Guadalupe Mountain NP Solicitation 140P1324Q0031 Install Well Pumps Responses to Questions Received and/or Additional Updates

April 8th, 20024 – Amendment 2 The following questions were received, this amendment provides responses.

1. Is the payment FAST PAY? I believe all small business Awards are FAST PAY, but we want to be sure. I have been on IPP for years.

Answer: Yes, it is considered Accelerated Pay.

2. After the site visit, do we submit a request for the first provisional payment to mobilize and get set up?

Answer: No. Progress payments only, you must show progress before submitting for payment- the park and the CO must approve the level of progress before you submit to IPP. You are requested to submit a reasonable progress payment schedule with your quote- per the “Instruction to Offerors” section in the solicitation.

3. Will SLB be on the job sites?

Answer: SLB will be onsite for commissioning and verification of SLB supplied equipment and cable inspection.

4. Is SLB the final authority?

Answer: No.

5. Does SLB furnish anything.

Answer: SLB will furnish commissioning report.

6. What do we furnish? We ask because we are not sure what SLB will be doing or bringing.

Answer: See NPS furnished list of SLB equipment attached to scope of work.

7. Will SLB bring any equipment?

Answer: SLB technicians will be onsite, could provide spooling services.

8. Does it matter which well is worked on first?

Answer: No.

9. Are there Bad Weather Days allotted?

Answer: The POP in the solicitation is an estimate at best case scenario. Actual performance dates will be determined at award. Its always good practice on CO’s end to add some buffer for bad days or random delays.

10. Length of drop pipe?

Answer: Approximately 3,000 feet. See scope of work for details.

11. Size of drop pipe ?

Answer: See scope of work for details.

12. Site size and access?

Answer: See scope of work for details. See pictures provided as answer to questions.

13. Site security ?

Answer: See scope of work for details.

14. Distance to hotel?

Answer: Nearest hotel is Whites City

15. Any special safety procedures required ?

Answer: See scope of work for details.

16. Who makes decisions? (does SLB make decisions)?

Answer: The CO and COR.

17. What is the procedure for change orders?

Answer: Prior to any changes they must be requested in writing to CO and COR

18. Job estimates?

Answer: Don’t understand this question. Contractor reviews the SOW, highly encouraged to attend the Site Visits and provides your Firm Fixed price quote to CO by the end of the solicitation date. There are no govt provided job estimates.

19. What happens to old pump etc?

Answer: Per the SOW it is the awardee’s responsibility to legally dispose of the pump.

20. Is pump in hole now?

Answer: Yes

21. Any specific requirements?

Answer: Yes, See scope of work for details.

22. Is pump tested before installation?

Answer: Yes, see testing and commissioning section of scope of work.

22. Is the Awardee required to start work on the on the first well on May 1, or can we start anytime as long as both wells are completed approved/ inspected by July 31, 2024?

Answer: Actual performance dates will be determined at award.

23. Are there any requirements as to how many workers need to be on deck?

Answer: No, it’s the responsibility of the contractor to furnish sufficient staff to safely perform the work per OSHA requirements.

April 2nd, 2024 – Amendment 1 The following questions were received, this amendment provides responses.

1. What is the age of installed equipment? Meaning the pump and cable that contractor is replacing?

Answer: Pine Spring/13/Glover equipment was installed in 2015.

Dog Canyon/1/Sara Ann equipment was installed in or around 2009

2. What are the issues the operators are seeing with the wells?

Answer: No issues, equipment is being replaced due to age and number of hours.

3. Has the raw water quality affected the drop pipe? Questions are to help give an idea of methods or precautions will have to use with the removal.

Answer: Unknown until the pipe is pulled. Based on water quality and Langelier index calculation, water is scale forming. Pipe might have mineral deposits.

4. The drop pipe length, is it 20-24 feet in length or 28-32 feet?

Answer: Unknown, the last company to pull the pumps was Well Service, Inc Artesia, NM.

5. Size of pump wire installed, is it the same as the provided equipment?

Answer: Pump wire will be spooled, inspected, and spliced (if necessary), and reinstalled.
