About this file
This is a Performance Work Statement (PWS) for the 2d Marine Logistics Group (2d MLG) Secure Video Teleconferencing (SVTC) system upgrade at Marine Corps Base Camp Lejeune, North Carolina.
The primary objective is to procure commercial-off-the-shelf (COTS) SVTC hardware and software components to upgrade command and control capabilities in Building FC-562, along with installation, configuration, and training services. All equipment must natively integrate with the Government's existing Crestron and Alpha American architecture, Samsung video walls, and Beetronics touchscreens without requiring middleware, translation software, or API bridging. The equipment list comprises 11 line items totaling specific quantities of Crestron components (power conditioners, HDMI distribution amplifiers, Ethernet modules, AV switches, receivers, touchscreens, and speakers), Alpha American digital display lights and Ethernet adapters, an SCT PTZ camera extender, and miscellaneous connectors and cabling from KGI. The Contractor must provide incidental services including physical installation with proper cable labeling, logical configuration including firmware updates and audio DSP tuning, and user training (one hour user session, two-hour administrator session) plus a laminated Quick Reference Guide. The place of performance is Building FC-562 at Marine Corps Base Camp Lejeune, NC, with a completion deadline of 60 business days after contract award. All hardware must comply with Section 889 of the NDAA for FY 2019 and Trade Agreements Act (TAA) requirements. System acceptance is contingent upon successful System Acceptance Testing demonstrating proper installation, local system controls, and end-to-end VTC test call functionality. The Contractor provides a one-year workmanship warranty covering installation labor separate from standard OEM hardware warranties. Base access requires contractor vetting through the Contractor Vetting Office in Building 818, with credentials issued based on access duration (DBIDS for 61+ days, temporary pass for 60 days or less).

Performance Work Statement (PWS)
2 MLG SVTC Install
1.0 OBJECTIVE AND SCOPE
The primary objective of this acquisition is to procure commercial-off-the-shelf (COTS) Secure Video
Teleconferencing (SVTC) hardware and software components to upgrade the 2d MLG’s command and control capabilities in Building FC-562. Because the Government requires these components to be integrated into an existing, proprietary architecture, the Contractor shall also provide highly specialized, incidental services including physical installation, logical configuration, and user training.
2.0 EXISTING SYSTEM BASELINE & BRAND-NAME INTEROPERABILITY REQUIREMENTS
The Government currently operates a highly customized SVTC architecture utilizing Crestron and Alpha American equipment. To ensure continuity of operations, maintain the current cybersecurity accreditation baseline (RMF), and prevent the voiding of existing manufacturer warranties, all equipment procured under this PWS must meet the following mandatory interoperability constraints:
2.1 Native Integration: All supplied equipment must natively integrate with the existing Samsung video walls and infrastructure without the use of custom middleware, third-party translation software, or API bridging.
2.2 Unified Management: The procured equipment must be fully configurable and manageable through the
Government's existing Beetronics touchscreens and supporting Crestron hardware.
2.3 Note to Offerors: Due to the proprietary nature of the existing infrastructure, this requirement is restricted to
Crestron and Alpha American. Quotes that require "rip-and-replace" of the existing baseline will be deemed technically unacceptable.
3.0 REQUIRED SUPPLIES (EQUIPMENT LIST)
The Contractor shall procure, provide, and transfer ownership to the Government of the following specific hardware and software licenses as new, authorized commercial items covered by standard OEM warranties. The Contractor is responsible for identifying and providing any minor consumable supplies (e.g., specific cabling, zip ties, custom mounting brackets) required to make the listed equipment fully operational.

4.0 INCIDENTAL SERVICES (INSTALLATION, CONFIGURATION, AND TRAINING)
To render the supplied equipment fully operational, the Contractor shall perform the following incidental services:
4.1 Physical Installation: The Contractor shall perform all physical mounting, racking, routing, and cable management of the supplied equipment. All cabling must be clearly labeled at both origination and termination points in accordance with standard commercial A/V industry practices.
4.2 Logical Configuration: The Contractor shall perform all necessary firmware updates, internal A/V IP network configuration, audio DSP tuning, and control system programming required to integrate the new equipment with the existing room architecture.
4.3 User & Administrator Training: Upon successful installation, the Contractor shall provide on-site familiarization training:
• One (1) user training session (approx. 1 hour) covering basic call initiation, volume control, and presentation sharing.
• One (1) administrator training session (approx. 2 hours) for S-6 staff covering basic troubleshooting and system resets.
• One (1) laminated Quick Reference Guide left in the room.
5.0 LOGICAL CONFIGURATION BOUNDARIES AND GOVERNMENT RESPONSIBILITIES
The Contractor is responsible for the internal logical configuration of the procured A/V equipment. The Contractor shall NOT perform, and is not responsible for, any configuration of the Government's Enterprise Network
(NIPRNet/SIPRNet).
5.1 The Government will be solely responsible for:

• Verification that all items in Section 3.0 have been delivered and installed without physical defect.
• Successful demonstration of local system controls (A/V routing).
• Successful establishment of an end-to-end VTC test call on Government-provided networks (if networks are active). If networks are unavailable or degraded due to Government infrastructure, a localized loopback test demonstrating functional hardware shall suffice for acceptance.
