Rawlins Field Office Door Access Control System

3-Year Service and Maintenance Agreement

1. Project Title

Rawlins Field Office Door Access Control System – 3-Year Service and Maintenance Agreement

2. Project Background

The Bureau of Land Management (BLM) Rawlins Field Office operates an electronic access control system consisting of a standalone workstation running Software House C•CURE 9000 software controlling twenty-one (21) doors and four (4) Edge Controllers. The existing C•CURE 9000 software support and licensing has expired.

This contract is required to:

• Upgrade the current system to the latest supported version of C•CURE 9000;

• Restore and maintain valid software licensing;

• Provide inspection, testing, maintenance, firmware management, and technical support services for a period of three (3) years.

The current system was originally installed in 2021. Existing installation documentation and plan sets will be provided to the Contractor.

3. Scope of Work

The Contractor shall provide all labor, materials, supervision, tools, software, travel, and incidentals necessary to maintain and support the Rawlins Field Office access control system for a period of three (3) years from the Notice to Proceed (NTP) date.

Services shall include:

• Software licensing renewal and upgrades;

• Firmware management;

• Annual inspections and testing;

• Preventative maintenance;

• Documentation updates;

• Deficiency reporting;

• Technical support services.

4. Existing System Components

5. Contractor Responsibilities

5.1 Software Renewal and Licensing

The Contractor shall:

• Provide and maintain valid Software House C•CURE 9000 licensing for the duration of the agreement;

• Ensure software support coverage remains active for a minimum of three (3) years following Notice to Proceed;

• Provide all required software subscriptions, maintenance agreements, and updates.

5.2 Firmware and Software Management

The Contractor shall:

• Upgrade the existing C•CURE 9000 system from the current version to the latest manufacturer-supported version;

• Update firmware on all applicable controllers and associated devices;

• Upgrade or renew certificates as required for proper system functionality and cybersecurity compliance;

• Verify full operational status after all upgrades.

5.3 Annual On-Site Inspections

The Contractor shall perform a minimum of one (1) on-site inspection per year during the contract term.

Scheduling

• All site visits shall be coordinated in advance with the Contracting Officer’s Representative (COR);

• Visits shall occur during normal business hours unless otherwise approved.

5.4 Access Control Testing and Inspection

The Contractor shall inspect, test, and verify proper operation of:

• Twenty-one (21) controlled doors;

• One (1) headend location;

• Four (4) Edge Controllers.

Inspection and testing activities shall include:

• Inspection of headend wiring and labeling;

• Battery testing and backup power verification;

• Verification of proper operation during simulated outage conditions;

• Simulation and testing of:

o Granted access;

o Access denied;

o Access no entry;

o Door forced open;

o Door restored conditions;

• Physical inspection, tightening, and cleaning of headend and field devices;

• Verification of proper communication between all system components.

5.5 Deficiency Reporting and Documentation

The Contractor shall:

• Utilize Building Reports or equivalent reporting tools to document inspections and deficiencies;

• Generate a written deficiency report following each inspection;

• Update device inventory information including:

o Device locations;

o Device descriptions;

o Controller assignments;

o System mapping information;

• Update current system maps and documentation where required.

5.6 Corrective Work

Any deficiencies identified during inspections shall be corrected under a separate mutually agreed-upon proposal. Corrective work identified under this SOW is not included unless specifically authorized in writing by the Government.

6. Period of Performance

The period of performance shall begin upon issuance of the Notice to Proceed and continue for three (3) years.

Initial System Restoration Timeline

The Contractor shall ensure the access control system is fully operational no later than twenty (20) calendar days after issuance of the Notice to Proceed.

7. Inspection and Acceptance

The Contracting Officer’s Representative (COR) will conduct inspection and acceptance of all work performed under this contract.

Deliverables subject to inspection include:

• Software upgrades;

• Inspection reports;

• Deficiency reports;

• Updated documentation;

• System operational verification.

8. Contractor Qualifications

The Contractor shall possess the following certifications at the time of award and throughout contract performance:

• Software House C•CURE 9000 Advanced Integrator Certification;

• Software House C•CURE 9000 High Assurance with Innometriks Certification;

• Software House C•CURE 9000 Basic Installation – Victor VMS and VideoEdge NVR Certification;

• Software House C•CURE 9000 System Installer/Maintainer Certification.

