Introduction

The Chattahoochee River National Recreation Area, a unit of the National Park Service (NPS), is composed of fifteen separate developed areas providing a variety of outdoor recreational opportunities for visitors. The park is composed of 48 miles or river and approximately 10,000 acres within the Atlanta metropolitan area.

River based activities currently include, boating, fishing, rafting and informal nature studies. Land based activities include picnicking, hiking, nature study, rock climbing, bicycling and many less formal activities. The park provides nominal facilities in support of these activities including restrooms, picnic pavilions, tables, cooking grills, open fields, parking lots, boat launches, and similar support structures and features.

General Description of Work

The work of this contract consists of grounds care including mowing, trimming, blowing, and similar activities. All work will be in accordance with the attached Chattahoochee River National Recreation Area Mow Plan.

o The contract duration will be from 4/14/25 – 10/31/25

The park will conduct a site visit for the contractor to assist with clarifying scope of work parameters for each site.

Safety

Visitor Safety: All grounds maintenance activities shall comply with OSHA, Georgia State, and National Park Service safety regulations. Signage must be placed in appropriate locations as to notify visitors of work occurring in the area (this includes trails, roadways, and parking lots). All powered equipment must be shut down within forty (40) feet of park visitors. Shutting down of equipment is defined as the disengagement of cutting systems, such as blades and trimming strings, and powering down the equipment engine to idle speed. This disengagement will continue until the visitor has passed the forty-foot safety zone.

Contract Employee Safety: The contractor is responsible for reading, following, and adhering to all safety and operating requirements per the manufacture guideline for each piece of equipment operated. The contractor is responsible for ensuring all employees are appropriately clothed for each work task. The contractor is responsible for adhering to Georgia Department of Transportation and OSHA guidelines for operating along roads and parking areas. The contractor is responsible for all vehicle and equipment safety inspections. The contractor is responsible for ensuring employees are wearing proper safety PPE and clothing for tasks.

Safety Signage: The contractor is responsible for posting signage in all work areas notifying the

Contractor Vehicles/Equipment: The contractor is responsible for all safety inspections. Equipment shall have all manufacturer safety shielding in place and be in a condition that allows for the safe and effective use of that equipment. Trucks, equipment trailers and other vehicles shall meet all applicable state and federal laws for that particular vehicle. Contractor vehicles shall be clearly marked with the contractor business name or other identifiable marking.

Work Schedule

The contractor shall commence work within two (3) days after acceptance of contract. In the event of inclement weather, work will begin on the next available day or as determined by NPS officials.

Work may be performed from 6:00am to 8:00pm Monday through Friday. Weekend and federal holidays are excluded from the work schedule. NPS officials may approve weekend work in writing when requested by the contractor or on special occasions or events.

String trimming: String trimming of this type is used around upright installations of signs, guardrails, trees, rocks, or other objects where the mower is unable to cut. Care shall be taken not to damage posts, plants, trees or any other object. String trimming must match the level of the regular mowing height (2-3”)

Litter pick-up: Litter pick-up consists of the manual removal of trash and other debris from all groomed areas prior to mowing or while mowing/trimming. The work includes litter removal of trash from under picnic shelters and structures as well as the removal of limbs and other fallen brush from shrubs and trees from all maintained areas. Contractor is responsible for the removal of this trash to prevent shredding and further visual degradation of the grounds. This litter must be removed, bagged, and disposed of by the contractor.

Site clean-up: Grass clippings and other vegetative debris that is thrown onto paved and gravel surfaces are to be removed. This removal may be accomplished with powered blowers. Debris blown off of paved areas must be spread on grassed areas adjacent to the paved areas to prevent the buildup of this debris.

Acceptance of Work and Payment

• The contractor shall schedule all work as to achieve the desired results described above.

• Work shall be coordinated with the park contracting officer representative (COR).

• The contractor shall notify the COR that work is beginning at a particular location, and request inspection when complete.

• Work shall be accepted prior to payment approvals.

• The contractor proposal for this project will contain distinct line items and firm fixed prices for each area.

• Payment will be based on each occurrence of work in each area.

• Failure to notify the park of beginning and ending of work may result in non-verified work, and nonpayment.
