Question # Question Reference (if applicable) NPS Response

1 Who created the concept drawings in Attachment 2?

A contractor under a private contract with the Trust fort the National Mall.

Are the visualizations of the media elements as shown in Attachment 2: Concept Drawings still how you conceive of them, or has your thinking changed since this document’s creation?

Yes, the government still conceives of the media elements as shown in Attachment 2.

Please clarify whether the windowsill projections shown on pages 46-49 of Attachment 2: Concept Drawings will be interactive, allowing users to select content, or whether it will be a passive program of projected imagery. pages 46-49 of Attachment 2: Concept Drawing

The windowsill projections shown on pages 46-49 of Attachment 2: Concept Drawings shall have minor interactivity.

When a user toughed an object, the A/V program will be in initiated.

4 How many unique windowsill AV media programs would we be creating?

There will be four unique AV media programs on the windowsills.

Have you already identified solutions to diffuse light from the windows for clarity of the projections? No. we are looking to the contractor to solve this issue.

6 To what extent do you envision the media programs having audio, such as narration, music, etc.?

All A/V programs shall have audio. The extent of narration and music shall be determined during the design of the programs.

Do you envision that there would be additional media elements in this space besides the video program projected onto the map and the windowsill projections? If so, what type of format--video, interactive touchscreen, soundscape, etc.?

No, envision that there would be additional media elements in this space besides the video program projected onto the map and the windowsill projections. The space is very small so it would be a challenge to add more media elements.

The scope includes “The Production of the Exhibit Audio Description program including only script development (pg 2 and 9 of the Scope of Work). We wanted to confirm that our scope extends only to the writing of the script, and the recording and delivery of the final audio description file will be under a different contract. pg 2 and 9 of the Scope of Work

The contractor's scope shall include a final audio recording of the audio descriptions integrated into the final

We don't fully understand the statement on page 9 of the SOW that “All audio elements shall include integrated audio description. No separate audio description program for the AV elements shall be developed.”

a.Will the scope of the audio descrip on for each AV element be the script only or also the recording and final file?

b.Can you please clarify whether audio descrip on will be delivered on a separate track as we normally provide or whether all visitors will be hearing the audio description track?

c.When you say “audio elements” is that the audio associated with the projec ons, in which case you are referring to the descriptions of these projections? Or are you referring to other audio elements, in which case, what is being audio described? (Note: we understand that this is different than the program that describes the house and its surroundings.) page 9 of the SOW

The A/V programs on the window sills shall have recorded audio descriptions integrated into the audio programs to that all users may hear it. The audio description shall NOT be a separate file in these cases. The main audio for the steel cut map program shall. The final audio program shall be an exclusively audio description program that visitors can opt into listening while exploring the accompanying tactiles.

If there are interactive media programs, will there be any sort of content management system required to allow for updates?

No, there will not be a content management system for updates.

Please provide additional information on the "windowsill objects" which are activated through a "haptic interface". How many objects are intended? What is the nature of the haptic interface?

A06+0040482939+Exhibit_Concept_Drawings.pdf;

page 30 of PDF

There shall be one object per window sill. When a visitor touches the object, the A/V program shall start and play through there end before another touch of the object can activate the program.

Q&A - 140P3020Q0017 -Lockkeeper's House Exhibit

Q&A - 140P3020Q0017 -Lockkeeper's House Exhibit

12 Can you please explain what is meant by "Adequate Price Competition"?

B09+0040482939+Solicitation+rev+08202020_0001 .pdf; pg 19

Market research has assisted the contracting agency in determining that the potential of (1) two or more responsible offerors, competing independently, will submit priced offers that satisfy the Government's requirements; (2) award will be made to the offeror whose proposal represents the best value where price is a substantial factor in source

For Part II, Technical Proposal, where we are submitting 2 versions (one without identifying information and one with) we assume we should make no reference in body text to our firm name in the one without identifying information. And, how would you like us to name the PDF for this version?

NPS does not have a specific method for this, however, you can use the wording "unbranded" in your naming convention of the file(s)

14 Can the projects submitted under Past Performance be within the past 5 years instead of 3 years? Solicitation pg 19

Per the Solicitation - For all submittals, the performance on efforts identified shall be restricted to those completed or ongoing during the past three (3) years from the issuance date of this RFP

Do all consultants/subcontractors need to submit the Present/Past Performance Questionnaires, or just the prime contractor?