Additionally, the Contractor shall possess:

• A minimum of three (3) years of experience designing, installing, administering, and maintaining networks;

• Demonstrated expertise in:

o Routing and switching;

o Network security;

o Storage management.

9. Deliverables

The Contractor shall provide the following deliverables:

1. Updated and operational C•CURE 9000 system;

2. Active software licensing documentation;

3. Annual inspection reports;

4. Deficiency reports;

5. Updated system maps and device documentation;

6. Firmware and software update records;

7. Final service summary upon contract completion.

10. Government-Furnished Information

The Government will provide:

• Existing system documentation and plan sets;

• Reasonable access to facilities and equipment;

• Coordination through the designated COR.

11. Security and Access Requirements

The Contractor shall comply with all applicable Federal, Department of the Interior, and BLM security requirements while performing work at the facility. All personnel accessing Government facilities may be subject to security screening and escort requirements.

12. Bid Evaluation Criteria

Award will be made to the responsible Offeror whose proposal represents the best value to the Government, considering technical capability, past performance, and price. The Government intends to evaluate proposals using the criteria below.

12.1 Evaluation Method

Proposals will be evaluated using a best-value tradeoff process. Technical factors, when combined, are more important than price. However, as non-price factors become more equal, price may become the determining factor.

The Government reserves the right to:

• Award without discussions;

• Conduct discussions if determined necessary;

• Request clarifications or supplemental information;

• Reject any or all proposals.

12.2 Evaluation Factors

Factor 1 – Technical Approach and Understanding

The Government will evaluate the Offeror’s demonstrated understanding of the project requirements and the completeness of the proposed technical approach, including:

• Methodology for upgrading the existing Software House C•CURE 9000 system;

• Approach for restoring software licensing and support coverage;

• Procedures for firmware updates, cybersecurity certificate management, and system validation;

• Preventative maintenance and inspection procedures;

• Proposed response process for technical support requests;

• Ability to meet the required twenty (20) calendar day restoration timeline;

• Understanding of maintaining continuity of operations during upgrades and maintenance activities.

The Government may evaluate the realism, feasibility, and completeness of the proposed approach.

Factor 2 – Experience and Qualifications

The Government will evaluate the Offeror’s relevant experience and qualifications related to electronic access control systems and networked security infrastructure.

Evaluation considerations include:

• Experience with Software House C•CURE 9000 systems of similar size and complexity;

• Experience performing access control upgrades, firmware management, and ongoing maintenance services;

• Experience administering and maintaining network-connected security systems;

• Qualifications and certifications of proposed personnel;

• Demonstrated expertise in:

o Routing and switching;

o Network security;

o Storage management;

o Access control system administration.

Offerors shall provide copies of all required certifications identified in Section 8 of this

SOW.

Factor 3 – Past Performance

The Government will evaluate the Offeror’s record of past performance on projects of similar scope, size, and complexity.

Offerors shall provide a minimum of three (3) references for projects completed within the past five (5) years that included:

• Access control system installation, upgrade, or maintenance;

• Software House C•CURE 9000 systems;

• Annual inspection and preventative maintenance services;

• Federal, state, or commercial facilities of comparable complexity.

References shall include:

• Organization name;

• Point of contact;

• Telephone number and email address;

• Brief description of services performed;

• Contract value and performance period.

The Government may consider the quality of prior performance, timeliness, technical competence, customer satisfaction, and successful completion of work.

Factor 4 – Price

The Government will evaluate pricing for completeness, reasonableness, and realism.

Offerors shall provide pricing that separately identifies:

• Initial system upgrade and restoration costs;

• Annual software licensing and support costs;

• Annual inspection and preventative maintenance costs;

• Travel costs, if applicable;

• Any optional or recommended services.

The Government may evaluate whether the proposed pricing reflects a clear understanding of the project requirements and whether pricing is balanced across contract periods.

12.3 Basis for Award

Award will be made to the responsible Offeror whose proposal is determined to provide the best overall value to the Government after consideration of all evaluation factors.

Failure to provide required certifications, requested documentation, or sufficient technical detail may result in the proposal being determined non-responsive or technically unacceptable.
