About this file

This is an attachment to a federal solicitation that establishes the monitoring center services protocol and event notification procedures for the Contractor supporting the Court Services and Offender Supervision Agency (CSOSA).

The Contractor is required to provide 24/7/365 monitoring center services to review, document, and respond to monitored events generated by electronic monitoring equipment. The notification matrix specifies requirements for 12 event types including Exclusion Zone Violations, Inclusion Zone Violations, Tamper Alerts, Shielding Alerts, Strap Violations, Battery Alerts, Communication Loss Events, Equipment Malfunctions, Device Removal Alerts, and Curfew or Zone Schedule Violations. Five event types (Exclusion Zone Violation, Inclusion Zone Violation, Tamper Alert, Shielding Alert, Strap Violation, and Device Removal Alert) require full notification protocols including monitoring center review, live-agent telephone contact, email notification, text notification, and escalation. Seven event types require notifications on an "As Required" basis depending on circumstances. All events require monitoring center review and email/text notification. Live-agent communications shall be performed for events requiring escalation, with contact attempts directed to the offender, supervising officer, or designated CSOSA personnel in accordance with established escalation procedures. The Contractor must document all notifications, communication attempts, event dispositions, and escalation actions within its Case Management System. CSOSA currently experiences approximately 1,200 to 1,400 monitored events monthly, with actual volumes potentially fluctuating throughout contract performance. Offerors must propose staffing and operational approaches capable of supporting all monitoring center requirements.
