SCOPE OF WORK
EXHIBIT DESIGN-BUILD SERVICES FOR THE LOCKKEEPER’S HOUSE
NATIONAL MALL AND MEMORIAL PARKS
I. BACKGROUND AND PURPOSE
The Lockkeeper's House is the oldest building on the National Mall. It was constructed as the house for the Lockkeeper of the Chesapeake & Canal Extension, a body of water that connected the C&O and Washington City Canals. The Washington City Canal was first proposed by Pierre L'Enfant in his 1791 plan for the Capital and was opened in 1815. It was beset by problems of poor maintenance. Numerous proposals to revitalize the canal were proposed, but in the 1870s the long process of filling the canal began. During the development of Potomac Park in the early 1900's, the Lockkeeper's House functioned as a Park Police facility. By 1940 the first floor of the building was converted to use as a public comfort station.
For many years after, the building stood dilapidated and unused. In 2017 the building was moved and renovated to serve as the visitor center to a new gateway to National Mall and
Memorial Parks.
National Mall and Memorial Parks received 35 million visitors in 2017.
The project shall be the exhibit design, fabrication, and installation of new exhibits for National
Mall and Memorial Parks’ Lockkeeper’s House, Washington, DC. Work includes coordination, through the COR, with park staff, and park partners. The work also includes costs of image acquisition, not including labor. The Contractor shall be responsible for the costs of acquisition of images and usage rights. The overall project magnitude for this requirement is $850,000 and
$1,300,000.
II. SCOPE AND OBJECTIVES
The contractor shall provide all services including labor, materials, facilities, and travel necessary to design, detail, fabricate, transport to the site, and install all exhibit elements in accordance with the specifications as detailed in this contract and its attachments.
Planning, design, fabrication, and installation services shall be provided for:
● Interpretive exhibits
● Audiovisual exhibit equipment and programs
● Exhibit lighting
● Recommendations for any alterations that are needed to the facility to accommodate the new exhibition design including electrical loads for all exhibit spaces.
The Contractor shall plan and design 420 square feet of exhibit space, the entire square footage of the Lockkeeper’s House. Due to the small size of the Lockkeeper’s House, the contractor shall design an experience that encourages a visit of no longer than ten to fifteen minutes.

The work shall include coordination via the Contracting Officer’s Representative (COR) with the park staff and park partner. Work shall also include all comprehensive research necessary for the new exhibits.
The Contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property required to produce the graphic layouts in the exhibit as specified in 1, Exhibit Planning, Design, and Fabrication Specifications, Section 17.
For this project, the Contractor shall design to a Production Budget of $910,000.
The Production Budget shall include:
• All costs for purchasing, fabricating, transporting, and installing all exhibit elements as specified in 1, Exhibit Planning, Design, and Fabrication Specifications, and its references.
• Related fabrication costs including but not limited to project management, shop drawings, samples, packing, shipping, and project closeout.
• Production of original artwork including, but not limited to, illustrations, maps, and photographs.
• Production or acquisition of all custom elements including, but not limited to, natural history models, taxidermy, reproduction furnishings, topographic maps, architectural models, sculpted or cast human figures, custom electronic elements, exhibit lighting, mechanical and electromechanical devices.
• Production of the Exhibit Audio Description program including only script development.
• Production of original audiovisual and electronic interactive programs.
The Production Budget does not include:
• Related infrastructure improvements such as carpet, paint, and electrical wiring.
The contractor shall design exhibits that resemble 2, Exhibit Concept Drawings.
The contractor shall design a new exhibit that includes of a large, water/laser/CNC (computer numerical control)-cut map of Washington, DC mounted to the east wall of the building. The map shall have projected onto it a video program documenting the changing landscape and uses around the Lockkeeper’s House since it was built in 1837. The contractor shall design a and build reproductions of historic objects and mount them to the four windowsills of the house with images projected onto them and the windowsills.
The contractor shall plan, design, produce, and install an accessible, tactile exhibit floor plan and six tactile elements illustrating how the Lockkeeper’s House and the surrounding landscape have changed over time. These tactiles shall relate to the video program projected on the map.
Tactile elements shall include raised letters and Braille identification labels. Textures shall be kept to a minimum and selected and designed for their ability to be distinguished and effectively communicate to visitors with visual impairments. Braille layout and fabrication shall meet the Braille requirements specified in 13, Tactile Wayside map Guidelines.

