The implement must be fully compatible with the refuge's existing 190 hp John Deere 7730 agricultural tractor and include a complete hydraulic control group with cylinders, hoses, fittings, two gang wrenches, drawbar jack stand with safety chain, and cylinder rod stops for depth control adjustment. The contractor is responsible for supplying all parts, fittings, pins, and connectors necessary for full operational compatibility.
Delivery is required no later than June 30, 2026, to McNary NWR Maintenance Shop at 497 Gallant Road, Burbank, Washington 99323. All prices must be quoted FOB Destination, with the contractor bearing all shipping costs and responsibility for loss or damage prior to consignee receipt. Contractors must contact the point of contact no later than three days before delivery to arrange a specific delivery time during normal business hours (Monday-Friday, 8:00 a.m. to 4:00 p.m.). STATEMENT OF NEED
Heavy Disk Purchase
1. GENERAL:
1.1. The U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge
Complex has a requirement to purchase a new heavy disk (11-foot wheel offset harrow disk) to use for moist soil management of several wetland units at McNary, Umatilla, and Cold Springs NWRs.
2. DEFINITIONS:

3. SCOPE:
The selected vendor will be responsible for supplying all parts, fittings, pins, and connectors to make implement fully compatible and functional with existing FWS owned 190 hp John
Deere 7730 agricultural tractor. This eleven-foot wheel offset disk harrow will provide deep plowing of soil through thick rooted vegetation up to 10” of cattail root mats along with through mixing and aerating of soil in seasonal moist soil units.

4. DELIVERY:
Delivery No later than 30 June 2026 To McNary NWR Maintenance Shop – 497 Gallant Rd, Burbank, WA 99323.
Contractor responsibilities. The contractor shall –
(1)(i) Pack and mark the shipment to comply with contract specifications; or
(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements.
(2) Prepare and distribute commercial bills of lading.
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract.
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract.
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and
(6) Pay and bear all charges to the specified point of delivery.
Prices quoted must be FOB Destination
5. AVAILABILITY:
5.1. Normal duty hours are Monday thru Friday 8:00 a.m. - 4:00 p.m. Non-duty hours include weeknights, weekends, and Government holidays (i.e., Memorial Day, Fourth of July, Labor Day).
5.2. No later than three days prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery.
