Questions and Answers

Question 1. Under scope & specifications line item FF "Grab bars in Cab," is that requirement for one grab bar only or one on each side of the cab (2)?

Answer: Grab bars shall be ABA compliant.

Question 2. As it pertains to the design of VPL 2 (Level to 2 to 3) what was the previous design and methods of securing the VPL since it is a 90 degree off? With the tower being away from the wall & limiting the impact on the historical structure, is it possible to see the previous design to possibly replicate (and use) the previous methods to secure the tower?

Answer: Previous units were ineffective and removed. We are seeking a new approach and do not wish to replicate the old installation. Previous units were bolted to the structure.

Question 3. Similarly, on VPL 3 (level 3 to 4) what was the previous design and method used to span the threshold of the angled ledge? Will the contractor or NPS be responsible for that solution? Again, seeing the previous designs can help replicate the previous design & limit impact.

Answer: Previous units were ineffective and removed. We are seeking a new approach and do not wish to replicate the old installation. Contractor's Responsibility. See Scope of Work: Transitions.

Question 4. For clarification purposes who is responsible for the installing the prep work & installation for upper landing gates?

Answer: See Scope of Work: Transitions.

Question 5. Under Period of Performance with the 90 day request can that be modified if a manufacturer's lead time on fabrication pushes past that request? While we don't see that, in current times we have encountered longer than normal lead times in manufacturing.

Answer: Period of Performance modifications should be avoided but can be evaluated on a case by case basis.

Question 6. Commercial VPLs require being wired into the electrical system instead of a plug & play model. For clarification purposes, who is responsible for having the electrical prep work completed prior to installation?

Answer: See Scope of Work Government Responsibilities and Submittals/Transmittals_#7 Special Requirements and Considerations.

Amendment 0003; RFQ # 140P5121Q0038 Attachment 0008

Question 7. What is the minimum age requirement for workers on site?

Answer: Please refer to the Department of Labor, State of South Carolina, and Local labor laws.

Question 8. What is the fee schedule? Timelines of when the contractor can submit invoices & what those percentages of the invoices can be, as the project progresses. For example, 50% before the installation begins & 50% upon completion of the project or 25-25-25-25 or some variation.

Answer: The awarded offeror will be able to discuss Invoicing and Progress Payments during the kick-off meeting, but normally for projects of this nature, 50% prior to installation and 50% at completion is acceptable.
