3. Section C, 9.2, pg. 27, Personnel: The solicitation states that Contractors shall possess qualifications required by the D.C. DBH Assessment and Referral Center Standards, D.C.

Department of Behavioral Health Mental Health Rehabilitation Services Standards and/or the D.C. Department of Behavioral Health Certification Standards for SUD Treatment and Recovery Providers.

Is Virginia Department of Behavioral Health and Disability Services qualifications sufficient instead of the stated D.C. standards?

Government’s Response: Yes. Please refer to revised Section C, 9.1. The Virginia Department of Behavioral Health and Disability Services qualifications are sufficient instead of D.C. standards. If a program is located in Virginia that program may forgo the D.C. standards and meet the Virginia standards.

5. During the COVID 19 pandemic, we will not be transporting residential patients to any appointments or services except for emergencies. We will not be able to transport patients to Court appointments. However, we may facilitate any Court or probation appointments that are held electronically such as via Zoom. Would that be acceptable during COVID 19?

Government’s Response: Yes. The Contractor may facilitate any Court or probation appointments electronically only during the COVID 19 pandemic and only if this is acceptable to the Courts and for Pretrial/Probation matters. Please refer to Section C, 5.0.

6. During COVID 19 we will not be taking patient to medical appointments in D.C. for routine care. Instead, we would be providing routine medical services on site at our facility through on-site medical staff. However, some Pretrial Services patients will not have medical coverage for their medications (including MAT medications as well as medications to address medical or psychotropic issues). Could we include an estimated average cost per person in our proposed rate for anticipated medical costs? Alternatively, we could bill Pretrial Services for any uncovered medications costs incurred by individual patients. Which would be preferable?

Government’s Response: Yes. Offerors may include estimated average cost per person in their proposed rate for anticipated medical costs. The Contractor cannot bill the Agency for routine medical care performed by the Contractor. Please refer to updated Section C, 6.1.10, 6.3.10 and 6.5.9.

Although some patients with partial impairment may be able to participate, but this would have to be determined on a case-by-case basis. Would this be acceptable?

Government’s Response: Yes. Offerors are not required to bid on the service in Section C, 7.0 but are encouraged.

9. Section C, 7.0, pg. 25 - 26: Are the service enhancements, Sections 7.1 to 7.11, required or optional?