It is the responsibility of the Prime to submit information in support of the proposals for the requirement as solicited

Will the six tactile elements be mounted horizontally on stands or horizontally off wall or vertically mounted on movable walls/partitions?

Since the majority of the tactiles should describe the changing landscape, the tactiles shall be mounted to a flat, horizontal surface.

17 Will the A/V Equipment need separate cooling units for hot months of the year?

The interior of the Lockkeeper's House is climate controlled. If the contractor deems it necessary to include cooling units to keep the A/V elements operational, then cooling units shall be included.

18 Is the Lockkeepers House refurbished with HVAC? Yes, Lockkeepers House refurbished with HVAC.

19 Will the east side wall with the map be covering the fireplace?

The east side wall contains a portion of the brick chimney for the second floor of the house. That portion of the chimney on the first level of the house will be covered up by the steel map.

20 What is planned for the west wall?

The west wall will contain the title of the exhibit (see page 53 of Attachment 2: Exhibit Concept Drawings) as well as visitor service elements such as a desk (not in contract).

In the Concept Drawings there is a photo of a CNC cut map for the east wall, is that a prototype in existence? Is it available and who manufactured it?

The image of the CNC cut map is only a reference image. The government does not posses this piece as a prototype.

In the Virtual walk thru Glen Klaus emphasized the exposed conduit for power, alarm system and sensors. Does NPS want and alternative to reduce the exposed conduit? I.e. Wireless security? Or a method to cover/blend-in to reduce visual impact?

The government would like a plan for the visual and (if possible) physical reduction of existing, exposed conduit and related devices. Many of the existing devices are required by code by a treatment such a scenic paint would help reduce the appearance of so much conduit.

Given the state of the Covid 19 Pandemic is NPS still interested to install 1 floor plan tactile exhibit and 6 tactile elements?

Yes. Despite COVID, tactiles are still an essential element for people who are blind and low vision to understand content. The contractor is encouraged to develop methods to reduce the risk of transferring dirt, viruses, etc.

24 Might the Tactile exhibits be changed to hands free technology smart pads?

No, the primary purpose of the tactiles is to provide an equivalent experience for people who are blind or who have low vision.

Q&A - 140P3020Q0017 -Lockkeeper's House Exhibit

25 Does the $910,000 production budget include design? What is an accurate range?

No, the $910,000 budget is a production budget and includes the items listed on page 2 of the scope of work.

26 Please confirm the project budget. Does the range $850,000-$1.3 million include design?

the overall magnitude of the requirement is between $850,000- $1.3 million

27 There are two different Past Performance Questionnaires. Which would you like us to use?

It is the intent and preference that the document named B08(g) 00404798708 Past Performance Questionnaire Attachment 5.docx be used. The system would not allow the detaching of the other. However, you are able to use the other document titled B08 0040482939 Past Performance Questionnaire since it is still attached to the solicitation

28 Can you include a Key Personnel Worksheet that is accessible and not PDF? NPS will attached a word format of the PDF document

Can you please point us to the US Department of Interior Subcontracting Percentage Worksheet referenced?

NPS will attached the Subcontract % worksheet again to the document

We see that "Exhibit Evaluator" line item has been called out in the pricing matrix. Do we need an Exhibit Evaluator on our team?

No, that was an error. Please do not provide a cost for this requirement from the pricing matrix.

31 Who developed the original concept plan? Was this developed in house?

The original concept plan was developed by a private sector contractor.

Is the media projected onto the horizontal surface of the window sill/object(s) or is it on the shades, or both?

The media is only projected onto the horizontal surface of the window sill.

33 Is each shade individually controlled with different video content on each?

Mechanical shades are intended for the upper level of the Lockkeeper's House, primarily to lower the light level for the steel cut map projection. These four shades shall be controlled together.

What is on the back of the shade when down, i.e. what is seen from the outside exterior if the shade is down? Is there a graphic applied on the back of the shade?

The government has not determined this but any ideas by the contractor will be welcome.

Do all 4 lower level windows have conduction artifacts and video projection on mechanical shades?

All 4 lower level windows have conduction artifacts and video projection/flat screen monitors on the horizontal surface of the window sill. Mechanical shades are not required on the lower-level windows.

36 What is the anticipated width and height of the wall map/projection?

The anticipated with of the map/projection is 16 feet. The anticipated height is 6 feet.

