502-16-104 BLDG 2 Replace HVAC Pre-Award RFI Register

1. General Requirements Section 01 00 00 page 7, section 1.6 Operations and Storage Areas, Paragraph H. Phasing states that Phase I is from the North wing from gridline K to gridline R, however plan Sheet GC101 notes this area as Phase 2. Please clarify if this area is Phase I or Phase II.
The drawings have the phasing that should be followed.
2. General Requirements Section 01 00 00 page 7, section 1.6 Operations and Storage Areas, Paragraph H. Phasing states that Phase II is from the South wing from gridline I to gridline A, however plan Sheet GC101 notes this area as Phase 1. Please clarify if this area is Phase I or Phase II.
The drawings have the phasing that should be followed.
3. General Requirements Section 01 00 00 Page 26, section 1.17 Temporary Toilets states that the Contractor shall have for use of Contractor’s workmen, assigned by Medical Center. Sheet AG101 calls for a Portable Toilet with a Handwashing Station. Please clarify is we are assigned Temporary Toilets within the facility if a Portable Toilet and Handwashing Station is still required.
Contractor to provide temporary toilet with handwashing station. Temporary toilet can be placed behind bldg. 2 in an inconspicuous location.
4. Is an onsite office trailer required or can the existing site facilities be used for weekly, biweekly, and monthly meetings regarding the project progress, and daily use. Please clarify.
Contractor is required to provide and place office trailer in contractor laydown area.
5. Plan Sheet GC101 1st Floor Phasing Plan. Please clarify the ICRA Barrier Wall types enclosing Phase 3 the Lobby and wall @ Room 124 constructed for enclosure of Phase 2.
Only one partition required on G/L 5, partition type B, between Corridor and Lobby area.
6. Specification Section 08 11 13 Hollow Metal Doors and Frames Page 3, Section 2.3 Products, states general basis of design—See section 09 06 00 Schedule for Finishes. This section is not listed on the table of contents, nor was it issued in the specifications. Please provide specification section 09 06 00 Schedule for Finishes.
Reference to “Schedule for Finishes” will be deleted from spec section 08 11 13.
7. Please provide what type of flooring and specifications to be used to patch areas of flooring removed to accommodate floor openings and removal floor mounted radiators.
Areas to be patched are small, mainly piping and conduit, and will be patched with fire stopping and sealant to match the existing flooring.
8. Plan Sheet AE104 Note 04 references details on Sheet AG601. This plan was not included in the set. Please provide detail for door Access to the Roof. Note 08 refers to detail Z/AE502. This detail does not exist on sheet AE502. Please clarify.
Sections for new door on roof are on Sheet AE302 and the details are on Sheet AE 502, details 4, 5 & 6.
9. The Asbestos specifications list roofing and transite abatement only. There is not a complete list of materials and approximate quantities in the specifications.
The contractor is to remove Asbestos Containing Material as needed to facilitate the scope of work based on the information provided.
10. The asbestos drawings do not list duct insulation as suspect. Will the duct insulation be included in abatement?

11. Will the quantities of TSI pipe insulation on the asbestos drawings be sufficient to bid by?

12. Do the TSI quantities listed in the specifications include other chill water or domestic plumbing line insulation that may contain black mastic?
See specification Section 02 82 13.31

Asbestos Transite Abatement, 1.1.2 Extent of Work.

