Scope of Work: De-installation and relocation of two flags from Fort Sumter to NPS storage facility National Park Service: Fort Sumter National Monument, Charleston South Carolina
1. Introduction The primary goal of this project is to protect and preserve the Storm Flag and the Palmetto Guard Flag, two historic flags that are part of the Fort Sumter National Monument museum collection. These flags flew during the first battle of the Civil War and therefore, are ranked among some of our nation’s most treasured historic objects.
The flags have been on continuous display in the Fort for many years subjected to slow, but cumulative damage from factors such as light exposure. They also remain at risk for catastrophic damage with hurricanes and other weather events increasing in intensity and frequency. The National Park Service (NPS) recognizes their responsibility to preserve these objects as stated in the NPS Mission Statement.
This project will consist of:
· safely dismantling and opening large flag frames in the Fort to allow access and removal of flags by the NPS textile conservator and museum staff
· constructing temporary crates to accommodate & protect rolled flags during the relocation
· providing the logistics, necessary rigging and manpower to move crated flags out of the Fort and onto boat for transport to mainland
· transporting crated flags, once on mainland, in appropriately sized secure closed truck to the NPS designated storage facility located at the Charles Pinckney National Historic Site 1254 Long Point Road Mount Pleasant South Carolina (six miles north of Charleston)
· Removal and disposal of old flag frames, mounts, and glazing from Fort
2. Required Resources
· Government-furnished property:
· Storm Flag (FOSU 9)
· Palmetto Flag (FOSU 3624)
· Archival tubes &materials for rolling flags for storage
· Storage rack for relocated flags
· Contractor-furnished property:
· A certificate proving the contractor is carrying the appropriate insurance
· Equipment, tools, and supplies necessary for completing the mount dismantling, safe object relocation and removal of old mounting materials from Fort
· Appropriately sized & secure closed truck for transport of flags
· Personnel requirements:
· The contractor & any additional personnel working on project shall have the necessary certifications required to operate equipment safely in and around a museum setting.
Transportation needs: Coordination and communication will be required. Use of NPS boat is the preferred method of transportation if feasible.
· Contractor’s necessary equipment & supplies for project brought to Fort
· Park’s necessary equipment & supplies for project brought to Fort
· Flag move to mainland
· Flag move to mainland storage (truck is responsibility of contractor)
· Flag crate disposal/removal from storage facility
· Old mount materials, frames & glazing disposal
· Contractor’s necessary equipment & supplies for project brought back to mainland
· Park’s necessary equipment & supplies for project brought back to mainland
3. Performance Requirements A. Deliverables:
· Technical proposal for flag relocation
· Safety plan for flag relocation
· Completed successful project with flags relocated to storage facility and former exhibit area in Fort cleared of all old mount materials.
B. Quality Assurance
· Authorization/approval of frame dismantling steps, flag move plans, and temporary crate specs. by COR
· Inspection of temporary crates and packed flags
· Inspection of Fort upon completion of dismantling & removal of frame components to ensure work area is left clean and no damage to Fort has occurred.