37 Can the requirement for past projects be extended to the past 7 years?

Per the Solicitation - For all submittals, the performance on efforts identified shall be restricted to those completed or ongoing during the past three (3) years from the issuance date of this RFP

How long do you estimate the multi-media experience integrating with the wall map to be in minutes?

In accordance with page 28 on Attachment 2: Exhibit Concept Drawings the projected experience on the steel cut map shall be between three to five minutes.

Is the recommended 15-minute length for the visitor experience intended to be the length for the full visitor engagement in the facility? Correct.

40 Can other NAICS codes be used to bid on this proposal, for example AV company codes, 510110?

The NPS has reviewed the NAICs that are appropriate to the overall requirement that the Prime must have on their Sam.gov record as listed within the solicitation

In the Client Authorization Letter named: B08(e)+-+Attachment+2+- +Client+Authorization+Letter+(3rd+submittal+Legal) it is titled RFP Attachment #3. The Contract Specialist named in the document is ronald_hilliard@nps.gov. Is this the correct Contract Specialist used by Offeror for Authorization letter(s)?

The correct Contract Specialist to be on the letter is Anale' Young at anale_young@nps.gov. Please change and submit accordingly

Q&A - 140P3020Q0017 -Lockkeeper's House Exhibit

42 Will deliveries at the site just be at curb? No loading dock or storage area(s)?

Deliveries can be made but driving on hard surface up to the courtyard of the house. There is no loading dock at the Lockkeeper's House.

Can you confirm which team member should prime the project? Should it be based on overall portion of the work, as is traditionally how this is approached?

It is the responsibility of the contractor to determine how they develop their team and who the prime contractor will be as that will be the entity the award would be issued to

Are the upstairs windows included in the contractor's scope regarding the mechanical window coverings? Yes.

Revised Solicitation, Part III- Past Performance Factors & Ratings (p. 20): Are an offeror's subcontractors required to submit FACTS Sheets and Past Performance Questionnaires?

It is the responsibility of the Prime to submit information in support of the proposals for the requirement as solicited

It states "All audio elements shall include integrated audio descriptions." But in 3.10.C Audio Description Installation (page 10) it states "Not required." Is the design, acquisition and installation of AD hardware systems part of scope? If so, is there an expected or preferred technology for this contract (e.g. T-Coil compatible handsets, infrared emitters, etc.)?

SOW 3.7.B.5 Electronic Programs and Electronic Equipment (p. 9):

The design, acquisition and installation of AD hardware systems IS part of scope. However, unlike some National Park Service projects, the audio description hardware will be the same hardware use by all audiences. The AD shall be integral to the A/V programs and the hardware to present those programs.

There shall be no separate devices provided to exclusively provide an audio description program.

It states "Produce mock-ups of … touchable models that trigger an AV program in one windowsill…" Are these programs touch-to-play? (e.g. conductive/metal) SOW 3.4.A.3 Conduct Formative Evaluation (p. 7): Yes, touching the models will activate the AV programs.

It states "The contractor shall design and specify mechanical window coverings that are electronically controlled and synched to the audio-video productions." Are these coverings intended to be projection surfaces? What is seen from the outside? SOW P. 3

The window coverings are solely intended to be installed in the upper floor windows in order to lower the light levels when the A/V program projected on to the steel cut map is playing. The window coverings are not to be used as projection surfaces. The design of the exterior side of the window coverings shall be developed under this contract.

it states "The Production Budget does not include related infrastructure improvements such as ...

electrical wiring." But on page 3 it states that the contractor is to design and engineer building improvements/changes related to wiring, conduit, boxes for electrical, etc. Please explain the current state of the electrical and lighting infrastructure. What EC work, if any, is part of the contractor's scope? SOW p. 2-3. On page 2

The electric work for this contract is only what is listed on page 3 of the scope of work. The list of elements NOT included in the production budget shall read, "Related infrastructure improvements such as carpet, and paint."

It states "The contractor shall design and build reproductions of historic objects and mount them to the four windowsills of the house with images projected onto them and the windowsills." Does this mean there are four windowsill media programs? With audio at each? Are they visible from outside the windows? SOW p. 2

There are four windowsill media programs with audio at each one. This contract does not preclude the placement of a window tint film on the windows so that the projections can be seen easier during daylight.

It states "Production of the exhibit Audio Description program including only script development" (emphasis ours). Does this script-only language refer to SOW 3.7.B.6 (page 9) that states "provide an AD script describing [interiors, exteriors, tactile elements, graphic panels]" etc., and does not refer to production of the media programs AD tracks? SOW p. 2

The items included in the Production Budget list contains an error. It should read, "Production of the Exhibit Audio Description program including only script development .

