PART 2 – EXECUTION

The Contractor will thoroughly mix and pump to remove septic waste liquid and sludge contents from each tank and transport pumped material to a licensed and approved disposal location. There may be non-human waste materials present in a unit such as plastic bottles, aluminum cans, trash, hygiene products, etc.; the contractor is not responsible for removing such items. The Contractor is responsible for any spills that occur during the pumping process and shall clean and sanitize the area immediately. No utilities are available at the sites. The Contractor is responsible for ensuring that each site, as related to the pumping of the tanks, is clean and fit for public use prior to departure. This includes the filling of the vault tanks with approximately 50-gallons of fresh water once pumped. Tank volumes indicated above are the tank design capacities and provided for estimating purposes only. All permits, fees and expenses associated with the disposal of sludge and wastewater in local wastewater plants are the sole responsibility of the Contractor. The Contractor’s equipment must be capable of pumping all solids and liquids from vault toilets and septic tanks. This may require hose to access retention facilities from parking areas. It should be noted that some locations are in a remote setting, accessed by un-improved service roads, requiring smaller service vehicles.

PART 3 – SCHEDULE

Upon service call and as needed from the contracting agency the Contractor will provide routine service, described above within 14 business days to one or more locations identified in PART 1. A 48 hour notice must be provided to St. Croix National Scenic Riverway prior to pumping. In addition to routine service requirements, emergency service may be required due to rising water levels of the river. The Contractor will provide emergency service, described above within 5 days of callout, to one or more locations identified in PART 1. The Contractor is advised to refrain from the solicitation process if unable to comply with the schedule requirements.

No work shall be performed on weekends, federal holidays, or in the event of a government shutdown.

Work shall be performed between the hours of 8:00 am and 4:30 pm CST.

Authorized agency personnel to place these calls will be available after award.

The contractor will not perform work at the following sites when the soil is not firm enough to prevent rutting beyond three inches in depth: Phipps, Earl, West Howell, Sand Rock Cliffs, Sunrise, and Snake. The contractor will be responsible to repair or fill ruts in soil greater than three inches in depth at these locations if rutting occurs.

Work cannot be performed while contents of the vaults are frozen.

The contractor shall abide by all road restrictions and bans when in effect.

An NPS personnel will accompany the contractor on site to provide access to the site and facility.
