About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation 1305M226Q0177, addressing bidder inquiries regarding the replacement of a 60-ton chiller and installation of two new circulating pumps.

The solicitation specifies a Daikin brand requirement for the chiller replacement, supported by a Brand Name Justification (BNJ) attachment included in the solicitation documents. For the two circulating pumps, bidders must provide Bell & Gossett Series 1510, Model 3BC units (307 GPM, 85 ft TDH, 10 HP, 1750 RPM), as identified in the brand requirement documentation. Mechanical site plans, existing chilled water and pump operating data, and engineer's design calculations have been provided as additional solicitation attachments. The replacement equipment must comply with BACnet-compliant controls compatible with the existing Automated Logic Energy Management System; however, the mechanical contractor is not responsible for full controls installation and integration—a separate controls contractor will handle those services in a future contract. The facility historically uses Debonair for quarterly preventive maintenance water treatment per manufacturer specifications. Preventive maintenance language in the solicitation covers refilling and readjusting water chemical levels once the system is opened; the contractor is required to deliver an operational system within specifications upon completion. The concrete equipment pad is existing and fully intact, requiring no construction. Chiller #2 was completely replaced in 2025 with a 60-ton unit identical to the specifications for Chiller #1 in this procurement.

1305M226Q0177 Q&A

1. Regarding the existing Daikin equipment, we did not see a requirement indicating that the replacement equipment must be the same manufacturer. Would an alternative manufacturer be acceptable, provided the proposed equipment meets the engineer's specifications and performance requirements?

a. This is a brand specific requirement. Please review all solicitation attachments;

there's a BNJ (Brand Name Justification) included.

2. Are current mechanical site plans, existing chilled water and pump operating data, and the engineer's design calculations available for bidder review?

a. Yes; they have been added to this amendment as additional solicitation attachments.

3. Will the integration with the Building Management System (BMS) be performed by a separate controls contractor, or is it expected to be included as part of the equipment manufacturer's startup and commissioning scope?

a. Yes, the unit is just required to be compatible. A separate contract will include installation.

4. Specification Section 0001, Mechanical Scope Item D states that BACnet-compliant controls shall be provided for connection to the existing Automated Logic Energy Management System (EMS). Please clarify whether the mechanical contractor is to include all controls hardware, programming, integration, commissioning, and associated costs required for a complete BAS controls package in our bid, or if these services will be provided by the Owner's existing Automated Logic controls contractor. Additionally, please identify the party responsible for system integration and point-to-point checkout.

a. The unit Just needs to be compatible to receive a future installation

5. Please confirm whether the facility currently has an Owner-retained chemical water treatment contractor responsible for the chilled water system. If an existing contractor is in place, please clarify the extent of the mechanical contractor's responsibilities regarding water testing, chemical treatment, startup assistance, and any required coordination. If no contractor exists, please provide the required scope of chemical treatment to

a. Historically, we have used Debonair on a quarterly PM water schedule per manufacturer’s specs.

6. The solicitation requires the contractor to furnish and install two (2) new circulating pumps. Kindly confirm whether the Government has a preferred manufacturer or approved brand/model for the circulating pumps, or if the contractor may propose an equivalent product that meets the project specifications.

a. Please refer to the solicitation which has a brand requirement. There is also a Brand Name Justification attachment included with the solicitation. Original equipment installed is as follows.

7. The solicitation includes requirements related to preventive maintenance and repairs outside the scope of preventive maintenance. Since this procurement is for the replacement of a 60-ton chiller and installation of two (2) new circulating pumps, please clarify how the preventive maintenance requirements apply to this project. Specifically, is preventive maintenance included within the scope of this solicitation, or were these requirements included in error from another contract?

a. Preventive maintenance language was written to cover refilling and readjusting water chemical levels once the system is opened. Both chillers and pumps can be independently be isolated. However, once chillers, pumps, and piping is removed for the system there will be an imbalance with water treatment loss as well as air introduced into the system. We are requesting the system to be operational and within specs once complete.

8. Unit Capacity: The SOW notes that Chiller #2 was replaced in late 2025. Was the unit installed for Chiller #2 also a 60-ton unit similar to the current requirements for Chiller #1?

a. Chiller specs listed in the statement of work for chiller 1 is an exact replicate of chiller 2 replaced in 2025 chiller.

9. Previous Scope: Regarding the Chiller #2 project, could you clarify if that contract was strictly for a full replacement (like the current SOW) or if it involved an emergency repair?

a. Chiller 2 was a complete replacement unit.

10. Can the Government please confirm whether the concrete equipment pad already exists and is suitable for installation of the new 60-ton Daikin chiller, or is the contractor responsible for providing and constructing a new concrete pad as part of this project?

a. Concrete pad is fully in tact and ready for use.
