About this file

This Statement of Work from Brookhaven National Laboratory (BNL) outlines requirements for sample collection and analysis services using EPA Compendium Methods TO-11a and TO-13.

The contractor must provide clean sealed sampling equipment including quartz pre-filters (102mm diameter), PUF sorbent tubes for PAH compounds, and DNPH-coated silica gel cartridges. Analysis requirements include testing for 15 specific analytes under TO-11A (including various aldehydes) and 17 analytes under TO-13 (including PAH compounds), with a method detection limit of 10 ng/mL or better for all analyses. The contractor is responsible for shipping prepared materials to BNL, conducting analyses, providing results reports with quantification and quality assurance metrics, and disposing of sample media. Turnaround time is estimated at 2 weeks from sample receipt, with samples requiring immediate refrigerated storage upon delivery. No analytical work is to be performed at BNL, and BNL will not be charged for samples that fail QC requirements.

Date: May 16, 2024 Subject: Scope of Work for Sample Collection

1. The Contractor shall provide clean sealed sampling equipment included in the following table as specified for collecting flue-gas samples according to EPA Compendium Method TO-11a and Method TO-13.

Instrument Specifications

Quartz Pre-Filter Quartz Fiber filter used to capture particulate phase PAH compounds in conjunction with PUF adsorbent, 102 mm in diameter

PUF Sorbent Tube Sorbent Tube with polyurethane foam adsorbent for specific use in EPA TO-13.

Applicable for capture of PAH compounds.

DNPH-coated silica gel cartridges

High Purity Silica Gel Coated with 2,4-dinitrophenylhydrazine (DNPH) for specific use in EPA TO-11A

2. The Contractor shall ship prepared materials to BNL, provide analysis according to Method TO-11A and TO-13 as line items, and dispose of the sample media. BNL to provide a separate shipping memo when returning captured samples from BNL to Contractor, due to the time-sensitive nature of the analysis process, once the equipment seal has been broken.

3. The TO-11A analysis shall be performed according to the written method including measurement of the following list of analytes with a method detection limit of 10 ng/mL or better:

Analytes Acetaldehyde Acetone Acrolein Benzaldehyde n-Butyraldehyde Crotonaldehyde 2,5-Dimethylbenzaldehyde Formaldehyde Hexaldehyde Isovaleraldehyde Propionaldehyde m-Tolualdehyde o-Tolualdehyde p-Tolualdehyde Valeraldehyde

4. The TO-13 analysis shall be performed according to the written method including measurement of the following list of analytes with a method detection limit of 10 ng/mL or better:

Analytes Acenaphthene Acenaphthylene Anthracene Benz[a]anthracene Benzo[a]pyrene Benzo[b]fluoranthene Benzo[k]fluoranthene Benzo[g,h,i]perylene

Chrysene Dibenz[a,h]anthracene Fluoranthene Fluorene Indeno[1,2,3-cd]pyrene 2-Methylnaphthalene Naphthalene Phenanthrene Pyrene

5. A results report shall be provided for both the TO-11A and TO-13 analysis which includes quantification of the identified species on a ng_species/mL_extractant basis, as well as quality assurance metrics such as instrument blank and spiked sample results.

7. Turnaround time estimated to be around 2 weeks from when the Contractor receives the samples.

Further samples shall be transferred to refrigerated storage as-soon-as-possible following delivery.

8. BNL shall not be charged for samples that do not pass the Contractor’s QC. For instance, where the autosampler didn't properly collect the sample. If elements of interest were below the Contractor’s limit of detection, but all else measured well, the Contractor shall still charge for those samples.

11. The waste/excess materials generated shall be discarded or recycled by the Contractor.

12. No analytical work is to be performed at BNL.
