NATCHEZ NATIONAL HISTORICAL PARK
FIRE ALARM AND FIRE SPRINKLER FULL SERVICE AGREEMENT
STATEMENT OF WORK
Natchez National Historical Park
Natchez, Mississippi

1. General Scope
This is a service contract for fire alarm and fire sprinkler inspection, testing, preventive maintenance, corrective repair services, and portable fire extinguisher inspection services at
Natchez National Historical Park.
The Contractor shall provide all labor, supervision, travel, tools, testing equipment, diagnostic equipment, access equipment, replacement parts, incidental materials, documentation, reporting, and all other resources necessary to provide a comprehensive full-service agreement for covered fire alarm systems, covered fire sprinkler systems, and portable fire extinguishers located at
Natchez National Historical Park.
The purpose of this agreement is to maintain covered systems in fully operational, serviceable, and code-compliant condition to the maximum extent required by this Statement of Work, NFPA
72, NFPA 25, applicable fire extinguisher inspection requirements, manufacturer requirements, and all applicable federal, state, and local codes.
Covered systems shall include fire alarm control equipment, networked components, initiating devices, notification appliances, monitoring interfaces, sprinkler risers, control valves, supervisory devices, backflow preventers, gauges, compressors where applicable, portable fire extinguishers, and associated equipment located within covered park facilities.
The Contractor shall verify field conditions, system configurations, equipment types, device counts, access limitations, and covered equipment locations prior to performance of work. No assumptions shall be made regarding exact field conditions or equipment inventory. Any discrepancy between existing conditions, prior records, equipment configuration, or contract intent shall be reported immediately to the Contracting Officer’s Representative (COR). The
Contractor is solely responsible for determining all service methods, troubleshooting methods, repair methods, testing methods, and other means and methods necessary to fulfill this contract.
The Government will not provide means and methods.
The Contractor shall provide all labor necessary to perform the work under this contract, including any specialty technicians, licensed trades, manufacturer representatives, safety attendants, fire watch personnel, elevator technicians, confined-space attendants, or other support personnel required to safely access, inspect, test, maintain, troubleshoot, or repair covered systems. Any such personnel required for execution of the work shall be included as part of the contract and shall not constitute a basis for additional compensation unless specifically excluded by the contract.
2. Covered Facilities and Systems
Covered facilities under this contract shall include the following sites at Natchez National
Historical Park:

The Contractor shall provide inspection, testing, preventive maintenance, troubleshooting, corrective repair, and restoration to service for all fire alarm system components associated with these panels and with all connected and associated covered buildings, devices, circuits, and appurtenances under this contract.
Fire sprinkler systems are located at the following sites:
Natchez Visitor Center
Melrose Estate Mansion
William Johnson House
The Contractor shall provide annual inspection and testing, preventive maintenance, troubleshooting, corrective repair, and restoration to service for covered fire sprinkler system components located at these facilities, including associated risers, valves, supervisory devices, backflow preventers, gauges, compressors where applicable, and related appurtenances.
Portable fire extinguishers located at covered facilities shall be inspected in accordance with applicable code requirements and documented as part of this contract.
This contract does not include major sprinkler piping repairs, underground piping, major leak repair, major valve replacement, system replacement, or capital improvement work unless specifically authorized by the Government under separate action.
3. Covered Services
The Contractor shall provide annual inspection and testing for all covered fire alarm systems and all covered fire sprinkler systems at Natchez National Historical Park in accordance with applicable codes, manufacturer requirements, and industry standards.
The Contractor shall provide portable fire extinguisher inspection services for extinguishers located at covered facilities in accordance with applicable code requirements and manufacturer requirements.
The Contractor shall provide scheduled preventive maintenance for covered systems. Preventive maintenance shall include routine inspection, diagnostic review, cleaning, calibration, adjustment, and minor corrective actions necessary to maintain covered systems in proper operating condition.
The Contractor shall provide unlimited service call response for fire alarm and fire sprinkler system trouble conditions, supervisory conditions, impairments, component failures, and other serviceable deficiencies occurring during the contract period outside of scheduled preventive maintenance visits.
The Contractor shall provide troubleshooting, diagnostics, corrective repairs, replacement of failed serviceable parts, retesting, and restoration of the affected system to normal operating condition.
The Contractor shall furnish all tools, ladders, lifts, meters, software, testing devices, and incidental materials necessary to perform the work.
4. Scheduled Preventive Maintenance
The Contractor shall provide a minimum of four (4) scheduled preventive maintenance service visits during the contract period, occurring approximately quarterly.
Preventive maintenance shall include inspection and diagnostic review of fire alarm control panels, functional testing of initiating devices and notification appliances as applicable, verification of alarm, supervisory, and trouble signal operation, inspection of sprinkler system components including control valves, gauges, risers, supervisory devices, and compressors where applicable, cleaning, calibration, and adjustment of system components, and identification and correction of minor deficiencies.
