About this file

This is Amendment 0003 to Solicitation 959P0025R0010 issued by the Pretrial Services Agency (PSA) for substance use disorder treatment services. The amendment extends the proposal due date from August 11, 2025 to August 15, 2025 at 1 PM EST and provides responses to questions from potential offerors.

The Q&A responses clarify several key requirements: offerors are not required to bid on all services listed in the scope of work; ASAM version 4 requirements are the same as version 3 (5 hours per week of individual and group counseling sessions); services can be provided through off-site providers; Virginia criminal background checks are acceptable; and contractors must consult with PSA on a case-by-case basis for clients with special needs including hearing-impaired, visually impaired, mobility-impaired, pregnant women, and non-English speakers. Language translation and hearing-impaired services must be provided by the vendor without additional fees. Key personnel requiring contracting officer notification before removal include Clinical Director and direct treatment staff. For past performance evaluation, three references must complete the Past Performance Questionnaire document. Offerors must also provide a statement of compliance with Presidential Executive Order 14173. The agency notes they currently have no deaf defendants using substance disorder treatment services but do have several under supervision, and a large portion of their population has co-morbid medical conditions requiring accommodation.

Amendment# 0003 on SOL# 959P0025R0010 1 | P a g e

QUESTION #12: If we submit a response, are we required to bid on all services listed on p 3, # 3.0 of the Scope of Work?

PSA RESPONSE: No

QUESTION #13: The solicitation says that ASAM version 4 is followed. However, for 3.1, it appears that the requirements are those for ASAM version 3 (i.e., 5 hours per week of individual and group counseling sessions;

p 9, 7.4). Could you please clarify?

PSA RESPONSE:

Yes, the requirements would be the same.

QUESTION #14: If the 3.1 requirements are the ASAM version 4 requirements, could some of the services that patients receive be provided through off-site services (through another provider)?

PSA RESPONSE:

Yes, services can be provided through off-site services.

QUESTION #15: We are located in Virginia and follow Virginia requirements for criminal background checks. Will that be acceptable?

PSA RESPONSE: Yes

QUESTION #16: In under 7.3, page 8, it says “Contractor(s) must provide services to support clients with co-morbid conditions and special populations to include the hearing-impaired, visually impaired, mobility-impaired clients, pregnant woman, and non-English speaking clients.” In meeting the needs of these patients, we would want to consult with Pretrial Services at admission, on a case by case basis, concerning whether the patient's needs can be appropriately met by the program, before a decision to admit is made. Will that be acceptable?

PSA RESPONSE: Yes.

Amendment# 0003 on SOL# 959P0025R0010 2 | P a g e

QUESTION #17: For language translation services and interpretation for the hearing-impaired, may we add a fee for those services on top of our daily rate?

PSA RESPONSE:

No. Page 11 of the SOW states that these services should be provided by the vendor if needed.

QUESTION 18: If the answer to #6 is no, could PSA give us an estimate as to the number of patients who would need accommodation for co-morbid and special population needs? We would especially want to know how many language translation services would require. How many would need services for the hearing-impaired?

PSA RESPONSE:

We do not have a huge populate of deaf defendants therefore the number could vary. Currently, we do not have any defendants who are deaf and using our substance use disorder treatment services, but we do have several under PSA supervision.

Regarding defendants with co-morbid and special populations, a large portion of our population suffer from and being treated for co-morbid (medical) conditions such as diabetes, high blood pressure or have ambulatory issues and need to use a cane, walker or wheelchair.

QUESTION #19: On page 11, 8.1 Spanish Language and Culturally Specific Treatment – are these requirements mandatory only for offerors who are proposing Spanish Language and Culturally Specific Treatment?

PSA RESPONSE: No.

QUESTION #20: Solicitation:

On page 11, under 209-71, it says that the Contractor would have to notify the Contracting Officer prior to removing or replacing “Key” staff. Can you be specific concerning the type of positions that are considered Key staff?

PSA RESPONSE:

Key personnel are the individuals who are specified in your initial proposal i.e Clinical Director, direct treatment staff.

Amendment# 0003 on SOL# 959P0025R0010 3 | P a g e

QUESTION #21: Top of page 49 it says the offeror must include a least three (3) references. What specifically is required in the offeror’s proposal? Do you want us to list the references with contact names and contact information? Or do you want three letters of reference discussing our provision of services?

PSA RESPONSE

See Attached B - Past Performance Questionnaire document under Amendment 0003 completion for each reference. Three (3) references are required.

QUESTION #22: For Executive Compliance, do you just want us to restate the requirements in section 14.1?

PSA RESPONSE

Offerors should provide a statement of compliance to the Presidential Executive Order (EO 14173) requirement.