Work also includes coordination through the COR with park and Trust for the National Mall staff to coordinate the exhibit planning and design effort with any necessary building infrastructure improvements.
The contractor shall design and engineer a new, comprehensive lighting system for the
Lockkeeper’s House. All necessary building upgrades/changes to provide electrical power for the new lighting shall be designed and engineered by the contractor. The new lighting system shall be programmable and controllable in order to synch with the audio-video elements. The new lighting system shall demonstrate maximum energy efficiency through the use of LED fixtures while balancing the needs of people with disabilities to navigate through the space and access content within the exhibit.
The contractor shall engineer all other building improvements/changes such as the additional or removal of conduit, wiring, and boxes/receptacles for electrical, data, security, and fire control.
The contractor shall design and specify mechanical window coverings that are electronically controlled and synched to the audio-video productions.

2. Project Management
The contractor shall refer to 1, Exhibit Planning, Design, and Fabrication
Specifications - Section 2: Project Management, for project management requirements, with the following additions and clarifications:
a. The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall include shop inspections, site visits, installation activities, and closeout submittals.
The contractor shall submit a preliminary project schedule to the
Contracting Officer’s Representative (COR) for review and approval seven working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three working days prior to every project status meeting for the life of the project.
b. The contractor shall conduct all travel, meetings, and presentations in accordance with 1, Exhibit Planning, Design, and Fabrication
Specifications - Section 4, Travel, Meetings, and Presentations, and as outlined below.
c. The contractor shall provide all submittals in accordance with 1, Exhibit
Planning, Design, and Fabrication Specifications - Section 5, Submittals and Reviews, and as outlined below.
d. The contractor’s project manager shall oversee all work during installation to ensure that it adheres to contract specifications and schedule for completion. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

The materials the models can be made of include wood, carved foam, Polyactic Acid (PLA). air-drying clay, etc. The models shall be unique for each submission.

The intent of the mock-ups is to demonstrate the functionality of the integrated AV elements and the spacing/visitor flow created by the exhibit elements.
Install mock-ups in the Lockkeeper’s House at least one day before the Design Development 1 meeting. The mock-ups will be reviewed during the Design Development 1 meeting. They will also be informally evaluated by park staff and volunteers for a period of two weeks after the Design Development 1 meeting. Any graphic layouts shall be provided in full-color at full scale. All tactile elements shall be made out a material that is durable enough to be touched hundreds of times without breaking or wearing out.
A professional exhibit evaluator is not necessary for this task order.

Produce final mock-ups of the steel cut map with images from the rough-cut AV program projected onto it, mechanical, computer-controlled window coverings, the touchable models that trigger
AV programs in all windowsills, and any structures that are intended to be placed on or mounted to the floor. The intent of the mock-ups is to refine the functionality of the integrated AV elements and to give final approval for the clarity and function of the tactile elements and graphics.

The date of the Preliminary Shop Inspection visit to the contractor’s facility shall be determined in consultation with the

Fabrication Specifications - Section 28, Shop Inspections and
Installation, Items 28.1 and 28.2 are included.
The date of the Final Shop Inspection visit to the contractor’s facility shall be determined in consultation with the COR.
3.9: Building Prep
A separate Building Prep site visit is not required. The contractor shall acquire all necessary building measurements during other site visits.
3.10: Installation
The contractor shall perform all work as specified in 1, Exhibit Planning, Design, and Fabrication Specifications - Section 3.10, Installation, with the following additions and clarifications:
A. Primary Installation
In addition, the contractor shall be responsible for completing connections of exhibit lighting and exhibit electronic equipment to existing electrical junctions. The contractor shall be responsible for the final placement and aiming of both building and exhibit lighting fixtures after exhibit elements have been installed.