Scheduled preventive maintenance visits shall not replace required corrective response for active system trouble conditions or impairments.
5. Annual Fire Alarm Inspection and Testing
The Contractor shall perform a comprehensive annual fire alarm inspection and testing in accordance with NFPA 72.
Testing shall include all required system devices and components necessary to verify proper operation of the fire alarm systems serving covered buildings.
The Contractor shall inspect, test, and document the operation of fire alarm control panels, remote annunciators, initiating devices, notification appliances, monitor modules, control modules, power supplies, standby batteries, communication interfaces, and associated fire alarm system devices installed in covered buildings.
Fire alarm services under this contract shall include inspection, testing, diagnostics, troubleshooting, and repair of serviceable components, but shall not include replacement of fire alarm control panels unless specifically authorized under separate action.
Documentation shall be sufficient to meet federal compliance, inspection, and audit requirements.
6. Annual Fire Sprinkler Inspection and Testing
The Contractor shall perform annual fire sprinkler inspection and testing in accordance with
NFPA 25.
Testing shall include applicable sprinkler system inspection and testing requirements for covered facilities, including but not limited to main drain tests, valve inspections, backflow preventer testing, waterflow alarm testing, and supervisory device verification, as applicable to the systems installed at each covered building.
The Contractor shall inspect, test, and document covered sprinkler system components, including risers, control valves, supervisory devices, backflow preventers, gauges, waterflow devices, tamper switches, compressors where applicable, and other related serviceable components.
All deficiencies shall be documented in writing.
7. Portable Fire Extinguisher Inspection
The Contractor shall perform portable fire extinguisher inspection services for extinguishers located at covered facilities in accordance with applicable code requirements and manufacturer requirements.
The Contractor shall inspect extinguishers for accessibility, visibility, mounting condition, physical damage, charge condition where applicable, condition of safety seals and tamper indicators, and other inspection criteria required by applicable standards.
The Contractor shall document extinguisher inspections by location and identify any extinguisher found damaged, discharged, obstructed, missing, expired, or otherwise deficient.
8. Corrective Maintenance and Service Response
The Contractor shall provide unlimited service call response for fire alarm and fire sprinkler system trouble conditions, supervisory signals, impairments, component failures, panel issues, and other serviceable deficiencies occurring outside of scheduled preventive maintenance visits.
Upon notification, the Contractor shall troubleshoot system conditions, perform diagnostics on affected components, identify root cause, perform necessary corrective repairs, and restore the affected system to full operational status.
Active impairments affecting normal system operation or life safety protection shall receive priority response.
For emergency service calls involving fire alarm or fire sprinkler system impairments affecting normal system operation or life safety protection, including but not limited to fire alarm panel failure, system trouble affecting alarm functionality, supervisory conditions indicating impairment, compressor failure affecting sprinkler system operation, or any condition requiring a covered building or system to be placed out of service, the Contractor shall respond within twenty-four (24) hours of notification by the Government.
For non-emergency service calls not involving an active system impairment requiring immediate attention, the Contractor shall respond within seventy-two (72) hours of notification by the
Government, unless otherwise approved by the COR.
Corrective maintenance shall not be limited to documentation only. Identified deficiencies affecting system functionality shall be repaired during the response visit when within contract coverage.
9. Included Labor and Standard Replacement Parts
This full-service agreement shall include all labor and standard replacement parts necessary to maintain covered fire alarm systems and covered serviceable fire sprinkler system components in operational condition.
Included components shall cover commonly failing manufacturer-supported devices and parts required for normal corrective maintenance.
This contract does not include fire alarm control panel replacement, major panel upgrades, major sprinkler piping repairs, underground piping, major valve replacement, system replacement, obsolete unsupported equipment replacement, or capital improvement work unless specifically authorized by the Government under separate action.
10. Contractor Qualifications
All personnel performing work under this contract shall be trained, experienced, and qualified in the inspection, testing, maintenance, troubleshooting, and repair of commercial fire alarm and fire sprinkler systems.
Technicians performing work under this contract shall hold current NICET certification appropriate to the work being performed.
The Contractor shall provide evidence of current certifications, licenses, and qualifications upon request of the Government.
11. Documentation and Reports
The Contractor shall provide a written inspection report for each annual inspection and testing visit.
The Contractor shall provide a written service ticket for each preventive maintenance visit and each repair or service call. Each service ticket shall identify the building, date, system involved, problem reported, findings, corrective action taken, parts used, and final status of the system.
The Contractor shall provide a written deficiency report for any condition identified that is not corrected during the service visit. The deficiency report shall clearly identify the remaining issue, the status of the system, and the recommended corrective action.
