INTRODUCTION:
Historical Context: Fort Sumter is an island fortification located in Charleston Harbor, South Carolina.
Originally constructed in 1829 as a coastal garrison, Fort Sumter is most famous for being the site of the first shots of the Civil War (1861-65). U.S. Major Robert Anderson occupied the unfinished fort in December 1860 following South Carolina’s secession from the Union, initiating a standoff with the state’s militia forces. When President Abraham Lincoln announced plans to resupply the fort, Confederate General P.G.T. Beauregard bombarded Fort Sumter on April 12, 1861. After a 34-hour exchange of artillery fire, Anderson and 86 soldiers surrendered the fort on April 13. Confederate troops then occupied Fort Sumter for nearly four years, resisting several bombardments by Union forces before abandoning the garrison prior to William T. Sherman’s capture of Charleston in February 1865. After the Civil War, Fort Sumter was restored by the U.S.
military and manned during the Spanish-American War (1898), World War I (1914-18) and World War II (1939-45). It became a unit of the National Park System in 1948.
This location is open to the public 363 days per year and hosts 350,000 visitors per year. All structures and grounds surrounding and within Ft Sumter are Historic. Please see references and links to the National Historic Preservation Act (NHPA), and the National Environmental Policy Act (NEPA) below.
OBJECTIVE:
This project will restore wheelchair access to the upper levels at Ft Sumter by installing 3 vertical platform lifts in the same locations as the previously removed units. Each lift will have 2 landings. Installation of these lifts satisfies legislatively mandated requirements of the Architectural Barriers Act (ABA) to provide access to mobility impaired visitors of Federal Facilities. Installation must be in compliance with all applicable codes and must pass a South Carolina elevator inspection prior to government acceptance.
Approximate lift heights are 38 inches, 10 feet, and 12 feet. The previous lifts have been removed and do not require demolition.
The Contractor shall provide all management, labor, safety, tools, supplies, materials, equipment, personal protective equipment and transportation to perform the removal of existing chairlift and all unnecessary associated subsystems and furnish and install a new exterior vertical wheelchair lifts on Battery Huger, within Ft Sumter in the Charleston Harbor, Charleston, South Carolina. The Contractor shall be responsible for all facets of the removal and replacement, unless otherwise noted, in accordance with (IAW) all applicable Federal, State and local laws and regulations, manufacturer specifications, and American National Standards Institute (ANSI), American Society of Mechanical Engineers (ASME) standards, and the Architectural Barriers Act (ABA). The Contractor shall be responsible for off-site refuse disposal. The Contractor shall be responsible for work area cleanup, which shall result in a neat and professional appearance. The Contractor shall be required to coordinate with the Contracting Officer’s Representative (COR) for site access to accomplish this work. Upon completion of these work objectives, the Contractor shall have provided three new fully functioning wheelchair lifts at Battery Huger. The Contractor shall perform the following services:
SCOPE & SPECIFICATIONS
BASE BID - REMOVAL & INSTALLATION
1. INSTALL 3 VERTICAL PLATFORM LIFT UNITS
2. SPECIFICATIONS THAT APPLY TO ALL UNITS:
a) Architectural Barriers Act (ABA) compliant. Please refer in part to;

iii) Doors and Gates §410.6
iv) Standby Power §F207.2
v) Operable Parts §410.5
b) Platform lifts must provide “unassisted entry and exit from the lift” (§410.1)
i) Shall be operable from inside the cab without the need for assistance
c) Controls for platform lifts shall comply with ABA §309.
d) Visual Impact – All proposals will be evaluated for visual impact on the Historic Structure and how well it blends, or ‘disappears’ into the structure. Examples include, Color, Height, Size/bulkiness of individual components, etc.
e) Commercial Grade
f) Rated for exterior installation
g) Marine grade construction
h) Marine grade protection of all electronics and components
i) Hurricane Rated installation
j) Three or four-sided design.
k) Aluminum or stainless-steel construction
l) Anodized, Powder coated, or equivalent maintenance free coating. Color: Black
m) Standby Power
i) Must incorporate a battery back-up system with charger so the lifts can remain operational during power failure.
ii) Must provide a means of manual operation in the event of battery back-up failure
n) Tower must be black anodized, or powder coated. Paint is not acceptable
o) Require low maintenance
p) Constructed of readily available parts
q) Provide and install all transition strips and plates in a manner that will not create tripping hazards.
r) Pinch-Points – Ensure no pinch-points are present after installation.
s) Minimum Weight Capacity: 750 lbs. or greater.