The contractor’s Project Manager and an installation crew shall travel to the Lockkeeper’s House, Washington, DC to install all exhibit elements. The length of installation and number of crew shall be proposed as part of the contractor’s Exhibit Production
Plan, for review and approval by the COR.

III. INVOICING
NPS shall pay the Contractor, after acceptance of a submittal by the Government, for services/product performed. Invoice for payments will need to be submitted to the NPS COR by email at glenn_klaus@nps.gov for approval of payments before being entered into Invoice
Processing Platform (IPP). Once approval is received by the COR, the Contractor may submit payments in IPP for processing.

IV. PERIOD OF PERFORMANCE
The NPS anticipates a period of performance period starting on December 1, 2020 and ending
December 1, 2021.
A. Exhibit Installation shall be competed on or before November 1, 2021.
B. All remaining work, including punch list items and review and approval, shall be completed on or before November 15, 2021.
V. CONTRACT TYPE
The NPS anticipates awarding a firm fixed price contract.
VI. TRAVEL
In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel
Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.
The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel
Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The Contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a
Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.
Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.
If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government
Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
VII. DELIVERABLES AND DESTINATION POINT
All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost. The Contractor shall submit three hard copies of all submittals and one digital PDF file.

8. Exhibit elements at shop inspections
9. Shop inspection punch lists
10. Delivery and installation of final exhibit elements, structures, and cases
11. Installation punch list
12. Closeout package

VIII. REVIEW AND APPROVAL
The COR shall notify the contractor, in writing, of approval or rejection of the work within 15 days. Any additions or corrections shall be completed within 21 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-to-day extension in the completion date.
IX. GOVERNMENT-FURNISHED PROPERTY
The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract.
No contractor shall have the right to use, release to others, reproduce, distribute, or publish any government furnished data first produced or specifically used by the contractor in the performance of this contract with prior written permissions from the National Park Service, National Mall & Memorial Parks (NAMA).
Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the exhibit.
X. ADDITIONAL WORK
Any additional work not detailed in this contract shall be approved, in writing, by the Contracting
Officer via a bilateral modification.
XI. LOSS OR DAMAGE
The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.
If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.
XII. CONTRACT ADMINISTRATION
A. The National Park Service, Contract Specialist / Contracting Officer address is:

The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the COR.
B. The National Park Service, COR address is: National Park Service, National Mall and
Memorial Parks, Attention: Glenn Klaus, 900 Ohio Drive, SW, Washington, DC 20024.
The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS COR, with an information copy of the basic correspondence to the Contracting Officer.
XIII. FACILITY SECURITY POLICY
Contractors attending meetings or accomplishing work within the buildings or real property of the
National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.
XIV. WARRANTY
The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.
Action may include but is not limited to:
A. Placing all work into satisfactory condition;
B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and
C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.
The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
XV. TECHNICAL DATA CONFIDENTIALITY
The quote submitted in response to this Request for Quote may contain technical data that the offeror or his subcontractor (s) does not want used or disclosed for any purpose other than for evaluation of the quote. The use and disclosure of any such technical data may be restricted, provided that the offeror marks the cover sheet of the quote with the following legend:
“Technical data contained in pages _______ of this quote shall not be used or disclosed, except for evaluation purposes.”
If a contract is awarded as a result of or in connection with the submission of this quote, the government shall have the right to use or disclose this technical data to the extent provided in the contract. This restriction does not limit the government’s right to use or disclose technical data obtained from another source without restrictions. The government assumes no liability for disclosure or use of unmarked technical data and may use or disclose the data for any purpose and may consider that the quote was not submitted in confidence and therefore releasable under the
Freedom of Information Act (5 USC 552).