13. Will the removal of any mechanical insulation be the work of Asbestos Workers or Laborers if the abatement contractor is contracted to remove insulation only in his contract and not supply any re-insulation?
Removal of Asbestos Containing Material needs to be removed by an Asbestos Worker.
14. Can the SSHO perform the roles of the SSHO and CSP/CSHT if they meet all requirements?
Yes. Section 1.7C in Spec Section 01 35 26 states that the SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.
15. What is the ICRA Class Level for this project?
Class (C III)
16. Is TB Screening required for this project?
Yes. Contractors must provide proof that they have tested negative within the past 90 days.
17. What is the composition and thickness of the existing slab/deck shown on sheet S-101, details 4,5,6,7?
Per the as-built documents the slab is 3” thick with a 1” topping slab. The system is a pan joist system for the structure of the floor and it is concrete structure.
18. What is the limit of repainting for wall repairs?
The walls where touch up is to be done will be painted from corner to corner.
19. Sheet note A on sheet AG101 says that scaffolding will be required to access the roof “IF” required by the COR. Please confirm if the COR will require scaffolding.
Yes. The work that is shown on MH105 may require the use of scaffolding to access the roof.
20. What furnishings will remain in the project area once the VA vacates the space?
Furnishings will be removed by the VA prior to construction beginning on each phase of the project.
21. What specific furnishings will the contractor be required to remove and reinstall at the completion of each phase?
None.
22. What areas of the 1st floor ceiling in the project are is known to be plaster?
All rooms have a hard plaster ceiling above the ACT ceiling. Some portions have been removed.
23. Please provide a specific quantity of asbestos containing pipe/ duct insulation removal.
The contractor is to remove Asbestos Containing Material as needed to facilitate the scope of work based on the information provided. Please see asbestos report.
24. Keynote 5 on sheet AE101 says that the contractor is required to repair cement plaster walls of existing rated shafts that are accessed for this work or previously damaged. The contractor cannot know what repairs would be required for “previously damaged” areas. Please confirm that these repairs would be a modification to the contract.
Contractor to install two layers of type ‘X’ gypsum board over the existing plaster wall inside new shaft prior to construction of shaft to ensure that the existing wall has the correct rating.

Installation of two layers of gypsum board will make the repair of the existing wall unnecessary.

Based on this information, there will be no modifications to the contract.

25. Please confirm that firestopping of any existing penetrations that are found to be incorrectly fire stopped during demolition, will be a modification to the contract.
The contractor to fire stop or replace fire stopping at any opening where they are preforming work.

Contractor to notify COR of any existing penetrations during the course of the work on this project that need to be firestopped that were not previously identified.

26. Note 10 on sheet AE104 references detail Z/AE502(assumed to be a typo) which is not found on sheet AE502. Please clarify.
Detail should be 2/AE502
27. What is the composition of the existing roof?
The existing roof system is a built-up roof system with stone ballast on a concrete substrate.
28. What is the thickness of the existing roof insulation?
Existing thickness of the roof insulation is not known.
29. Please specify the vendor that holds the existing roof warranty.
N/A. There isn’t a warranty on the bldg. 2 roof.
30. Please provide a reflected ceiling plan showing all ceiling mounted devices that are to be removed and reinstalled.
Elec - Estimated count of ceiling-mounted devices to be encountered are as follows:

(45) - Fire/Smoke/Heat Detectors

(28) - Wireless/Cellular Access Points

(28) - Public Address/Paging Speakers

(12) - Surveillance Cameras

(15) - Emergency Exit Signs

31. Please provide a detail reference for access panels shown on sheet AE101.
The requirements for the access doors is shown in spec section 08 31 13. Sizes are also shown on drawing AE301.
32. Note 5 on sheet AE401 requires the contractor to verify if existing walls are 1 hr rated. It is not possible to verify this for bidding purposes. Please clarify if the noted walls are 1 hr rated and require the wall type prescribed in note 5/AE401.

33. Please clarify what note 4 on sheet AE401 is referring to. The locations with this note are duct supports, not curbs, as listed in the note.

