About this file

This is a Statement of Work (SOW) for a portable toilet contract issued by the U.S. Bureau of Land Management (BLM) Yuma Field Office, dated March 3, 2026.

The BLM requires installation and service of ADA-accessible portable toilets at three recreation sites in Yuma County, Arizona: Fortuna Pond, Redondo Pond, and Betty's Kitchen. The contractor must furnish all labor, materials, supplies, and equipment to provide and maintain one portable ADA toilet at each location. Services include placement, routine maintenance of normal wear, replacement as determined by the Contracting Officer's Representative, and regular emptying of human waste. The contractor shall provide scheduled services twice weekly on Mondays and Fridays, with mutually agreed substitute dates if services fall on federal holidays. During periods of high visitor use, the contractor must provide on-call services within 24 hours upon request from authorized BLM personnel only. Any services outside the scope of work or in excess of funding are at the contractor's risk. The performance period is one year from contract award, with four optional one-year renewal periods subject to acceptable contractor performance. Payment will be made monthly via itemized invoice on a Firm Fixed Price basis, with evidence of pumped gallons required with each invoice. The contract price shall be based on established commercial pricing for similar services to other organizations. Quality assurance will be measured through 100% inspection with monthly or weekly observation and recorded reports, planned sampling with scheduled evaluations, and validated complaints verified by authorized BLM personnel. Assessment criteria include timeliness of task completion, work omissions, and any necessary rework. The Contracting Officer's Representative determines the level of assessment and may require increased evaluation if performance falls below acceptable standards.
