About this file

This document is an Amendment (0002) containing responses to questions for a Pretrial Services Agency (PSA) solicitation for Substance Use Disorder Treatment Services. The solicitation (SOL# 959P0025R0010) seeks contractor support to provide comprehensive substance use disorder treatment services following American Society of Addiction Medicine (ASAM) standards, including daily medically managed inpatient detoxification, Spanish-speaking intensive outpatient treatment, residential treatment, transitional housing, and intensive outpatient treatment. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) award on a firm-fixed-price basis, with a base performance period from September 30, 2025, through September 29, 2026, and up to four one-year option periods.

Key details include mandatory requirements that contractors must be within a 100-mile radius of Washington, DC, and provide services across multiple treatment levels. The solicitation uses a Best Value Trade-off Source Selection methodology, evaluating technical merit and price. Proposals are due by 11 AM (EST) on August 11, 2025, and must be submitted electronically to specified email addresses. The amendment clarifies that offerors are not required to provide all listed services to be considered, but must respond to each section detailing their capabilities. Evaluation factors include technical approach, management approach, proof of qualifications, past performance, and pricing, with a focus on demonstrating expertise in substance use disorder treatment services for PSA clients.
