Summary of Changes
The purpose of this amendment is to incorporate changes as follows:
1. Update Section H – Special Contract Requirements to remove in its entirety, MCC provision 52.204-70 Security Requirements for Contractor Personnel (FEB 2019).
2. Update Section L – subsection L.8.6. Staffing as reflected below (changes are highlighted).
3. Update Section M – subsection M.2.1. as reflected below (changes are highlighted).
No other changes, additions, deletions or extensions are made.
Section H – Special Contract Requirements
The following clauses are deleted:
52.204-70 SECURITY REQUIREMENTS FOR CONTRACTOR PERSONNEL – FEBRUARY 2019
Section L – Instructions, Conditions and Notices to Offerors
The following clauses are modified as highlighted:
L.8.6. Staffing. The proposal shall provide a description of the proposed team, including:
• Describe the staffing plan and the roles of each team member, indicating which members will travel to Solomon Islands and which members are based locally (i.e., in Solomon Islands). The staffing plan must include a presentation of the team's organizational structure and a description of how the prime contractor will manage the team's work across the various contract activities, including how they will manage a consortium of consultants/partner organizations (if applicable).
• Summary Table of Key Personnel: Identify proposed Key Personnel and outline their specific qualifications/capabilities as they relate to the Statement of Work and the qualification requirements at Section H.5. This information should be presented in a succinct table using the format shown below. The completed table should be no longer than two (2) pages.

• CVs and Letters of Commitment are required only for Key Personnel positions. However, to the extent possible, proposals shall include CVs for all proposed team members, specifically identifying depth of relevant subject matter expertise, language capabilities, and prior experience, if any, in Solomon Islands. Both CVs and Letters of Commitment must be included in the appendix to Volume I.
Section M – Evaluation Factors for Award
The following clauses are modified as highlighted:
M.2.1. Sub-Factor 1: Team/Key Personnel Qualifications and Management Approach
The Government will evaluate the extent to which the offeror's proposed team meets the required/preferred team and key personnel qualifications (per Section H.5) and generally possesses the required skills to execute each task in Section C – Statement of Work. Additionally, the Government will evaluate the effectiveness of the offeror's proposed staffing plan and management approach.