t) Minimum Travel Speed: 20 linear feet per minute
u) Low noise – Less than 65 decibels during operation with full load
v) Operate on 110-volt power.
w) Provide enough air circulation to avoid excessive collection of heat within unit.
x) Any clear panels must be impact resistant and must remain clear and free of yellowing or clouding during their lifecycle. UV Protected Polycarbonate or similar is preferred over https://www.access-board.gov/aba/#aba-410
Acrylic/Plexiglass. Tinting options may be acceptable but must be pre-tinted stock. Applied film is not acceptable. Tinting options and information must be submitted for selection and approval.
y) Operator Panels must be centrally located and not require the operator to obstruct the flow of visitors.
z) Lock-out - Control panels must be able to be locked to prevent unauthorized use. If locking mechanism is by way of keyed access the contractor is to provide one primary, and two back-up keys All lifts must be keyed the same.
aa) Units must maintain the platform in a level position during operation and entry/exit.
bb) Warranty – If units require manufacturer inspection to certify the installation and activate the warranty, this will happen at the contractor’s expense.
cc) Electrical wiring, components and enclosures are to be NEMA rated for protection against human contact, airborne moisture, windblown dust, & corrosion.
dd) Signage – Provide and install all required signage and placards.
ee) Height of the rail/enclosure of the upper landing of each lift shall not exceed 48 inches above the landing floor height.
ff) Grab-bars in cab
gg) Prevent access under lifts during operation
hh) Compatibility of Materials/Material Isolation – Where applicable, ensure compatibility of materials, isolation between dissimilar metals to prevent galvanic corrosion, and isolation to prevent the transfer of moisture (i.e. metal-wood, concrete-metal, etc.)
3. ADDITIONAL SPECIFICATIONS UNIQUE TO UNIT 1
a) Straight-through design.
b) Approximately 36-inch lift range
4. ADDITIONAL SPECIFICATIONS UNIQUE TO UNIT 2
a) 90 Degree entrance/exit doors (see drawing below)
b) Approximately 12-foot lift range
c) Entrance on ground level not to impede visitor traffic flow
d) Note: Extended threshold is required at the upper landing to bridge the gap created by chamfered concrete edge (Approximately 4” horizontally x 4” Vertically). Selected vendor will be required to submit proposed threshold design for approval. Thresholds must minimize the need for attachment to Historic Structure. See pictures below.
5. ADDITIONAL SPECIFICATIONS UNIQUE TO UNIT 3
a) Straight-through design.
b) Approximately 10-foot lift range
c) Note: Extended threshold is required at the upper landing to bridge the gap created by chamfered concrete edge (Approximately 12” horizontally x 12” Vertically). Selected vendor will be required to submit proposed threshold design for approval. Thresholds must minimize the need for attachment to Historic Structure. See pictures below.
6. TRANSITIONS
a) Floors - Installations must transition smoothly at each level. Any installation that creates a tripping hazards will not be accepted.
b) Handrail/Guardrail – Installation must not create any gaps between lift unit and existing handrail/guard rails.
c) Confined Spaces – Installation must not create any confined spaces or areas where visitors or children could become entrapped.
7. EASE OF MAINTENANCE AND OPERATION
a) All installations, materials, and coatings must facilitate ease of operation and maintenance.
BID-OPTION 1 – MAINTENANCE AND SERVICE CONTRACT
1. Please provide a proposal for annual preventive maintenance and service contract.
a) Include all required inspections, call-back service including standard response time, and all preventive maintenance requirements.
b) Please specify if there will be any costs not covered by this service contract.
c) Please provide a line item costs and timelines for common repairs.
d) Out of Service times may not exceed 24 hours.
NOTES:
a) A pre-proposal site visit is highly recommended. Please contact the NPS to make arrangements.
b) Any exceptions to the specifications in this document must be clearly stated in the proposal.
c) Please clearly illustrate any Innovation or salient characteristics represented in the proposal
RESPONSIBILITIES
GOVERNMENT RESPONSIBILITIES –
NPS shall provide the following
1) Provide access to the installation site during the hours specified. (Contractor to supply their own transportation)
2) Provide electricity for vendor hand tools.
3) Provide the appropriate fused electrical disconnect within 20’ of the machine installation
CONTRACTOR RESPONSIBILITIES –
The Contractor shall provide the following:
1) All work specified in this document
2) Upon award of the contract, the contractor shall perform an in-depth inspection of the installation sites to ensure that their equipment will fit in the space provided. Any required facilities modifications will be made known to the NPS Contracting Officer’s Representative at this time.
