About this file
This is a Questions and Answers document for federal contract opportunity 140L6426Q0018, "Fortuna Redondo Portable Toilets and Maintenance." The requirement involves providing ADA-compliant portable toilet units with toilet paper at three recreation areas: Fortuna Pond Recreation Area, Redondo Pond Recreation Area, and Betty's Kitchen Recreation Area, located in Yuma County, Arizona.
The contractor must provide twice-weekly service (Monday and Friday, or equivalent alternate days) with one ADA-compliant portable toilet unit at each location. Service response time for on-call/extra cleaning requests is within 24 hours, priced per service call. The base year price must include delivery and installation (mobilization) of new units, as existing units will be removed by the prior contractor. Replacement of units due to vandalism, theft, fire, or flood is included in the fixed monthly price. Monthly invoices must document "pumped gallons" substantiated by unit tank capacity multiplied by the number of services. Access roads are passable year-round by standard pump/service trucks with no gates or escort requirements, though dirt roads are present. The contractor is responsible for all vandalism, damage, theft, and unit replacement costs. FAR 52.222-41 (Service Contract Labor Standards) applies with Wage Determination 2015-5475, Rev. 28 (Yuma County, AZ) controlling labor rates. NAICS code 562111 applies with a $47.0 million small-business size standard. No running water or electrical outlets are available within 20 feet of the sites. This is a renewal of service under a new contract.

4. Are there any access constraints at Fortuna Pond Recreation Area, Redondo Pond Recreation Area, or Betty’s Kitchen Recreation Area? Examples include locked gates, limited hours, road restrictions, dirt roads, high-clearance vehicle requirements, seasonal access issues, security requirements, or site escort requirements. (Dirt Roads)
5. Are there specific placement locations for each portable toilet, or will placement be coordinated after award?

6. Are the locations accessible by standard pump/service trucks? (Yes)
7. What is the required response time for on-call services or extra cleanings? (Within 24 hours)
8. Should the on-call/extra cleaning option be priced per service call, per unit serviced, or as a separate annual estimated quantity? (Priced per service call)
9. Are there any required insurance, permits, licenses, or environmental compliance documents that must be submitted with the quote or maintained during performance? (Yes, all the above, maintained during performance)
10. Are vandalism, damage, theft, or unit replacement costs the responsibility of the contractor, or will those be handled separately if caused by third parties? (Responsibility of Contractor)
11. The SF 1449, Block 10, identifies NAICS code 562111 with a $47.0M size standard, while the continuation page identifies NAICS code 811111 with a $9M size standard. Please confirm the controlling NAICS code and small-business size standard for this acquisition. (The reference to NAICS code 811111 is a Typo and a non-related NAICS, please disregard.)
12. Please confirm whether FAR 52.222-41 (Service Contract Labor Standards) applies and that Wage Determination 2015-5475, Rev. 28 (Yuma County, AZ) is the controlling determination for the servicing labor under this requirement. (Yes)
13. The bid schedule includes an "On Call Services / Extra Cleanings" line at Quantity 1 with no stated unit of measure or estimated annual volume. How does the Government want this line priced and evaluated — as a per-event unit price, a not-to-exceed annual pool, or a fixed annual amount? If available, please provide an estimated annual number of on-call/extra-cleaning events so all offerors price on a common basis. (As per unit price)
14. SOW paragraph 1.3 includes "replacement (as determined by the COR)" within the fixed price. Is replacement of a unit due to vandalism, theft, fire, or flood (as distinct from normal wear) included in the fixed monthly price, or handled as separate on-call/reimbursable work? (included in price)
15. Are there existing portable units on site that must be removed, and does the base-year price include the one-time delivery and installation (mobilization) of the new units, or should mobilization be quoted as a separate line? (All existing portable toilets on site will be removed by the prior contractor). The base year price should include the delivery fee.)
16. Please confirm the required unit type (standard ADA wheelchair-accessible portable toilet) and whether an integrated hand-sanitizer dispenser or handwash station is required at each of the three sites. (ADA Toilet with Toilet Paper)
17. Are any of the three sites (Fortuna Pond, Redondo Pond, Betty's Kitchen) gated or locked, requiring a BLM gate code or escort, and are the access roads passable year-round by a standard pump/service truck (any seasonal washouts, low-water crossings, or weight limits)? (Roads are passable, there are no gates, no escort required)
18. SOW paragraph 1.8 requires "pumped gallons" as supporting evidence on each monthly invoice. As portable units are not individually metered, how would the Government like gallons substantiated — for example, by unit tank capacity multiplied by the number of services, or by hauler dump-ticket/manifest? (by unit tank capacity multiplied by the number of services)
19. Is this a new requirement or a renewal of service? (It is a renewal of service under a new contract)
20. Are you expecting the (1) portable toilet at each location to be a standard ADA portable toilet or (1) trailer with (2) toilets(male/female)? (1 – ADA Toilet with Toilet Paper)
21. Will there be running water within 20ft (No)
22. Will there be electrical outlet, if so, how many? (None)
