About this file

This is a Statement of Specifications for trail rehabilitation at Big South Fork National River and Recreation Area in Oneida, Tennessee. The National Park Service seeks a contractor to deliver and spread 7,327.5 tons of crusher run limestone aggregate (3/4" down to dust) and 1,293 tons of #4 limestone aggregate (1 1/2" average) to correct 8 miles of Fork Ridge Multi-Use and Horse Trails. The project aims to mitigate erosion from improper water drainage, improve trail surfaces, and reduce deferred maintenance.

The contractor must complete all work within 30 days of receiving the notice to proceed, with delivery and spreading to begin within 14 calendar days. Key requirements include using equipment that can navigate trail sections with 9-foot width and 11-foot height clearances, implementing traffic control measures, providing daily certified weigh bills, complying with safety and environmental regulations, and ensuring materials are free of dirt, wood, and invasive materials. The National Park Service will conduct a thorough inspection upon completion, with final payment contingent on satisfactory work and correction of any identified deficiencies.

1. BACKGROUND:

Big South Fork National River and Recreation Area (BISO): Located on the Kentucky- Tennessee border, BISO encompasses approximately 125,000 acres. Established by Congress on March 7, 1974, its mission focuses on preserving the area's natural and cultural resources for current and future generations. The park features the Big South Fork of the Cumberland River and its tributaries in their natural state, promoting ecological integrity and a variety of recreational activities. These activities support the local economy and provide leisure opportunities in the economically challenged region.

The Fork Ridge Multi-Use Trail and Fork Ridge Horse Trail are vital recreational assets, providing year-round access for hiking, horseback riding, mountain biking, and off-road vehicles. This project will complete the trails’ rehabilitation by installing a six-inch gravel lift, creating a crowned surface to shed water into ditch lines, and compacting it to meet NPS Trail Standards as outlined in the park’s General Management Plan. Gravel delivery and spreading will be performed by contractor under the supervision of an appointed COR. Compaction and final surfacing will be performed by non-permanent NPS Staff. With the sub-base already in place, this final step will stabilize the trail surfaces and ensure they require only minimal annual maintenance, with periodic gravel replenishment every five years as part of a cyclic maintenance program.

Originally rough jeep trails, many park trails have not been fully upgraded due to funding limitations. Without this gravel lift, the trails will continue to deteriorate, risking the loss of previous investments and hindering visitor access. High precipitation has exacerbated damage, making timely repairs essential to prevent more extensive and costly rehabilitation. Completion of this project will bring eight miles of trails to standard, reduce deferred maintenance, and ensure continued access for hiking, horseback riding, and other recreational pursuits.

• Exceptions to this timeline are limited to unforeseen events beyond the control of the contractor, such as natural disasters or other force majeure occurrences. In such cases, the contractor shall promptly notify the National Park Service and provide an estimated delay period.

• Delays caused by actions or requirements of the National Park Service will be addressed separately. In these instances, the contractor shall provide a revised timeline for completion, subject to approval by the National Park Service.

Note: The contractor is advised to incorporate a reasonable buffer within their proposed timeline to accommodate potential minor delays and ensure timely completion.

5. SCOPE:

• The National Park Service (NPS) will contract the procurement, delivery, and tailgate spreading of materials required to restore and maintain the Fork Ridge Multi-Use Trail (MUT) and Fork Ridge Horse Trail within the Big South Fork National River and Recreation Area (BISO).

• The contractor shall provide all materials, supplies, services, equipment, and construction necessary to complete the project as outlined in the contract. This includes ensuring that all aspects of the project are executed to the standards specified by the NPS.

• All costs associated with these requirements shall be included in the contractor's bid. No additional funds will be provided by the government beyond the agreed contract amount.

6. TASK:

• Contractor shall deliver and tailgate spread as required 7327.5 tons of crusher run limestone aggregate sizing from 3/4” down to dust.

• Contractor shall deliver and tailgate spread as required 1293 tons of #4 limestone aggregate sizing 1 ½” average.

• Contractor shall establish exact tailgate spreading and stockpile area(s) with COR prior to unloading.

• The potential contractor shall use equipment appropriately sized to avoid causing any damage to park property. It is important to note that certain trail sections have a minimum width clearance of 9 feet and a height clearance of 11 feet, and the contractor's equipment must be able to navigate these dimensions without causing harm or disruption.

• The contractor shall implement traffic control measures on public roads in strict compliance with all applicable federal, state, and local laws and regulations.