The Contractor shall provide extinguisher inspection documentation identifying the location and status of inspected extinguishers and any deficiencies noted.
Documentation shall be sufficient to demonstrate code compliance and support federal inspection and audit requirements.
12. Work Hours and Coordination
Routine work shall be performed during normal park work hours unless otherwise approved by the Government. Emergency response work may occur outside normal hours when necessary to address system impairments or restore life safety systems to service.
Routine work hours shall be 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays, unless otherwise approved by the Government.
The Contractor shall coordinate access to all buildings and systems with the COR.
The Contractor shall conduct operations so as to ensure the least inconvenience to park employees, visitors, and ongoing operations. The Contractor shall protect all Government property during performance of work and shall repair any damage caused by contractor operations at no additional cost to the Government.
All bidders are urged to visit the site and examine existing conditions before submitting proposals. Contractors shall be accountable for understanding existing conditions. No additional compensation shall be allowed for field conditions that could have been reasonably identified during a site visit.
13. Included and Excluded Work
This contract shall include annual inspection and testing, portable fire extinguisher inspection, scheduled preventive maintenance, on-call service response, troubleshooting, repair labor, replacement of failed standard serviceable components, and retesting necessary to restore covered systems to normal operating condition, except for any specific exclusions stated in the contract.
Any excluded work, obsolete equipment, unsupported systems, major replacement outside defined contract coverage, or work requiring substantial system upgrade or replacement shall be identified in writing to the COR with a recommendation for corrective action.
Required support personnel, specialty technicians, and access-related technical support necessary to perform the contracted services are included in this contract.
This contract does not include fire alarm control panel replacement, major panel upgrades, system replacement, major reconfiguration, obsolete unsupported equipment replacement, or capital improvement work unless specifically authorized by the Government under separate action.
14. Measurable Results
Fire alarm and fire sprinkler systems covered by this contract shall be inspected, tested, maintained, and restored to a functional and serviceable condition.
Portable fire extinguishers covered by this contract shall be inspected and documented in accordance with applicable requirements.
Covered deficiencies identified during preventive maintenance visits, annual testing, extinguisher inspections, or corrective service calls shall be documented and corrected when within contract coverage.
The contract shall provide the park with a single service mechanism for annual fire alarm and sprinkler testing, extinguisher inspection, preventive maintenance, and repair response for covered life safety systems.
15. Period of Performance
The period of performance shall be one (1) year from date of award or Notice to Proceed.
16. Definition of Contract Line Items
For pricing purposes, the Government may structure this service contract using the following
Contract Line Item Numbers (CLINs):
CLIN 0001 – Annual Fire Alarm Inspection and Testing
Provide annual inspection and testing for all covered fire alarm systems in accordance with
NFPA 72, manufacturer requirements, and this Statement of Work. Work shall include all labor, travel, tools, testing equipment, documentation, and reporting required to complete the annual fire alarm inspection and testing.
CLIN 0002 – Annual Fire Sprinkler Inspection and Testing
Provide annual inspection and testing for all covered fire sprinkler systems in accordance with
NFPA 25, manufacturer requirements, and this Statement of Work. Work shall include all labor, travel, tools, testing equipment, documentation, and reporting required to complete the annual fire sprinkler inspection and testing.
CLIN 0003 – Portable Fire Extinguisher Inspection Services
Provide portable fire extinguisher inspection services for extinguishers located at covered facilities in accordance with applicable code requirements, manufacturer requirements, and this
Statement of Work. Work shall include labor, travel, documentation, and reporting required to complete the inspection services.
CLIN 0004 – Quarterly Preventive Maintenance Services
Provide four (4) scheduled preventive maintenance service visits during the contract period for covered fire alarm and fire sprinkler systems. Work shall include routine inspection, diagnostic review, cleaning, calibration, adjustment, minor corrective actions, and associated documentation required under this Statement of Work.
CLIN 0005 – On-Call Corrective Maintenance and Repair Services
Provide on-call troubleshooting, diagnostics, repair labor, retesting, and restoration to service for covered fire alarm and fire sprinkler systems during the contract period. Work shall include emergency response, non-emergency response, service-call labor, and corrective maintenance necessary to restore covered systems to operational condition within contract coverage.
CLIN 0006 – Standard Replacement Parts
Provide standard replacement parts required to restore covered fire alarm systems and covered serviceable fire sprinkler system components to normal operating condition in accordance with this Statement of Work. Included parts shall cover commonly failing manufacturer-supported devices and components within defined contract coverage. Major replacement equipment, panel upgrades, obsolete unsupported equipment, or capital improvements shall be excluded unless separately authorized by the Government under separate action.
