5. Reasons for Authority Cited: This brand name justification and approval would be IAW an existing brand name justification and approval held by 4th CES to purchase Cummins generators through 4th Contracting Squadron under AFARS 5313.501 U.S.C 2302b, FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304 (c)(1) and Federal Acquisition Regulation Part 13.501(a)(1)(i).
4th CES is requesting to restrict only one brand due to existing back up power systems. Many components of the existing power generation systems used to support the majority of the critical base facilities are manufactured by Cummins and are interchangeable, with in the same brand.
Procuring and Installing any other manufacturer’s equipment would require modification in order to adapt to the current system. Purchase of any other brand equipment would result in substantial duplication of the cost incurred by the Government that is not expected to be resolved through competition.
6. Actions to Increase Competition: Seymour Johnson 4Th Civil Engineer Squadron (CES) has a Base wide warranty contract with Cummins. 4th CES maintenance technicians are level 2 certified with Cummins generators and capable of addressing any repairs and maintenance issues that may arise throughout the Base. Competition at Seymour Johnson 4Th Civil Engineer Squadron (CES)could be increase during the next cycle for base wide procurements of generators.
7. Market Research: There are other power generation systems that will adapt to our current system; however, most would require major modification and labor-intensive modifications to accomplish the same task. These modifications would also require warranty modifications to allow for the Air Forces upgrades.

Air Combat Command has funded several Cummins Power Generation Systems Level 2 Military Technician Certification Courses. 4th CES currently has several personnel qualified as Level 2 Technicians and Instructors on this equipment exclusively. The Level 2 Technicians can install
