SCOPE OF WORK

Install Pine Springs and Dog Canyon Water Well Pumps

Summary of Work: This project consists of replacing two existing submersible well pumps, motors, valves, submersible electric cable, and sensing equipment using owner furnished replacement materials.

Location

This project is located in two locations at Guadalupe Mountains National Park, Pine Springs and

Dog Canyon Campground Areas.

Directions: Guadalupe Mountains National Park is located in far West Texas. Pine Springs in on

U.S. Highway 62/180. The driving distance is 110 miles east of El Paso, Texas, or 56 miles southwest of Carlsbad, New Mexico.

The Pine Springs well (also known as Glover #13) is located in the Pine Springs Campground parking lot under a large steel cover. Coordinates are Latitude 31.8963° Longitude -104.8279°

Visitors traveling to Dog Canyon, on the park's north side, can access the area via New Mexico

State Road 137. Dog Canyon campground is a two hour drive from Carlsbad, New Mexico.

The Dog Canyon well (also known as Sara Ann #1) is in a well house with a hatch. Coordinates are Latitude 31.9936° Longitude -104.8344°

General Information

This project involves providing field service technicians, and equipment to install the down - hole potable water well pump, motor, sensing equipment, drop pipe, submersible cable and electrical connections as specified below.

Work includes inspection, of drop pipe and submersible electric cable.. If portions of drop pipe, and or cable, are deteriorated beyond use, a contract modification will be awarded to replace necessary linear footage of drop pipe.

Offeror, contracted entity, is responsible for transporting all equipment and supplies to/from work site.

Well pumps, motors, and sensing equipment has already been purchased and are in possession by the Park.

Existing Well Descriptions

These are deep set submersible well pumps installed with OCTG API 5CT tubing used for the drop pipe. Well pumps are connected to existing electric service and water tank level controls.

Well piping is connected to existing water system piping leading to water treatment equipment and water storage tanks.

Dog Canyon: 8” casing extends to a depth of 2,970 feet. The bottom of the pump motor sits at

2,884 feet below the well head. Static water level is approximately 2600 feet. The pump operates at a minimum duty point of 16 gallons per minute (gpm) at 1,294 psi.

Pine Springs: 8” casing extends to 2,515 feet below surface followed by 5” casing and screen to

2,575 feet. Static water level is 2,190 feet. The pump sits at 2,400 feet below the surface. The pump operates at a minimum duty point of 36 gpm at 1,168 psi.

Detailed Scope of Work

Potable Well Requirements The contractor will be a licensed water well driller or pump installer by the State of Texas and will follow all Texas Commission on Environmental Quality (TCEQ) rules and regulations for potable water pump installations.

All wetted materials shall be ANSI/ NSF 61 certified for potable water use and of lead-free construction as much as possible. Any lubricants shall be certified for potable water use.

The installed equipment shall be disinfected immediately prior to installing into well by rinsing or swabbing. Alternatively, chlorinated water shall be recirculated in the well and drop pipe, then purged per AWWA C654. Disinfection water shall contain 50 mg/L of free chlorine to ensure disinfection, yet not damage equipment.

6 ounces of 12% sodium hypochlorite (potable bleach) are required for 100 gallons of water to prepare a 50 mg/L free chlorine solution.

After disinfection, purge well so chlorine residual is below 4 mg/L. Water system operator will take two water samples and test for total and fecal coliforms to verify water is potable.

National Park Service Furnished Equipment During June 2023 replacement pumps, motors, submersible cable, and sensing equipment were purchased. Purchased equipment, matched equipment installed during previous pump replacement and purchased from the same vendor. See attached pump details for full list of equipment and pump information.

Contractor shall supply any additional materials for a complete installation such as fasteners, bands, sealants, gaskets, hardware and or other materials.

Interruption of Water Service These wells are the only source of water for the water systems they serve. Prior to shutting of any water supply, the contractor shall coordinate with NPS water operator to ensure the Parks water storage tanks.

The Park’s storage tanks have capacity to supply water for 15 days. If the project is delayed due to poor contractor performance and the storage tanks are emptied the contractor shall supply potable water for public use via a water truck, portable tank, etc. Water shall not be supplied via disposable water bottles or jugs.

Pump Replacement

Verification of existing conditions Prior to installing equipment contractor shall inspect wellhead, electric connections, pump controls, and park service furnished equipment to prepare for well pump replacement and gather additional materials, and schedule equipment as necessary.

A site-visit shall be made available during the solicitation period, please see solicitation for details.

Staging and security Store materials, drop pipe, and equipment in adjacent parking lot or open areas as designated by the facility manager.

Secure site by installing caution tape, or other barricade, and warning signs. Note: These are public areas used by park visitors. Contractor is responsible for security of job site.

Drop pipe inspection Drop pipe shall be inspected during removal of pump. If additional pipe is required after inspection, a modification will be made to the contract to install necessary linear footage of reconditioned or new drop pipe. Replacement drop pipe shall match existing drop pipe diameter, weight, type, and grade.

Submersible cable inspection, splicing, and testing. The removed submersible electric cable shall be inspected, tested, and spliced as necessary. Submit testing and splicing report to owner.

Spooling services are to be provided by contractor, using stainless steel bands to secure cable to the drop pipe; two per pipe length.

Testing and commissioning New well pump shall be connected to existing pump starter, pump controls, and water tank level controls.

Installation shall be leak tested.

Field technicians shall ensure new well pump and well monitoring equipment is operable, the pump is producing water at the calculated pump rate, and all other operating parameters are within range before leaving the job site. Pump manufacturer’s representative shall be present during commissioning or approve commissioning reports.

A detailed Pull/Run report is to be provided noting test results, operating parameters, depth setting, re-used and new equipment.

Contractor is responsible for transporting of all equipment and supplies to work site.

Ownership of removed materials The contractor will assume ownership of removed pump, motor, and any other removed materials. The contractor shall re-purpose, re-cycle, or legally dispose of removed materials.

Submittals

Installation and test reports

General Provisions

Schedule Contractor shall provide an initial project schedule after award of contract. Please provide at least one weeks’ notice to the facility manager prior to mobilization and commencement of work.

Safety Contractor shall provide for the safety of employees engaged in project work in compliance with OSHA regulations. “Tailgate” safety meetings shall be held once before the commencement of work and at least once weekly thereafter.

Inspections The Government reserves the right to inspect the work in progress at any time, without prior notice to the Contractor.

Work hours Unless other arrangements are made in advance, project work may be undertaken during normally scheduled hours of the Government Maintenance staff - 7:00 am to 4:30 pm, Monday through Friday. No work on shall be scheduled afterhours, on weekend and holidays, unless approved in advance by the facility manager.

Protection of natural Environment To prevent the spread of invasive plants, all equipment, materials, and delivery vehicles shall be weed and mud free. Arrange inspection of vehicles prior to entering park boundary.

All equipment shall be leak free. Contractor to have containment equipment and spill kits on job site to immediately contain and cleanup any inadvertent fuel, hydraulic fluid, or lubricant leaks.

Site Visit A site visit will be made available April 15th at 8am. Although not mandatory it is highly encouraged, please see FAR Clause 52.237-1 in solicitiaion document.

Those attending shall register with CO by April 11th at 3pm Mountain time.
