About this file
This document is an amendment to a solicitation for supportive housing services. The amendment provides clarification on handling housing for male, female, and LGBTQ+ offenders. It answers a question about incumbent contractors and replaces the pricing template attachment to specify the purpose of surge CLINs is to provide flexibility for additional housing capacity on a temporary or permanent basis. The solicitation is for up to two contractors to provide supportive housing services within a 50-mile radius of Washington, DC for up to 180 days to prepare offenders for independent living and employment. The pricing template lists firm-fixed-price CLINs for the base year and four option years for regular and surge housing quantities based on 24 offenders per day.

Supportive Housing Services (Up to 180 Days) 9594CS23R0013 Amendment 006
1. This Amendment 006 is being issued to make changes to the Solicitation, answer a question, and provide an updated Attachment J-11: Pricing Template.
2. In Section L.5.2.2.1 Technical Approach, paragraph b., make the following changes (changes in red):
“b. Supportive Housing Services, Section C.5.2, Task 2. This should include how the Offeror will handle housing for male men and female women offenders., to include lesbian, gay, bi-sexual, transgender, queer, gender non-conforming, and non-binary (LGBTQ+) individuals.
3. Question: Please clarify what the following language means:
“L.10 Incumbent Contractor. This requirement is in addition to two identical awards already in place. The two incumbent contractors are The Nehemiah Project, Inc. and Franklin Grove, LLC.”
Answer: It is CSOSA’s expectation that this solicitation will result in up to two awards, and at that point, CSOSA will have up to four contracts for Supportive Housing Services in place.
4. Replace the Attachment J-11: Pricing Template provided as part of Amendment 005 with the attached Attachment J-11: Pricing Template. This Attachment J-11 provides clarification on the purpose for the Supportive Housing - Surge CLINs (0002, 1002, 2002, 3002, and 4002).
5. There are no other changes to the solicitation.

* The Quantity is the maximum days of service which is based on up to 24 offenders per day times the number of days in the period of performance. The Base Period and Option Period 4 are Leap Years with 366 days (24 x 366 = 8,784), and Option Periods 1, 2, and 3 are regular years with 365 days (24 x 365 = 8,760). This is an estimate, and the Government does not guarantee any minimum quantity of offenders per day or days of service, during the period of performance. The Contractor will only be reimbursed for the actual days of service provided.
**The Supportive Housing – Surge (CLINs 0002, 1002, 2002, 3002, and 4002) Quantity was calculated in the same manner as the Supportive Housing Quantity (CLINs 0001, 1001, 2001, 3001, and 4001). However, the Government does not guarantee that the Supportive Housing – Surge CLINs will be exercised, and if exercised, will be exercised for the entire Quantity. The purpose for the Supportive Housing – Surge CLINs is to give the Government flexibility in the event of unforeseen circumstances in which additional Supportive Housing capacity is required, on either a temporary or permanent basis. The Government will work closely with the Contractor in the event it becomes necessary to exercise a Supportive Housing – Surge CLIN, and any exercise of a Supportive Housing – Surge CLIN will be done as a bilateral modification to the Contract.