3) Provide all utility requirements and expected arrival date of equipment 60 days prior to equipment delivery. At this time the contractor shall also provide a firm installation start date.
4) Supply all equipment, parts, labor, and materials necessary for the shipping, off-loading, storage, positioning, installation, and proper operation of the provided equipment.
5) Electrical connections to be made by a licensed electrician.
6) Onsite training shall be provided following equipment installation.
7) Contractor is responsible providing all boat transportation to and from the fort for all items and staff related to this project.
8) Contractor will provide all material, equipment, parts, and labor required to perform all of the work of this contract.
9) Contractor shall verify all measurements, and quantity of materials needed to complete the task identified in this Statement of Work (SOW).
PERIOD OF PERFORMANCE
90 calendar days after notice to proceed is issued.
EVALUATION FACTORS
PROVIDED IN SOLICITATION
SUBMITTALS/TRANSMITTALS:
Contractor will submit cut sheets to the COR for material approval prior to use for the following items:
1. PROJECT SCHEDULE
a. Within 14 calendar days of contract award and prior to pre-construction conference, provide a legible project schedule in PDF format to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) to include:
i. Dates and number of anticipated site visits
ii. Lead time for any ordered items
iii. Date items will be ordered
iv. Date ordered items will be received by contractor
v. Tentative dates for onsite delivery of Materials, equipment, Dumpsters, etc.
vi. Proposed team meetings
vii. Other milestone dates.
2. WORK PLAN
a. Within 30 days of on-site mobilization, the contractor will submit a work plan for approval prior to beginning work including a daily work plan to be coordinated closely with NPS staff in order to coordinate closures in advance.
b. Delivery, Storage, Staging of Materials, Equipment, Dumpsters

e. Ft Sumter and Ft Moultrie National Park are committed to diverting disposed items from landfills to recycling programs, or repurposing. Please consider this while planning for disposal.
f. Provide an outline of what will be disposed of and the manner of disposal (Landfill, Recycled, etc.). Provide approximate weights.
6. ATTACHMENTS/CUTTING/DRILLING –
a. Within 14 calendar days of contract award and prior to the pre-construction conference, provide
a. Attachments - Detailed list of any attachment points, quantity, location
(sketches preferred), size of fasteners, depth of holes required, etc.
b. Threshold designs – Proposed solution for extended thresholds at upper landings for lifts 2&3, to bridge the gaps. Thresholds must minimize the need for attachment to Historic Structure.
7. SPECIAL REQUIREMENTS & CONSIDERATIONS
a. Within 14 calendar days of contract award and prior to the pre-construction conference, provide a list of requirements and/or site conditions needed prior to mobilization for anything this contract will interface with (Example: Requirements for Electrical circuits, electrical disconnects, plumbing connections, installations, required distances, ADA/ABA, firm soil conditions for heavy equipment). Include any requirements and specifications for code compliance, manufacturer requirements, warranty coverage.
b. Note: This will allow the NPS time to prepare the site for the requirements specific to the accepted proposal, ensure the site is ready for mobilization and a successful project launch, while reducing the chance for avoidable delays.
8. DRAWINGS, SPECIFICATIONS, & MANUALS:
a. Within 14 calendar days of contract award and prior to the pre-construction conference, provide Specifications and/or shop drawings for any equipment related to this project.
b. Manufacturer’s clearance diagrams shall be submitted for review and approval.
9. INSPECTIONS-TESTING-MAINTENANCE, & WARRANTY –
c. Within 14 calendar days of contract award and prior to the pre-construction conference, the contractor will provide written documentation showing the intended use, conditions, and installation processes of any equipment, installation, or equipment furnished for this requirement are acceptable for coverage under manufacturer warranties.
d. Inspection/Testing/Maintenance/Warranty Requirements
a. Within 14 calendar days of contract award and prior to the pre-construction conference, identify and provide information on initial, and lifecycle requirements related to

b. If required by manufacturer, code, or regulation, final testing and/or inspections must be conducted/coordinated by, and at the expense of, the contractor. The NPS must be present for all testing/inspections.

a. Any certification must be furnished to the government prior to final acceptance.
b. The contractor is responsible for filing and fully executing all inspection/testing/warranty information with owner/operator listed as

ii. All fully executed warranty information, including coverage dates and requirements, must be furnished to the government prior to final acceptance.
10. SAMPLES AND OPTIONS
c. Within 14 calendar days of contract award and prior to the pre-construction conference, provide information on all options related to material, color, finish, texture, opacity, tint, etc.
d. The NPS reserves the right to request physical samples if needed.
