About this file

This is a Contracting Officer's Determination document justifying a brand-name procurement under FAR Part 16.507-7 for the Portland District, U.S. Army Corps of Engineers (USACE).

The procurement involves a firm-fixed-price commercial supply purchase order for one Emerson Flexim FLUXUS G631 EE Portable Clamp-on Ultrasonic Flow and Thermal Energy Meter System for Bonneville Lock and Dam. The equipment package includes 14 line items (CLINs 0001-0014) comprising the dual-channel portable flow and energy transmitter kit, eight clamp-on transducers with various part numbers, two mounting components, fasteners, a pair of matched temperature probes, a wall thickness probe, damping material, and tariff surcharges. The contracting officer determined the anticipated cost will be fair and reasonable, though the specific cost estimate is redacted in the document. Market research confirmed that no other manufacturer produces a single portable, battery-powered instrument combining simultaneous dual-channel gas and liquid measurement capability with integrated thermal energy computing, 800,000-point data logger functionality, and standardized ruggedized water-tight "NY" connection system. Competing manufacturers identified (Katronic, Baker Hughes/Panametrics, Siemens, Fuji Electric, Micronics) offer only partial functionality. The justification cites the elimination of current rental reliance on out-of-state California vendors, reduction in logistical delays and operational risks, and benefits of single-unit ownership including reduced repair costs, operator training efficiency, and storage requirements. Legal counsel approved the determination on an other-than-full-and-open-competition basis, subject to fund availability. The determination was completed in September 2021.

Contracting Officer's Determination

ULTRASONIC FLOW METER PURCHASE

for Bonneville Dam Under RFO Part 16.507-7

1. Contracting Activity: Portland District, U.S. Army Corps of Engineers (USAGE), Contracting Division, 333 SW First Avenue, Portland, OR 97204-3495.

2. Description of Action: This proposed contract action is a firm-fixed price (FFP) commercial supply purchase order to procure one (1 each) brand-name Emerson Flexim FLUXUS G631 EE Portable Clamp-on Ultrasonic Flow and Thermal Energy Meter System, including specialized accessories, standardizing "NY" connector clamp-on transducers, temperature probes, and a wall thickness probe for Bonneville Lock and Dam.

3. Description of Supplies: The required equipment comprises a complete, ready to-use portable metering kit. To ensure full compatibility, environmental resilience, and metrological traceability, the procurement must include the following specific brand-name components, separated into individual CLINs (each CUN has a qty of 1) as defined in the Purchase Description:

4. Authority Cited: RFO Part 16.507-7) The contracting officer must justify restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications shall not be used unless the particular brand-name, product, or feature is essential to the Government's requirements and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.

5. Reasons for Authority Cited:

a. Background: The Bonneville Lock and Dam project requires a portable, clamp-on ultrasonic flow meter system to support, audit, and maintain critical powerhouse pumping assets, including unwatering pumps, turbine guide bearing cooling water systems, and critical station air systems.

Currently, Bonneville Lock and Dam does not own an ultrasonic flow meter, relying instead on renting equipment from an out-of-state vendor in California. This reliance introduces significant rental costs, logistical delays, and operational risks.

b. Justification: The Emerson Flexim FLUXUS G631 EE is a non-invasive, clamp-on portable flow meter engineered for precise, multi-channel flow and thermal energy monitoring across both liquid and gas systems.

Designed specifically for high-moisture environments like Bonneville Dam, the transmitter features an IP65/IP67-rated housing secured by a ruggedized, water-tight "NY" connection system to prevent water ingress.

Market research indicates that the FLEXIM FLUXUS G631EE Dual-Channel

Portable Flow & Energy Transmitter Kit is the only identified product that performs all three measurements in one dual-channel transmitter and complete kit. Other manufacturers (Katronic, Baker Hughes/Panametrics, Siemens, Fuji Electric, Micronics, and similar) offer units that typically handle liquid flow with optional energy calculation, or dedicated gas/ compressed-air units, or liquid-only portables. None combine liquid, gas

(compressed air), and integrated thermal-energy capability in a single portable dual-channel instrument.

c. Impact: Procuring an in-house portable and compact one instrument system will eliminate rental lead times and establish a proactive, continuous preventative maintenance strategy. Additional benefits of the single unit solution is reduced repair and recalibration compared to multiple devices, training efficiency as operators only need to learn the one system, and reduced storage requirements when compared to obtaining multiple units.

6. Efforts to Obtain Competition: No other brand or manufacturer produces a single, portable, battery-powered instrument that combines dual-channel gas/liquid measurement, integrated thermal energy computing, an 800,000-point data logger, and standardizes on a ruggedized, water-tight "NY" connection system.

7. Actions to Increase Competition: Emerson/Flexim has authorized representatives as mentioned in section 9 of this determination.

8. Market Research: Market research was conducted via technical specification reviews, manufacturer consultations, and historical USAGE procurements. While other manufacturers produce portable ultrasonic flow meters (e.g., Panametrics, GE, or Dynasonics), their systems do not offer the unique combination of simultaneous dual-channel gas/liquid capability, integrated thermal energy monitoring, or standard NY-ruggedized quick-connect sensor standardizations.

Therefore, the Emerson Flexim FLUXUS G631 EE is the only system that satisfies the Government's technical and environmental requirements.
