About this file

This is a Statement of Work for floor repair and replacement services at the Ashe Nursery/Extractor office, a USDA facility. The current floor framing system presents an imminent safety hazard, with several areas in the hallway and two offices at risk of collapse. Crawlspace inspections documented critical moisture and humidity issues, including wood moisture levels exceeding 50% (normal is 11.9% or below) and humidity levels over 83% (acceptable threshold is 60%), resulting in widespread end-stage wood rot and microbial growth throughout affected areas.

The scope of work consists of three primary tasks: (1) subfloor and floor joist replacement totaling 756 square feet of subfloor across Office 1, Office 2, bathroom, hallway, and conference room, plus 594 linear feet of floor joist replacement in all areas where subfloor is removed, with installation of high-traffic commercial tongue and groove planking throughout the office; (2) installation of a complete crawlspace encapsulation system including heavy-duty vapor barrier, vent sealing, and permanent dehumidifier installation to maintain humidity below 60% and prevent future rot in both unaffected and repaired areas; and (3) deep cleaning of the office upon work completion to prepare it as move-in ready for USDA staff. The document includes photographic evidence of the current deteriorated floor conditions.

Statement of Work

Ashe Nursery Floor Repair/Replacement

Current situation:

Replacement of significant floor framing system on Ashe Nursery/Extractor office. Current floor framing system is in imminent danger of failure and is a safety hazard to walk on.

Several areas in the hallway, and two of the offices are about to collapse under normal body weight. The crawlspace inspection showed very high levels of both wood-moisture and humidity and rot. Wood moisture levels exceeding 50% were noted (11.9% and below is normal). Humidity levels were over 83% in the crawlspace (anything over 60% contributes to microbial growth and wood-rot). There was widespread microbial growth (mold and/or fungus) present, especially under the hallway, the bathroom, and two of the offices. Much of the subfloors in the affected areas are in end-stage wood rot, due to microbial growth, and are in desperate need of replacement.

Scope of Work:

1. Subfloor and Floor Joist Replacement:

-Office 1, Office 2, Bathroom, Hallway, Conference Room Subfloor Replacement (756 SqFT)

-Floor Joist Replacement in all areas where subfloor is removed (594 Linear Feet)

-Prepare and install “high traffic” commercial tongue & groove planking throughout the office

2. Install a crawlspace encapsulation system. This includes the installation of a heavy-duty vapor barrier. Sealing off the vents. Permanently installing a dehumidifier in the crawlspace to keep the moisture levels at an acceptable level (below 60% humidity). The encapsulation will prevent any future rot due to moisture in the unaffected areas and prevent the repaired areas from succumbing to the same problems in the future.

3. Deep clean office post work completion, to make “move in ready” for USDA staff
