About this file
This document is a Revised Statement of Work (SOW) for the National Park Service's Big South Fork National River and Recreation Area (BISO), detailing a project to replace deteriorating gutter systems on 12 buildings located in Kentucky and Tennessee. The project involves removing existing gutters, downspouts, and associated hardware, and installing new 6-inch K-style seamless aluminum gutters and 3"x4" aluminum downspouts across various bathhouses and facilities, including Bear Creek Horse Camp Bathhouse, Blue Heron Dorm, multiple numbered bathhouses, Station Camp Bathhouse, and the Kentucky SAR Cache.
The scope of work specifies a 60-calendar day performance period, with contractors required to provide all labor, equipment, and materials for the gutter replacement. Key requirements include using hidden aluminum hangers, matching existing colors, sealing all joints and corners, and coordinating with the Contracting Officer's Representative (COR) to minimize disruption to park operations. The project is a 100% small business set-aside procurement with an estimated value between $25,000 and $100,000, targeting prevention of water damage and structural deterioration at the park's facilities. Contractors must submit material samples for approval and are responsible for field verification of measurements prior to installation.

APPENDIX 1: …………………………………………………………………………………………………………………………………………………….14
1. BACKGROUND:
Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee.
Encompassing and protecting approximately 125,000 acres, the park was established by
Congress on March 7, 1974. The park’s primary mission is to “provide management for the
National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations”. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region.
This project will address these issues by removing and replacing the aging gutter systems on 12 buildings throughout the park. The new systems will improve water drainage, protect structural components, and reduce the risk of mold and moisture-related damage. Work will be completed by a qualified contractor and will include the installation of new seamless aluminum gutters, downspouts, associated hardware, and trim coil. Any fascia damage encountered during the work will be reported to the Contracting Officer’s Representative (COR); NPS staff will perform fascia repairs as needed. The project reflects BISO’s commitment to preventive maintenance and asset stewardship, helping preserve key facilities and extend their service life.
2. PROJECT IDENTIFIERS:
PMIS NUMBER: 326881A
PROJECT TITLE: “Cyclic Replacement of Gutters and Downspouts”
3. PLACE OF PERFORMANCE:
Work for this project will take place at 12 locations within Big South Fork National River and
Recreation Area (BISO). The original list of buildings has been updated following a recent site visit. Two previously listed structures—Leatherwood Comfort Station and the Bandy Creek
Water Treatment Building—have been removed from the scope. These have been replaced by the Station Camp Bathhouse and the KY SAR Cache. The Station Camp Bathhouse has identical dimensions and layout to the Bear Creek Bathhouse, while the KY SAR Cache will require approximately 120 linear feet of guttering along two sides and 120 linear feet of downspouts installed at the corners.
The full updated building list includes:
Bear Creek Horse Camp Bathhouse, Blue Heron Dorm, A1 Bathhouse, A2 Bathhouse, C-loop
Bathhouse, D1 Bathhouse, D2 Bathhouse, E1 Bathhouse, E2 Bathhouse, F Loop Bathhouse, Station Camp Bathhouse, and the KY SAR Cache.
Please see maps below:
4. PERIOD OF PERFORMANCE:
The contractor shall have no more than 60 calendar days to complete all required taskings once the offeror receives the Notice to Proceed, with the only exceptions being unforeseen events beyond the contractor's control and/or delays that are caused by the National Park Service. This includes the removal of existing guttering components and the installation of new seamless gutters, downspouts, associated hardware, and trim coil on 12 designated buildings. All work shall be coordinated with the COR to minimize disruption to park operations and ensure safe access to occupied structures.
5. SCOPE:
The National Park Service will contract for the removal and replacement of approximately 1,372 linear feet of seamless aluminum guttering and 700 linear feet of appropriately sized downspouts and associated hardware across 12 buildings located throughout Big South Fork National River and Recreation Area. The existing gutter systems have exceeded their service life and no longer provide adequate drainage, leading to water damage and erosion around park facilities.
This project includes the removal and disposal of existing gutters, downspouts, fasteners, and trim coil. The contractor shall furnish and install new 6-inch K-style seamless aluminum gutters and 3"x4" aluminum downspouts, including all required hangers, straps, elbows, and fasteners.
Hidden aluminum hangers shall be used in place of straps. All joints, seams, and corners must be sealed using manufacturer-recommended sealant. Gutter guards are not included in the scope and will not be reinstalled or replaced. Gable trim is also excluded from the scope.
The new systems must match existing colors. PVC-coated trim coil shall be installed as needed to match the current finishes; however, fascia wrapping is not required unless needed for finish continuity. At Blue Heron Dorm, which has wood fascia only, wrapping will not be performed unless necessary. Material samples, including gutters, downspouts, and coil stock, must be submitted for approval by the Contracting Officer’s Representative (COR) before installation.
