Questions and Answers
Question 1. Looking at the SOW what all must be included with our initial solicitation due by July2nd? My understanding is that the project schedule, property protection plan, proof of qualifications, disposal/recycling plan, safety plan, and inspections/Maintenance plan will be due on that date. And that the rest: the attachments/cutting & drilling plan, work plan, special requirements, drawings, and samples/options will be due two weeks after contract award?
Answer:
The following shall be submitted with offeror’s quote submissions:
1) Product specifications with enough detail to determine that the proposal fulfills the requirement,
2) Proof of qualifications
3) Preliminary attachment plan. A rough idea of how the proposed unit will be attached, size, quantity, & location of fasteners/bolts etc.
4) O&M and inspection plan so we can compare.
5) Rough schedule.
The remaining items can be provided for review/approval after award.
Question 2. Are the number of days following documents due business days or regular calendar days?
Answer: The Statement of Work states Calendar Days.
Question 3. How must our solicitation be sent in along with the required attached documents and plans? Via quotes and PDF? Does the cost of our lifts need to be inputted on document # Sol_140P5121Q0038?
Answer: All quotes are to be submitted to the Contracting Officer at edward_dingle@nps.gov. All pricing information shall be provided on attachment #0003 with a separate cost breakdown sheet.
Question 4. Since we are required for all disposal and recycling, are we allowed to leave a disposal bin overnight at the fort for the duration of the lift installation? Or must the garbage be offloaded via freight each time we need it disposed of?
Answer: A disposal plan will need to be submitted and approved after award. Construction debris can be stored on the fort for short periods of time and does not need to be taken from the fort each day, provided it can be stored safely out of the way from visitor and employee areas.

Question 5. From the contract award date, the install must be completed within 90 calendar days, correct?
Answer: Please see Statement of Work, page 8, Period of Performance
Question 6. I have been in touch with the SC LLR elevator and amusement ride division, they will not permit or inspect federal government property, which I was told the Fort falls under, therefore is it alright to have a licensed private consulting firm inspect the units initially and annually going forward? The one we would use inspects federal jurisdiction lifts regularly. I have my email correspondence with LLR attached.
Answer: There is often confusion about state jurisdiction on Federal property. SC Elevator and Amusement Rides does currently perform annual elevator inspections at our Federal facilities in Charleston. It is the park's preference to have state inspections for these lifts.
Question 7. Are we responsible for determining a solution for any gapping issues/modifications needed for our upper gates to attach to the Fort’s existing upper landing safely and properly?
Answer: Yes.
Question 8. Is the 24hr service call requirement standard calendar days, or can they be within the next following business day?
Answer: Next day response (including weekends) is acceptable. Transportation for service calls can be provided by the NPS either by Ferry Boat or Park Boat and will be determined on a case by case basis.
