2. BACKGROUND:
Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee.
Encompassing and protecting approximately 125,000 acres, the park was established by Congress on March 7, 1974. The park’s primary mission is to “provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations”. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region.
This project will address these issues by removing and replacing the aging gutter systems on 12 buildings throughout the park. The new systems will improve water drainage, protect structural components, and reduce the risk of mold and moisture-related damage. Work will be completed by a qualified contractor and will include the installation of new seamless aluminum gutters, downspouts, associated hardware, and trim coil. Any fascia damage encountered during the work will be reported to the Contracting Officer’s Representative (COR); NPS staff will perform fascia repairs as needed. The project reflects BISO’s commitment to preventive maintenance and asset stewardship, helping preserve key facilities and extend their service life.

This includes the removal of existing guttering components and the installation of new seamless gutters, downspouts, associated hardware, and trim coil on 12 designated buildings. All work shall be coordinated with the COR to minimize disruption to park operations and ensure safe access to occupied structures.
5. SCOPE:
The National Park Service will contract for the removal and replacement of approximately 1,372 linear feet of seamless aluminum guttering and 700 linear feet of appropriately sized downspouts and associated hardware across 12 buildings located throughout Big South Fork National River and Recreation Area. The existing gutter systems have exceeded their service life and no longer provide adequate drainage, leading to water damage and erosion around park facilities.
This project includes the removal and disposal of existing gutters, downspouts, fasteners, and coil stock. The contractor shall furnish and install new 6-inch K-style seamless aluminum gutters, downspouts, hangers, straps, elbows, and fasteners. New PVC-coated trim coil shall be installed as needed to match existing finishes. Fascia boards are not included in this scope of work. If damaged fascia is encountered during gutter removal, the contractor shall immediately notify the Contracting Officer’s Representative (COR), and repairs will be completed by National Park Service staff prior to the continuation of work at that location.
All labor, equipment, and materials necessary to complete this project shall be provided by the contractor. All work must meet current building codes and shall be performed in a professional and workmanlike manner, with proper disposal of all removed materials offsite in accordance with applicable regulations.