11. SAFETY
1. Contractor will provide a work site and environment that is safe for employees, for visitors to the Park, and NPS staff. The work area will be cordon off (if necessary) and secure.
2. All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor will submit to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) for approval a copy of their company safety plan pertaining to this particular contract. Although not all-inclusive, the safety plan must address at a minimum the following areas:
1) Employee Safety
2) Visitor Safety
3) Site Safety
4) Confined space operations (if required)
5) Heavy equipment operations (if required)
6) Public/visitor safety (barriers/signage, etc.…)
7) Traffic safety plan (if required)
8) Trenching/sloping of soil
9) Personal protective equipment to be used
10) Hazardous materials (HAZMAT) to be used
11) Copies of Safety Data Sheets must be provided to the NPS.
12) Storage of HAZMAT
13) Emergency response protocols
14) Personnel training requirements
15) OSHA DART rate
16) OSHA 300A Summary for last three years
Other Requirements & Information
PROJECT MEETINGS, SCHEDULING, AND COORDINATION
1. PRE-CONSTRUCTION MEETING:
a. An onsite pre-construction meeting will be required. At which time the contractor shall verify site measurements.
2. PROJECT SCHEDULE
b. Contactor will supply a project schedule to the COR 30 days prior to scheduling work.
3. SITE VISITS & PRIOR NOTICE:
c. The Prime contractor or their representative will notify NPS staff of scheduled site visits at least 48 hours in advance to ensure access to secure areas.
4. WORKING HOURS
d. All work will be performed Monday through Friday from 7:30 am until 4:00
pm. No work will be performed on weekends or federal holidays without prior written approval.
e. Evening and Overnight work will be considered.
MATERIALS AND EQUIPMENT
1. Contractor will provide all material, equipment, parts and labor required to perform the work of this contract.
2. Once Product is approved, Installation must meet Manufacturers, Federal, State, International Code Council's 2018 International Building codes.
3. Contractor is responsible for disposing of waste generated by this contract work including all removed equipment and debris. The government reserves the right to maintain possession of any materials generated by this scope of work.
PROJECT MANAGEMENT
4. The contractor shall identify, and provide a project manager/site supervisor who will be the sole contact point for all subcontractors, delivery/freight services etc. This designee shall not be a sub-contractor or any subcontractor’s staff. NPS staff cannot and will not coordinate with anyone other than the prime contractor or their previously designated supervisor. No last-minute changes in site supervisor for convenience will be accepted.
DELIVERIES
5. Deliveries will be scheduled by the prime contractor or representative within designated work hours with enough time to offload and be handled in its entirety prior to the end of the established workday. Deliveries that cannot be completed within established work hours will be rejected and re-scheduled.
CODES, PERMITS AND INSPECTIONS
6. The contractor is responsible for acquiring all local building permits. Permit must be provided to the NPS prior to scheduling work. Final inspection results must be provided to the NPS prior to final billing.
7. The contractor is responsible for acquiring all appropriate inspections required by local codes and in order to validate manufacturer warranty. Inspection and warranty information must be provided to the NPS prior to final billing.
JOBSITE CONDITIONS.
5. LOCATION DESCRIPTION
a. Ft Sumter is a Historic site located in the Charleston Harbor and is only accessible by boat. The contractor is responsible for providing transportation of all crew and materials to the site by boat.
6. LOADING / UNLOADING
a. The dock at Ft Sumter has a crane lift. Any use of the lift must be done by NPS staff only.
b. Rigging – All rigging must be done by the contractor. NPS may refuse to lift any loads if the load is not properly rigged and balanced, overloaded, or if any other safety concerns exist.
7. MATERIAL STORAGE
a. Storage of any materials, tools, equipment is not guaranteed and must be requested and coordinated in advance with NPS. The NPS is not responsible for any loss or damage if stored onsite.
8. HISTORIC RESOURCES
a. No installations, temporary or permanent are allowed, including drilling, digging, fastening, painting, or alterations of any kind without prior written authorization.
b. Historic Landscape – Rutting of Historic Grounds is not permissible.
Protective measures to minimize ground disturbance is required at all times, including but not limited leap-frogging ‘swamp mats’ to avoid direct contact and resulting ruts from equipment tires, scheduling around wet soil conditions, etc.
9. PARKING
c. Contractor and employee parking and equipment storage areas will be designated by the COR.
d. Liberty Square – Parking at this site (if needed) is extremely limited.
There may be no parking available. Staging of tools and equipment must be coordinated with NPS in advance.
10. SIGNAGE
a. Closure, Safety, and Employee Rights
a. The contractor is responsible for the installing and maintaining these signs for the duration of the project.
b. No company signs shall be installed on government property.
