximately 25 sq. ft. per gal.

DESCRIPTION: APOC® 483S Soft Polyester Reinforcing Fabric stitchbonded polyester is a high quality and durable reinforcement used in roof restoration systems, repair of roof splits, and base "ashing details. APOC® 483S is typically used with asphalt emulsion and/or solvent-based cold process systems. It can also be used as a reinforcement for cements, neoprene sealants, asphalt coatings, white roof mastic and white elastomeric coatings.
Stitchbonding offers an unusual combination of high strength properties with good elongation for excellent thermal stress force accommodations.
APOC® 483S is a soft polyester that will readily conform to rough spudded gravel surfaces and standing seam metal roof decks. It is also much easier to handle and apply properly than other soft polyester sheets.
