The contractor must also replace two existing circulating pumps (similar to Baldor Reliance Super-E Motors, 10 HP, 230/460 Volt, 3 Phase, 1770 RPM, Frame 215JM) with new units compatible with the existing chiller system.

The contractor shall provide all labor, materials, equipment, tools, travel expenses, and protective devices necessary to complete the work, which must meet industry standards, manufacturer instructions, and comply with OSHA and NFPA standards. All work shall be performed Monday through Friday, 9:00 a.m. to 4:00 p.m. Eastern Time, excluding federal holidays, unless preplanned and approved by the Technical Point of Contact (TPOC). The contractor must be a licensed/insured HVAC contractor in Florida and shall provide a 60-day warranty on service during normal working hours. Additional services or repairs outside preventative maintenance scope require approval from the Government Contact Point (GCP), with repairs under $2,500 approved by GCP and paid via purchase card, and repairs over $2,500 approved by Contracting Officer through purchase order modification. The period of performance extends through 180 days post-award, with the government anticipating award of a firm fixed-price purchase order.

STATEMENT OF WORK

NEW REPLACEMENTS FOR COMMERCIAL HVAC CHILLER #1

& CIRCULATING PUMPS

FLORIDA KEYS NATIONAL MARINE SANCTUARY

NANCY FOSTER FLORIDA KEYS ENVIRONMENTAL COMPLEX

33 East Quay Road, Key West, Florida 33040

1. Background:

NOAA’s Florida Keys National Marine Sanctuary (FKNMS) Nancy Foster Florida Keys Environmental Complex, located along the waterfront at 33 East Quay Road, Key West, FL 33040, includes the FKNMS headquarters office, as well as lower region marine operations center and public visitor center.

The complex requires the replacement of their commercial HVAC Chiller #1. In December, 2025, FKNMS installed a replacement unit for Chiller #2. By the time of installation of Chiller #2, Chiller #1 was operating at less than 50% of its capacity and required manual reset and restart multiple times per day. Due to multiple issues found during an emergency repair, it is most cost effective to replace Chiller #1 to regain full capacity.

Additionally, two circulating pumps need replacement due to indications of bearing and seal wear.

2. Place of Performance

Florida Keys National Marine Sanctuary 33 East Quay Rd Key West, FL 33040

A site visit at 31-33 East Quay Road, Key West, FL 33040 is strongly encouraged.

Vendors are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable.

In no event shall a failure to inspect the site constitute grounds for a claim after award of the contract.

Contact Chad Stolka at Chad.Stolka@noaa.gov or 305-809-4717 for further information on site visits. To make a site visit, please make an appointment during working hours (Monday – Friday, 9:00am – 4:00pm).
