Solicitation 140P5123Q0028, Questions and Answers

1. What do you consider appropriate insurance?

Answer: The flag has an appraisal at 2.5 million dollars. The insurance policy would only be needed for the day of transport.

2. Will a 26' box truck be considered an appropriately sized truck for transport?

Answer: Yes

3. Do you require specific necessary certifications to operate our equipment in a museum setting?

Answer: I don’t think additional certifications are needed but there would need to be a sensitivity to working in a museum environment such as exhibit cases can’t be rearranged and doors can’t be left open longer than necessary.

4. To better understand the project's scope, we would like to ask for information regarding the duration for which the items shared in the notice must be stored. Also, we would appreciate details on the specific location and type of facility needed to keep these items.

Answer: The museum artifacts will not need to be stored by the contractor for any period of time. The contractor only needs to disassemble the frame holding the flags, move flags into their own crates, and transport the crates from Fort Sumter to Charles Pinkney NHS storage facility. The transport is expected to occur over the same day.

5. Will the Park equipment need to be operated by Park/NPS employees? (the lifts, etc.)

Answer: Yes. Also, we feel we also should share the following information with all potential bidders:

The lift at the NPS Moultrie dock is not operational. However, forklifts, and certain NPS work trucks can access the dock area to facilitate cargo loading/unloading.

6. Are the flags to be crated separately?

Answer: Yes. One flag per crate.

7. How are the flags to be crated?

Answer: Each crate needs to accommodate a 10' x 6" diameter tube with flag rolled on it. There will be at least 6" at each end of rolling tube that can be properly cradled/supported/locked in with carved out Ethafoam or something similar. This system would allow the rolled flags to be suspended within the crates. (I was going to do a diagram but feel like if the bidders don't get this very familiar concept, they shouldn't be bidding. Also: if they google it, they can easily see images, etc. of what we're all envisioning to some degree.)

8. I missed the site viewing online and was wanting to know if there was a recording of it?

Answer: No, we did not record the site visit. Additionally, we will not be having another site visit unless we do not get enough competition on the requirement. However, this should not prevent you from submitting a proposal however, your proposal may not display a full understanding of the project.
