Scope of Services for project to Preserve 26 Windows and Reconstruct 2 Doors from the CCC Barracks #5, PMIS #230620F Mesa Verde National Park, Colorado

The scope of services requires the removal and repair of 26 window sashes and their casings, and 2 doors and their casings from the Civilian Conservation Corp (CCC) Barracks #5 in Mesa Verde National Park, Colorado. The building is the park’s last standing Barrack used by CCC enrollees from 1934 to 1942.

The building is individually eligible for the National Register of Historic Places (NRHP) and a contributor to the CCC Loop Camps Cultural Landscape, and the CCC Loop Historic District. The windows are a character defining feature of the building and their preservation is central to the successful rehabilitation of the entire building.

General Work:

• All work will follow the Secretary of the Interior’s Standards for Preservation. See https://www.nps.gov/tps/standards/treatment-guidelines-2017.pdf)

• Assume that all original paint contains lead and all original wood has absorbed the lead.

• New paint will be oil-based paint.

• All lumber will be premium grade Douglas Fir, unless an alternative is approved by the Park. This does not apply to the lumber used to seal up the window and door openings.

• The contractor will remove windows/doors and casings from the building in a manner that minimizes damage to the surrounding building and the windows/doors and casings. If it is necessary to remove trim boards, they will be labeled with the window opening number that they came from and stored inside of the Barracks #5 building.

• The contractor will secure all fenestration openings from the elements with a plywood or OSB panel. The panel will be painted green or brown before installing.

• If window openings are failing structurally, they will be reinforced with bracing after the window is removed.

• The contractor will transport the windows/doors and casings to their off-site workshop. As needed, windows will be padded to prevent damage during transit and storage.

• The contractor will dispose of all wood and glass that is not salvageable.

• The contractor will return any unsalvageable historic hardware (hinges, latches, chains, etc.) to the park.

• After preservation, the contractor will transport the windows/doors and casings back to the park for storage.

• The contractor is not responsible for reinstalling the windows in the building.

• The contractor is to verify needed measurements in the field. All measurements in this document are approximate. Each window is slightly different, and most are warped or skewed.

• The contractor will label each sash casing so that its original location can be determined when reinstalling the window. Because each window has deformed with the settling of the building, it is important to keep track of the window’s original location so it can be reinstalled in the original opening and have a better chance of fitting back into the building.

• The park will review the following submittals: final paint color chips; cut sheets for hardware;

and the wood species selected for windows, doors, and casings, if the contractor wants to use a species other than fir. All wood must be well seasoned to minimize shrinkage.

• The park will provide 1 person for up to 16 hours to assist with window and door removal.

Window Sash and Casings

All of the 26 windows in Barracks #5 are a single sash measuring approximately 36” high by 34” wide.

They have a 3/3 lite pattern held in a wood sash with wood muntins. The wood species is unknown but appears to be a fir or pine. The exterior side of the sash was originally painted green and the interior side was painted white. Most of the paint has worn off and the wood is desiccated. The hardware on each hopper window consisted of two hinges on the bottom of the window, a spring-pull latch on the top, and a chain from the top of the window connected to the wall.

When the building was constructed in 1934, the window sashes were hung as interior-opening awning windows that were help open by a hook on the ceiling. At some point prior to 1942 the windows were re-mounted as hopper window. The windows have been painted with lead paint. The paint is worn and missing. All wood is desiccated but does not appear to be rotting or have moisture issues. Most of the wood is warped.

Window Work:

• The windows will be restored as interior opening hopper windows.

• Windows may require structural stabilization, parts replacement, or complete reconstruction in the case of the two missing windows. Deteriorated wood will be consolidated or replaced in-kind.

• Windows will be glazed using original and in-kind replacement glass panes. The glazing compound will be beveled to the glass.

• After wood repair and re-glazing, the contractor will paint the windows. The interior side will be painted light gray and the exterior will be painted green. The paint will cover the glazing compound. The contractor will examine the original paint to provide the color match for the windows and the park will approve of the final colors.

• Original hardware will be cleaned and returned to working condition if possible.

• Replacement hardware will be sourced and purchased after park approval.

• Hinges and latches will be installed on the windows and casing.

Doors and Frames

The building has two exterior doors, one on the north end and one on the south end. Both doors are a 5-panel wood door measuring approximately 36” x 80”. The wood species is unknown but appears to be a fir or pine. The doors are in very poor condition with deteriorated wood; missing and delaminated panels, missing and broken stiles and rails; and missing or non-historic hardware (doorknobs, hinges, and locks). The exterior side of the door was originally painted green and the inside was painted light gray. The paint is worn off or flaking. The original paint is assumed to be lead paint.

Door Work:

• The two doors will require structural stabilization and parts replacement for broken or missing panels, rails, and stiles.

• The contractor will paint the doors light gray on the interior side and green on the exterior side.

An examination of the original paint on the windows will provide the color match for the doors.

The contractor will submit a color chip for park approval.

• The contractor will source and purchase replacement hardware that replicates the original hardware as closely as commercially available. The style of hardware will be based on historic photographs and examination of holes and ghost marks on the original doors.

• Original and replacement hinges, doorknobs, and locks will be sourced and purchased by the contractor, but not installed on the doors until they are being reinstalled into the rehabilitated building.

Documentation Report

The contractor will prepare a report documenting the methodology and materials used in the preservation project. The Documentation Report will include a narrative description of the preservation methodology, photographs taken of the windows and doors before, during, and after preservation; and brand names of products used. The contractor will submit a digital copy of the report to the Mesa Verde National Park (PDF or Word format).