34. Detail 2/AE502 lists “vent through roof detail”, however the detail depicts a ductwork/piping support. Please clarify.
Detail is duct support detail.
35. Detail 6/AE502 lists “equipment stand flashing detail”, however the detail depicts the flashing and threshold at the new exterior door to roof. Please clarify.
Title for Detail 6 on AE502 should be “Door Flashing Detail” instead of “Equipment Stand Flashing Detail”
36. Sheet F001 infection control note E says that debris is to be double bagged. Please clarify the intent of this note, it does not seem to relate to fire protection.
Modify Note “E” to read as follows: “Double-bagging is required for construction debris containing asbestos or lead-based paint products. Comply with Owner’s designated route for removal of all debris.”
37. Are the windows where AC units are removed, expected to be currently functional? If not, please define the expected scope of repairs.
Existing windows are aluminum type and appear to be functional. If windows are not functional, notify COR.
38. Please provide an architectural detail showing the pit wall construction/ reinforcement, waterproofing requirements, cover details, and wall thickness for the new condensate pit shown on sheet MP101 note 2.
Provide an FRP basin in the pit that is dug. Refer to revised drawing MP101. Refer to revised condensate pump schedule on revised sheet M-601.
39. There is conflicting information for the pipe support stands on the roof, please confirm if we are to install per detail 2 on sheet M-501, or If we are to use gravity type supports as described per note 11 on sheet A104.
Utilize detail #2 on sheet M-501.
40. Sheet ED103 keynote 1 says that base bid is to re-use the existing lighting and reinstall. Keynote 2 on the same sheet says that deduct alternate 2 includes removal of the existing fixtures and replacing with new fixtures on the first floor. This conflicts with the alternate shown on the CLIN schedule which says to include new lighting as base bid and re-use the lighting for the deductive alternate. Please clarify.
The Key Notes found on Sheet ED103 are incorrect and shall be modified to identify the scope as follows:

Key Note-1 - “DEDUCT ALTERNATIVE” (to remove existing lighting and re-install existing luminaires after ceiling work is complete) Key Note-2 is “BASE BID” (to remove existing lighting and install new luminaires after ceiling work is complete)

41. On page 11 of 60 of the solicitation, Factor 1 - Technical states to provide a list of projects successfully completed by the offeror within the last 3 years of proposal issuance date. On page 12 of 60 of the solicitation, Factor 2 – Past Performance states successful completion of previous construction projects within the past 3 years. With this being an SDVOSB set aside limiting it to only the past three years will severely limit on qualified contractors that cannot submit a proposal. Will the Government please consider the Offeror’s experience in providing construction services as a Prime Contractor for projects completed or ongoing within five (5) years of the posting of the solicitation/RFP?
Experience in providing construction services will remain within 3 years of proposal issuance date.

42. Our office has reviewed the specifications of the project and noted the following Commissioning Requirements are in the specifications:

01 91 00 General Commissioning Requirements – On Page 14 of the General Commissioning Requirements is a section titled ‘1.7 Systems to be Commissioned’ and below it is a table that references other specification sections.

21 08 00 Commissioning of Fire Suppression Systems 23 08 00 Commissioning of HVAC Systems 26 08 00 Commissioning of Electrical Systems

On page 16, section 1.8.C states ‘The VA shall engage the CxA under a separate contract.’

We also have had inquiries from General Contractors requesting our price for commissioning.

We would appreciate an opportunity to give our proposal for this project and would appreciate any additional information or clarification you could offer.

A. Has the VA has already contracted someone to assist in the Cx process of this project? (or) B. will the Cx requirements be removed from the scope of work?

The VA will create a separate contract for commissioning.

The commissioning specs inform the general contractor of the 3rd party commissioning agents process for verifying that the system will perform according to the construction documents and the VA’s operational needs.

43. Regarding the (2) Pressure Powered Condensate pumps, 2-CP-1 and 2-CP-2. Please confirm the capacity requirements for the pumps. Pump 1 is scheduled 40 gpm (20,000lbs/hr) and Pump 2 for 20 gpm (10,000lbs/hr). Is this the total capacity for the duplex package or does each pump need to be rated for the entire load?
As part of the revisions, we made one of those pumps a triplex (3 pumps) and the other pump a quadraplex (4 pumps). In the triplex unit, 2 pumps run to maintain full capacity (each sized for half of the load), and the 3rd pump is backup, also sized for half the load. In the quadraplex unit, 3 pumps run to maintain full capacity (each sized for a third of the load) and the 4th pump is backup, also sized for a third of the load. See attached Revised Drawing M-601 rev 2.
44. Does drawing MH104 show the location of all control valves that need to be replaced?
Drawing MH104 has been revised to show locations of 14 additional control valves that need to be replaced. See attached revised drawing MH104.
