1. Description of Services. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Wappapello Lake, Missouri, in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The Contractor’s performance will be based on the Contracting Officer’s (CO), Contracting Officer’s Representative (COR), and Quality Assurance Personnel evaluations of the results required by the Service Delivery Summary and not the frequency or method of performance. It is at the Contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, quality assurance results, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract.

The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards as outlined by the Professional Grounds Management Society (PGMS). When mowing, vegetation control, mulching, and renovation services are required, the Contractor shall contact the COR one business day prior to starting services. Services shall be completed in a continuous clockwise or counterclockwise movement around the project, and shall follow the same path, every cycle, as outlined in the Contractors Grounds Maintenance Master Work Plan (GMMWP). The GMMWP will describe how the Contractor plans to meet the contract requirements and the equipment and manpower to be utilized.

1.1. Services. All services listed will follow existing mowing limits and PWS stipulations; any questions regarding widths, areas, or inclusions will be defined in the field.

1.1.1. Mowing. The Contractor shall mow all areas to maintain a well-manicured, neat, and professional appearance. The Contractor will maintain the grass between a height of 3 – 6 Inches. The KO or COR may allow deviation from the three (3) inch mowing height if environmental conditions exist where a deviation is required to maintain turf health. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. Natural debris such as tree limbs, branches, rocks, and other debris not suitable for mowers to pass over without damage to the mower or potential danger of discharged debris shall be removed out of the mowing limits by the Contractor. The Contractor shall remove or mulch grass clippings when wind-rowed after mowing, before leaving work area.

1.1.2 Clippings and Discharge. The Contractor shall direct all grass clippings away from sidewalks, picnic shelters, campsites, roadways, parking lots, buildings, and other improvements adjacent to the mowed areas.

Clippings shall be removed completely from the above improvements if discharged on them. The COR will designate where grass clippings may be disposed of on Government property. All natural debris such as tree limbs, branches, rocks, and other debris not suitable for mowers to pass over without damage to the mower or potential danger of discharged debris shall be removed out of the mowing limits by the Contractor.

1.1.3. Edging. Edging shall be accomplished along sidewalks and concrete slabs in order to keep all vegetation off of these structures and includes removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.

1.1.4. Trimming. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. The Contractor shall remove, or mulch, grass clippings when wind-rowed after trimming, before leaving work area. The Contractor shall trim all areas concurrent with mowing.

1.1.5. Vegetation Control. The Contractor shall provide all management, licenses, tools, supplies, equipment, transportation, and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by the Contractors Grounds Maintenance Master Work Plan (GMMWP). The IPM shall be submitted to the KO for approval prior to the commencement of work. The Contractor shall use only herbicides approved by the KO or COR. Herbicides on the current, Missouri Restricted-Use Pesticide List and any types of soil sterilant shall not be used. The Contractor shall comply with current federal, state, local, regulations, plans, and policies. The Contractor shall comply with all applicable parts of ER 1130-2-540, Pest Control Program for Civil Works Projects, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current state certification for the herbicide control services being performed, and that the COR has a copy of each applicator’s certification. The Contractor shall be permitted to use approved herbicides to control vegetation and reduce the amount of trimming work. Herbicide application shall be permitted around perimeter rocks/timbers, guardrails, buildings, shelters, signs, carsonite posts, other inanimate objects and those approved by the Government. Contractor shall not apply herbicide any further than 8’’ from the object.

Herbicide use will not be permitted around such items as culverts, campsites, and their associated facilities (breaker boxes, water/sewer hookups), hillsides, ditches, and other areas where erosion will occur due to lack of vegetation which shall be determined by the Government. The use of herbicides is intended to reduce, but not eliminate the amount of trimming. Careless or negligent use of herbicides resulting in unsightly or unsafe conditions will terminate the Contractors privilege to use them and vegetation in these respective areas will then be controlled by trimming. The Contractor shall control vegetation through execution of a vegetation control program appropriate for the area. The Contractor must submit a list of herbicides to be used for approval by the COR prior to application, see Appendix F (Pre/Post Use Forms). Mixing of chemicals, filling of containers, applications, and disposal shall be in accordance with all manufacturers’ label instructions and Federal and state laws. Mixing or disposal of chemicals or filling of containers shall not occur on government lands.

1.1.6. Lawn Repair. If lawn areas are damaged due to Contractor action, the Contractor shall repair the impacted area at no cost to the government. Damaged area shall be leveled, seeded, and mulched by the contractor to encourage germination and prevent erosion.

1.1.7 Leaf Mulching. The Contractor will be required to mulch all leaves in the Redman Creek Campgrounds, Redman Picnic and Redman Creek Recreation Area. 1.2.2 Invoicing & Payment. Contractor must submit a monthly Invoice as well as all required daily and monthly reports prior to it being processed for payment. Payment will only be made for the awarded monthly price. There will be no additional payments made.

1.2.3. Measurement for Payment. The COR may require that all work which fails to provide the desired results as specified in the Performance Work Statement be redone. If the contractor fails to correct work that does not meet the specifications in the Performance Work Statement, payment may not be rendered for said work.

1.2.4. Invoice Requirements. Upon completion of work activities, the Vendor shall supply an invoice for payment of rendered services. The invoice shall include the following: 1) Date, 2) Contract Number, 3) Contractor Name, 4) Contractor Address and Phone Number, 5) Description of services provided to the Government-include line item used 6) total price billed, 7) total contract price, 8) total to complete and 9) Contractor signature.

1.2.5. First Month’s Payment. In the event the award date is past the beginning of the month, payment will be paid for the partial month of services only. Payment will be determined for that month by dividing the monthly unit price by the number of days in the month, which gives the daily price, then multiplying the number of remaining days in the month by the daily price.

2. Service Delivery Summary (SDS). The contract service requirements are summarized in performance objectives that relate directly to requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement.