52 Which media programs will have audio? All media programs shall have audio.

Is media playback hardware expected to be local to each program, or can there be a dedicated AV closet on the lower floor/underground?

The exhibit playback equipment shall be placed local to the displays unless it would be unsightly . We want to stay out of the basement as much as possible.

Q&A - 140P3020Q0017 -Lockkeeper's House Exhibit

When the term joint venture member is used, is that referring to a joint venture in the business/legal entity definition? Does that term and its associated proposal requirements apply to an offeror's subcontractors?

Revised Solicitation, Proposal Preparation Instructions, Part III- Past Performance Factors & Ratings (p. 20):

Per Federal Acquisition Regulations (FAR) Part 9

Contractor team arrangement, as used in this subpart, means an arrangement in which-

(1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or

(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

During this pandemic, client references are difficult due to the closing of museums and offices.

Many clients are not available. Also, many do not have access to their records. Please discuss.

It is the preference by NPS to receive the past performance questionnaires and Fact sheet. However, CPARs are also acceptable

56 What are the ceiling and beams made of? Please provide a photo.

The ceiling beams are made of wood. Reference imagers can be found o page 7 and 8 of the Lockkeeper's House virtual site visit document.

57 All of our documents have logo or company identifiers. Please discuss.

one set of the proposal documents shall have no branding. This means no mention of company name, term, design, symbol or any other feature (such as an email address "@johndoe.com")that identifies one seller's good or service as distinct from those of other sellers

58 Is this project delayed start to Dec. 2020? No. The project can start as soon as the contract is awarded.

Proposal due date is Tuesday September 8 pm EST. But DC is on EDT. Please clarify time that proposal is due.

Time is Eastern Time (during this time of year it is considered Eastern Daylight Time)

Please consider extending the deadline for questions to a couple of days after the site visit to allow vendors time to submit additional questions arising from new information presented.

Deadline for Questions is Friday August 25 2pm EST. However Friday is August 28. In addition DC is on EDT. When is the deadline for questions? Please clarify.

Questions are due 2:00pm ET, Wednesday, September 2, 2020 per amendment 0002 of the solicitation specifies that proposals should be submitted electronically via email. Considering these documents may exceed the typical size of an emailable attachment, should we provide a link to an FTP site for documents?

B08+0040482939+Solicitation+Final; pg.39 under “E. General Information”

NPS has determined that the contractors can provide the proposals with an FTP under the Contractor. Contractor shall provide directions to NPS on access the FTP and documents. The information and link are required to still be submitted by that deadline and must be available for 72 hrs to allow NPS contracting to pull down all files

Asks for a price on “Completion of Design Development 3” but this is not required under the scope of work on P. 8. Can we assume this refers to Design Development 2? Page 19 Payment Schedule

Any design cost associated under section 3.4 should be accounted for in accordance with the scope of work on page 7 of the bid sheet (B08 0040482938 Bid Sheet_Price Schedule).

The XVII. PAYMENT SCHEDULE is merely a summary of those values from the bid sheet (mirror on page 3 of the bid sheet) that is the official price/payment schedule for the award.

Q&A - 140P3020Q0017 -Lockkeeper's House Exhibit

The scope of work outlined in the document “A04+0040482939+SOW+Final+NAMA_LOHO_2020_05_22” states that production design and production support are “not required”. We can assume this section of the bid sheet_price schedule does not need to be completed? B08+0040482939+Bid+Sheet_Price+Schedule

Yes. Since the contract is for the design and fabrication of the exhibit, separate costs for production design and production support are unneeded. It is assumed by the government that these services shall be provided in the fabrication of the exhibit.

Is it possible to push the due date for this proposal out a week considering the level of effort required, the holiday, and it’s dependence on solicited reviews from past clients? Sol_140P3020Q0017.pdf

Solicitation new closing date per amendment 0002 remains 2:00pm ET, Thursday, September 10, 2020. Questions period remains unchanged so does not affect the closing period. The past clients will have efforts to that closing date to submit past performance for the interested party. However, the interested party has the capability of provided CPARS (of similar size, scope, and complexity) in place of this should the interested party feel the past parties will not have time to sumbit the past performance questionnaires.

65 Will a recording of this site visit be made available? No recording was performed for the virtual site visit

File details come from the government source that posted it. Updated .
