Performance Statement of Work
Installation of HVAC System Office Building
Waubay National Wildlife Refuge, Waubay, South Dakota
1.0 Introduction and Overview
Waubay National Wildlife Refuge is a National Wildlife Refuge in South Dakota. "Waubay" means "a place where numbers of birds make their nests" in the Dakota language. The Refuge encompasses 4,650 acres of wetlands, native tallgrass prairie, and bur oak forest that provide a wide variety of nesting habitat for more than 100 species of waterfowl, song birds, and upland game birds as well as 140 additional bird species during migrations. Mammals include species from the ever-present white-tailed deer to the more elusive coyote and the diminutive pygmy shrew. The central location of Waubay National Wildlife Refuge in North America gives visitors the chance to see a mix of eastern, western, northern, and southern species.
Replace the existing HVAC systems at Waubay NWR office and equipment with a properly designed, high efficiency system that can meet proper comfort and environmental control levels within the building.
The office was constructed in 1983 and an addition was built on to the structure in 2004. The office utilizes two separate HVAC systems, one installed in 1983, which has one HVAC unit utilizing a geothermal system with propane backup and one installed in 2004 with two HVAC units utilizing a separate geothermal system. However, the systems are not functioning properly resulting in an extremely inefficient heating and cooling throughout the facility. Portions of the office never receive adequate heating regardless of thermostat settings due to the overall HVAC design. Service technicians have indicated the only way to solve the issue is to install new HVAC system/units. In addition, HVAC units have been repeatedly serviced and have reached life expectancy.
