Supportive Housing Services (Up to 180 Days)

Questions and Answers

Question 1: Is this service different than the existing supportive housing services?

Answer 1: This requirement is essentially identical to the existing supportive housing services being provided to CSOSA by The Nehemiah Project and Franklin Grove.

Question 2: This solicitation is for short-term supportive housing (up to 180 days only with the required staffing to include a PD, case manager, and residential monitors-- no SUD counseling staff is required.

Answer 2: That is correct, there is no requirement for SUD counseling staff because the offenders who require SUD counseling will be receiving it from another CSOSA contractor.

Question 3: Finally, this is applicable for (name withheld) under 3.1 licensing. Correct?

Answer 3: This requirement is for supportive housing only, and does not include a requirement for ASAM Level 3.1 treatment. CSOSA obtains ASAM Level 3.1 treatment services under two separate contracts.

Question 4: Will there be another solicitation for a longer 3.1 level of care?

Answer 4: CSOSA will be releasing a solicitation in the very near future for Short Term Residential Treatment Services (Up to 28 Day) for ASAM Level 3.1 care.

Question 5: Can the contract be serviced at more than one location? I mean, can the contractor utilize multiple buildings but all are within a 50-mile radius of 633 Indiana Avenue, NW, Washington, DC?

Answer 5: Yes.

Question 6: If two entities want to submit a proposal, do they have to submit two separate proposals.

Answer 6: An entity submitting a proposal must be capable of fulfilling all of the contract requirements, either by itself, or in partnership (e.g., Prime contractor/Subcontractor, Teaming Arrangement, or Joint Venture) with another entity or entities. A Joint Venture must be in accordance with FAR Part 9.6.
