L.9 Current Performer. At this time, CSOSA does not have an active award for a fleet management system solution. However, the following information is provided regarding the current system in use:
L.9.1 The current Fleet Management System is Agile Fleet Commander.
L.9.2 The current application is SQL driven; it has about 400 tables, mostly with 0 records, and about 10 tables with 400,000 audit logs and activities. The name and the version of the current fleet management system is FleetCommander v5.02.
g. There is no change in the quote due date identified in the solicitation, Section L, as a result of this amendment.
Amendment 0002 – Attachment 1 Solicitation 9594CS21Q0004 – Fleet Management System Solution
Question 1: Attachment J-1, Fleet Management System Solution Statement of Work, Section C.2.1.2.2, in this section CSOSA specifies the nine locations at which kiosk/key boxes will need to be installed. Is it CSOSA’s interest to continue to utilize the previously sourced key boxes that are used at these locations, or to source new key boxes for these locations?
Response: As per the solicitation Attachment J-1, Fleet Management System Solution Statement of Work, Section C.2.1.2.1 states, “The Contractor shall install an electronic, lockable key storage mechanism (e.g., kiosk/key box)…” The solicitation goes on to state in the same attachment Section C.2.1.2.2, that a kiosk/keybox shall be installed in the nine specifically identified CSOSA locations. Yes; the installed kiosks/keyboxes will replace the all current kiosks/keyboxes.
Question 2: Attachment J-1, Fleet Management System Solution Statement of Work, Section C.2.1.2.2, is it CSOSA’s interest to continue to utilize the previously sourced kiosks that are installed at these locations, or to source new kiosks for these locations?

In order to properly size the key control hardware for each location, please provide the vehicle count for each of the nine locations.
Response: Amendment 0002 deletes Attachment J-1, Fleet Management System Solution Statement of Work, Section C.2.1.2.2, and replaces it with the following (changes in red font):

Question 4: Attachment J-1, Fleet Management System Solution Statement of Work, Section C.2.1.2.3, CSOSA is requesting that “the Contractor is responsible for ensuring successful connection of the hardware to the fleet management software.” Please confirm that CSOSA will be responsible for providing the minimum electrical and ethernet connectivity requirement(s) at each of the installation locations.
• Power - Two 110v outlets
• Ethernet - Single dedicated IP Address and single shared IP Address
Response: Amendment 0002 revises Attachment J-1, Fleet Management System Solution Statement of Work, Section C.2.1.2.3, and adds a new Section C.2.1.3.4. Changes are in red font as shown below:
C.2.1.2.3 CSOSA remove the existing kiosk/keybox hardware prior to the Contractor’s installation of new kiosk/keybox hardware.
C.2.1.3.4 Power Requirements. The new kiosk/keybox hardware will use two existing 110v outlets and the existing Ethernet connections.
C.2.1.3.5 Once the kiosk/keybox hardware is installed, the Contractor is responsible for ensuring successful connection of the hardware to the fleet management software. Kiosk/keybox shall be functional and be able to communicate with the fleet management software.
Question 5: Attachment J-1, Fleet Management System Solution Statement of Work, Section C.5, CSOSA is requesting that “The Contractor shall migrate all data in CSOSA’s current fleet management system to the new fleet management system within 90 days from date of award”.
Please provide the name and version number of the “current fleet management system’ and the volume of records CSOSA will be looking to have the Contractor migrate.
Response: Amendment 0002 revises solicitation Section L.9 to include the following:

Question 6: Attachment J-1, Fleet Management System Solution Statement of Work, Appendix A – Cybersecurity Contract Requirements. CSOSA is requesting that for “all Covered Information Systems, the Contractor shall make a reasonable effort to support CSOSA’s request(s) for cybersecurity and privacy information related to CSOSA’s assessment and authorization requirements. CSOSA is required to obtain an Authority to Operate prior to utilizing the software provided by the Contractor to, store, or transmit CSOSA Information.”
Please detail the necessary steps (or provide a detailed checklist) that will allow the Contractor to meet CSOSA’s requirement to obtain an Authority to Operate.
Response:
See section C.7.3 in Attachment J-1, which requires the Contractor to provide a solution that is certifiable and accreditable under current NIST 800-58 guidelines for a confidentiality level of moderate. The current NIST 800-53 Rev 5 Security & Privacy guidelines for moderate systems is available at SP 800-53 Rev. 5, Security and Privacy Controls for Info Systems and Organizations | CSRC (nist.gov), under the link titled, Control Catalog Spreadsheet. CSOSA will use a subset of these controls for the Assessment and Authorization process for the system.
The CSOSA Authority to Operate (ATO) process follows the steps outlined in the NIST Risk Management Framework. The security controls that are applicable for this moderate System that will run on CSOSA’s network environment are derived from FIPS 199 categorization. After award, if the awardee’s system has not already rec’d an ATO from another federal agency, then CSOSA will be requesting information from the Contractor regarding the some of the control elements identified in the above mentioned spreadsheet for assessment to grant the system ATO.
The Contractor will be required to provide documentation regarding its system to support its responses to all requests for information.
Question 7: Solicitation Section L.4.3.1, CSOSA asks for a 15 day web link or trial version of the solution to “demonstrate the quoted audit software solution.” Please confirm that the requirement is for a Fleet Management System rather than an Audit Software solution.
Response: Correction was made via the previously issued Amendment 0001 to reflect the correct reference, i.e., Fleet Management System.
Question 8: Solicitation Section L.4.4, CSOSA is requesting a comprehensive Price Quote which is to include “the price breakdown for the ‘Lot’ price quoted for the Legal Case Management Solution…” Please confirm that the requirement is for a Fleet Management System rather than a Legal Case Management solution.
