New Mexico Navajo South Agency Wingate High School 1737 Shush Drive Fort Wingate, New Mexico 87316 Statement of Work Wastewater Sewer Lagoon Perimeter Fencing Req. NMNS-256-B21-95 Overview:

Wingate High School currently has an existing perimeter chain-link fencing consisting of galvanized fence posts and steel t-posts with wire mesh fencing fabric several strands of barbwire around the sewer lagoon site that is in need of replacement. The current perimeter fencing is measured at approximately 3,894 ft. with two sections of swinging entry drive gates. One entry measure at 20' wide, with two swinging gates. One entry measure at 10' wide with one 10' wide swinging gate. The chain-link fencing has provided health and safety as well as security measures for the contaminated water and has been in service for many years of trouble-free service. The current fencing consists of rounded galvanized posts, steel t-posts and mesh fencing fabric with two strands of barbwire. New Mexico Navajo South Agency Facility Management has requested to replace the current fencing with new 6' ft. high fencing and galvanized fence posts with 3-strand barbwires. Perimeter chain-link fencing is essential in providing security, health and safety and provides a barrier against animals and other wildlife that may be attracted to the lagoon. The perimeter chain-link fencing surrounds a sewer lagoon that serves all of Wingate High School, Wingate Government Housing and Fort Wingate Community.

Scope of Work Objective Requested:

Wingate High School is requesting to have the sewer lagoon old perimeter chain-link fencing demolished, removed and replaced and upgraded with 6' ft. high fencing with 3-strand barb wires on extended angle arms. Brush and weed vegetation clearing and removal will need to be conducted to install new fencing. A licensed Contractor shall provide materials, labor, transportation, supplies, equipment/tools rentals, and to perform work necessary in replacing and upgrading the perimeter chain-link fencing. A licensed contractor shall perform any corrective actions needed to repair/upgrade the school perimeter chain link fencing with the extended angle arm 3-strand barb wire. Install new fencing material with new parts and materials. A licensed contractor will also be responsible for proper installation of parts and verifying the proper operational function of the new perimeter chain-link fencing. Any damage to premises resulting in this job, and restoration of the damage will be expected to occur within the 5 calendar days of the period given to complete the job. Once the job is finished, the contractor will inform the NMNS Agency Office to inspect and approve the work performed. The contractor shall remain solely responsible for all permits and filling all paperwork with Federal, State and Local agencies to satisfy all performance requirements in this performance statement of work.

Sewer Lagoon perimeter chain-link fencing Specifications The requested to remove, dispose of old and install new perimeter fencing to approximately 3,894 ft. of new 6ft. perimeter chain link fencing, including entry swinging gates with new extended angle arm 3-strand barb wire for security/safe and wildlife barrier purposes. The 3-strand barb wire and extended angle arms shall be of new components and equivalent to the unit being replaced. The 3-strand barb wire and extended angle arm should be able to provide years of trouble-free service and provide the school with extra security measures in mind. The 3-strand barb wire and extended angle arms should be able to provide the school structure with years of trouble-free service.

Work Requirements:

· Remove and dispose of older current fence posts and wire mesh fence fabric.

· All current T-posts will remain the property of the BIE, which will be re-utilized.

· Clear brushes, weeds and other wild vegetation to allow clear areas for new fence posts, wire fence fabric and swinging entry gates to be installed.

· Install new galvanized fence posts, wire fence fabric and install new swinging gates.

· 3 entry points with swinging gates for access to the lagoon.

· 2 entry points with 2- 10' ft. swinging gates

· 1 entry point with l- 10' ft. swinging gate

· Install 3-strand barb wire onto newly installed extended angle arms to perimeter fencing.

· Contractors will comply with the Codes and regulations and standards issued by all Federal, State and Local government authorities having jurisdiction over occupational health and safety issues.

· Take any additional measures the Contracting Officer determines to be reasonably necessary for this purpose.

Contractor's Responsibilities/Conditions:

· It shall be the sole responsibility of the Contractor prior to bidding, to conduct field verification of actual measurements, dimensions, materials, angles, alignment and all existing conditions shall be the sole responsibility of the Contractor.

· Contractor shall provide all labor, equipment, materials/supplies, transportation, rentals, tools, insurances, taxes, safety, security, staging/storage, full time supervision, worker/owner/property protection, temporary utilities/hookups.

· Contractor shall provide traffic control, safety protection, deliveries, notifications/filings, permits, control measures on noise, contamination, daily & final site cleanup, housekeeping, trash/debris disposal, etc.

· Contractor will be responsible for any & all damage that may evolve from carelessness, negligence, irresponsibleness, including accidents to, but not limited to the BIE and their tenant's property, assets, investments, etc. Any discoveries of hazardous and contaminated materials shall be reported immediately.

· The contractor will be responsible for all damage to existing property caused by contractors as a result of but not limited to demolition, installation, and deliveries, including the repair of existing structure and utilities, building equipment, components and/or systems. All costs to repair, patch, finish, replace and fixes shall be the responsibility of the contractor and will carry or warrant no time extensions or contract modifications.

· The contractor shall at all times adhere to and be compliant with any and all applicable Federal, State, City & pertinent Local regulations, statues and laws.

· The Contracting Officer shall notify the Contractor of any non-compliance with these requirements and the corrective actions required. The Contractor shall immediately take corrective action after receiving the notice. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order suspending all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule for any suspension of work issued under this clause.

Considerations and Factors:

Proposing Contractors are asked to factor in or take into consideration the following as part of their bid/proposals and projected schedules while undertaking this project.

· The proposed licensed contractor is highly qualified and are a close vendor geographically. They possess necessary equipment and licenses or certifications to fulfil the job request adequately and properly.

· The pertinent contents of this Statement of Work as applicable to the Project's requirements, protocols, scheduling, particularly the work scope and materials shall become and made a binding part of and in conjunction with the Contractor's overall Construction Contract with the BIE, thereby contractors are specifically asked to pay careful attention in their examination and familiarity with the documents.

· Coordination and cooperation with Wingate High School and BIE employees/vehicle traffic, their accesses & exits, control and coordination of noise, odors, vibration, and other distracting or disruptive activities that will impact operations.

· All work to take place only during normal workdays Monday- Friday from 8:00am- 4:00pm with no weekends or holidays; only in the event special prior approval is obtained from the Contracting Officer through arrangements with the Contracting Officers Representative.

Close out Requirements:

· Close out shall consist of any clean-up and removal of debris, excess piping, dust and trash if generated and accumulated.

· Notify designated BIE personnel when job is completed, and walk-through will be conducted to verify all work requested has been completed and justifiable.

Performance Specification/Requirements:

Proposing Contractors shall prepare and submit their bids/cost proposals in accordance with and predicated on using the following Owner's Performance Specifications as the baseline guide/requirement to furnish, install, and execute the new sewer lagoon old perimeter chain-link fencing.

· Proposed installation shall meet or exceed the performance requirements of but not limited to NFPA & EPA standards in their respective testing for proper functioning and serviced before daily usage to protect against and potential fire hazards.

· The contractor shall be required to submit an invoice stating that the work requested has been completed and sections details are free and clear of debris and materials.

Consultation and Coordination.

The primary contact Technical Assistance for the duration of the project will be Stanley Henderson, Acting Supervisory Facilities Operations Specialist, New Mexico Navajo South Agency Facility Management.