11. HOT WORK –
a. Hot Work of any kind requires a hot work permit to be approved by NPS staff. Any hot work performed without a permit will be shut down immediately and will not resume until a hot work permit has been issued.
If applicable, request a hot work permit from your COR.
b. Hot work is any activity or process that involves open flames or that generates sparks or heat and includes: Welding and allied processes;
heat treating; grinding; thawing pipes; powder-driven fasteners; hot riveting; torch-applied roofing; sweating pipes and any similar applications producing or using sparks, flame or heat.
12. SITE CONDITIONS AND DISPOSAL
c. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
d. Contractor will use a roller magnet over all work areas, staging areas to ensure nails, fasteners, etc. are not left behind.
e. Contractor shall leave the worksite clean and free of construction debris each day.
f. Work areas will be maintained in a neat and orderly fashion as work is conducted to avoid accidents and provide a professional work atmosphere.
g. Use of tobacco products, including, but not limited to smoking, chewing tobacco, snuff, vaping, or similar products is prohibited on in the park.
This includes all buildings and grounds.
h. All waste and debris created from onsite work must be cleaned and left in broom-clean condition every day prior to departing job site.
13. SIGNAGE
a. Contractor will provide all road signs and markers per DOT standards, to allow safe passage of visitors and employees.
b. No company signs shall be installed on government property
14. PROPERTY DAMAGE
c. Property damage will be avoided. Any damage will be corrected at the expense of the contractor.
d. Damage to Historic Resources due to neglect or failure to follow required procedure has serious consequences, at times punishable by law.

15. OTHER
a. Employees will conduct themselves in a professional manner at all times.
b. Employees shall wear appropriate clothing at all times.
c. All buildings and grounds are non-smoking.
d. Breaks and eating will be performed in areas designated by the COR
e. No pets, other than service animals, are allowed on jobsites.
f. Contractor shall use “green” products whenever possible and all
HAZMAT must be pre-approved for use by the FOSU/CHPI Collateral Duty Safety Coordinator.
g. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.
SECURITY & WORK HOURS:
Contractor shall only perform this work during normal operating hours (7:30am – 4:00pm), unless approval is given by Park.
INSPECTION DELIVERABLES & ACCEPTANCE TERMS
1. PERMITS AND INSPECTIONS
The contractor shall obtain permits and coordinate final inspection of all units with the South Carolina Department of Elevators and Amusement Rides and ensure the COR is present for final inspection.
2. DOCUMENTATION.
The Contractor shall prepare and submit an inspection report following chairlift installation.
The Contractor shall submit a copy of the inspection report (paper or electronically) within two
(2) business days following the work visit, to the Contracting Officer (CO). The Contractor shall submit a typed report electronically within five (5) business days following the work visit, to the CO. The report shall identify the chairlift specifications, the location, maintenance work performed, date of inspection, name of inspector, and overall condition of the chairlift.
3. INSPECTION CERTIFICATES
The Contractor shall post the certificate of inspection in the passenger compartment of the chairlift. Alternatively, the CO or COR may direct the Contractor to place a sign in the passenger compartment that indicates the location of the certification of inspection. The Contractor shall submit a copy of the certificate of inspection (electronically) within two (2) business days following the work visit, to the CO.
4. FINAL INSPECTIONS
Final acceptance will require the contractor to have completed installation of all lifts in a manner which satisfies the requirements of this contract, all submittals & transmittals and deliverables have been provided, and the units have successfully passed all required inspections and are registered and approved for full use by the South Carolina Department of Elevators and Amusement Rides and any manufacturer required inspections.
5. OPERATIONS AND MAINTENANCE MANUALS
Three sets of operator instruction manuals, maintenance service manuals and parts listing manuals shall be provided for the unit. Provide 3 printed copies per unit, and one electronic copy in PDF format on a portable drive. These manuals shall be provided in the English language.
6. TRAINING & TRAINING MATERIALS
a. Provide 2 training sessions coordinated at times convenient to the NPS that maximizes the number of trainees in attendance.
b. Training Materials - Provide 3 printed copies per unit, and one electronic copy in PDF format on a portable drive.
7. WARRANTY –
a. The contractor will provide written documentation showing the intended use, conditions, and installation processes of any equipment, installation, or equipment furnished for this requirement are acceptable for coverage of manufacturer warranties.
b. A one-year minimum warranty on parts and labor shall be furnished. The warranty shall cover all components. The warranty period begins when the Contracting Officer provides official confirmation that the equipment has satisfied all operational provisions of the contract.