If damaged fascia is discovered during removal, the contractor shall immediately notify the
COR. Fascia repairs will be completed by National Park Service staff prior to gutter installation at that location. Downspout placement on smaller upper roof sections must be optimized for drainage and not centered by default, as centered placement has caused previous runoff issues.
The contractor is responsible for all labor, equipment, materials, and field verification of measurements. The linear footage provided is an approximation for estimating purposes only.
Each contractor must confirm actual conditions during the site visit. Failure to verify conditions shall not be considered grounds for a claim. This aligns with FAR 36.211(b)(2) and standard
NPS acquisition procedures, which promote fair competition and equal access to information.
6. TASK:
The contractor shall complete the following tasks across 12 designated buildings at Big South
Fork National River and Recreation Area. Prior to initiating any demolition or fabrication, the contractor shall confirm all required measurements on-site. This field verification shall occur before any material orders or prefabrication and must be coordinated with the COR during the pre-bid site visit opportunity.
A. Demolition / Removal
• The contractor shall remove all existing guttering components, including:
o Gutters o Downspouts o Hangers, straps, elbows, and fasteners o Trim coil and flashing associated with the gutter system o Gutter guards, if present (not to be reinstalled or replaced)
• The contractor shall carefully detach components to avoid unnecessary damage to fascia, trim, or roofing.
• The contractor shall collect and properly dispose of all removed materials off National
Park Service property at an appropriate licensed facility.
B. Site Preparation
• The contractor shall verify field measurements for all gutter and downspout runs prior to fabrication or material orders.
• The contractor shall identify safe work zones and staging areas in coordination with the
COR.
• The contractor shall establish temporary fall protection and pedestrian barriers where required.
• The contractor shall submit material samples (gutters, hangers, downspouts, coil stock) for color and texture approval by the COR prior to installation.
C. Installation
• The contractor shall install new 6-inch K-style seamless aluminum gutters, minimum
0.027-inch gauge, formed on-site or prefabricated to minimize joints.
• The contractor shall secure gutters using screw-type hidden aluminum hangers installed per manufacturer specifications to ensure system stability.
• The contractor shall install gutters so they run beneath existing drip edges without lifting shingles or flashing.
• The contractor shall install appropriately sized aluminum downspouts (minimum 3"x4" or to match existing) and include all required elbows, couplings, straps, and fasteners.
• Downspouts shall be placed to maximize water flow. Centered placement on upper bathhouse sections is to be avoided where it causes overflow or pooling.
• The contractor shall fasten all downspouts securely to the building using corrosion-resistant hardware.
• The contractor shall install new PVC-coated trim coil to fascia as needed, ensuring color and finish match existing materials as closely as current market options allow.
o Note: Painted coil stock is not acceptable. PVC-coated aluminum only.
o Fascia wrapping is only required where needed for visual continuity. At Blue
Heron Dorm and similar locations with exposed wood fascia, wrapping is not required unless directed by the COR.
• The contractor shall apply trim coil in accordance with manufacturer recommendations, with concealed, corrosion-resistant fasteners.
• The contractor shall ensure all gutters are pitched correctly to downspouts for effective drainage.
• The contractor shall seal all gutter joints, corners, and connections using manufacturer-approved sealant.
• Gable trim is excluded from the scope and shall not be removed or replaced.
D. Fascia Repair Coordination
• The contractor shall inspect fascia after removal of existing gutter components.
• If damaged fascia is discovered, the contractor shall immediately notify the COR.
• The contractor shall not proceed with installation at that location until fascia repairs are completed by NPS staff.
• The contractor may continue work on other structures while NPS completes fascia repairs to avoid unnecessary delays.
E. Protection and Safety
• The contractor shall protect all building entrances, exits, and pedestrian paths during work activities.
• The contractor shall coordinate with the COR when performing tasks near public or staff access points.
• The contractor shall implement fall protection, signage, and barriers in accordance with
OSHA and NPS safety regulations.
• The contractor shall maintain a clean and organized worksite, removing tools, debris, and materials from public view at the end of each workday.
F. Quality Assurance
• The contractor shall submit all required material submittals, color samples, and change proposals to the COR for approval prior to installation.
• The contractor shall perform all work in compliance with manufacturer specifications, applicable building codes, and NPS standards.
• The contractor shall conduct a joint final inspection with the COR upon completion of work at each structure.
G. Punch List and Processing
• The contractor shall notify the COR when work on each building is substantially complete and ready for inspection.
• The COR will conduct a walkthrough and identify any deficiencies or incomplete items, which will be documented as a punch list for that building.
• The contractor shall correct all punch list items within a timeframe approved by the COR, typically within 10 business days unless otherwise agreed upon.
• The contractor shall notify the COR upon completion of all punch list corrections for final verification.
• No final payment will be processed until all punch list items have been resolved to the satisfaction of the COR and the project is accepted as complete.
