https://sam.gov/opp/60e2ed676376499ca8dee082fa0d6514/viewContractualThe government is using simplified acquisition in accordance with the format in FAR Subpart 12.6. Does the government intend to issue an SF1447 or some other combined synopsis/solicitation suitable for official signature?yesComcast Government Services, LLC
https://sam.gov/opp/60e2ed676376499ca8dee082fa0d6514/viewContractualThe SAM notice states that the RFQ will close on at 3:00PM, EST, Thursday, September 23, 2021; however the notification Email dated September 18, 2021 states that Responses are due by 5:00 pm on 9/23. Which of those time is the submission time? Notwithstanding the response to this question, this potential offeror requests an extension of time for submission of offers to 5:00 pm on October 21, 2021.The date for the submission of offers has been adjusted.Comcast Government Services, LLC
https://sam.gov/opp/60e2ed676376499ca8dee082fa0d6514/viewContractualThe SAM notice establishes a Base Period of Performance: 09/30/2021 - 09/29/2022. This offeror request that a Base Period of Performance be established as: 10/22/2021 - 10/21/2022, and that all option periods flow therefrom. The base period should be adjusted by all offerors to begin 12/1/2021 and run for 12 months and all options adjusted to the revised start date.Comcast Government Services, LLC
SOW_Cable TV21Technical - ChannelsThis paragraph reads "Required channels is provided under Attachment B- Required Channels and is required in all buildings and/or users while the optional channel lineup is negotiable based on local availability at each building and channel packages." The channel lineups differ slightly per building. Are potential offerors to understand that the aggregate of all channels are required in each building or just the specific lineup identified for the individual buildings? The offeror can submit a baseline list of channels that applies to all buildings, or depending any constraints, may tailor the offered channel lineup be tailored to each building. This is a negotiable deliverable considering any technical or program delivery constraints per offeror.Comcast Government Services, LLC
SOW_Cable TV21Technical - ChannelsThis paragraph references an optional channel lineup but no optional channels are enumerated. Are potential offerors to understand that the optional channel lineup should be configured at the pleasure of the offeror?Added-value will be considered by channel line-ups proposed by vendors that go beyond the ED desired minimum channel baseline.Comcast Government Services, LLC
SOW_Cable TV23Technical - InfrastructureThe SOW states that "Respondents will need to address capability to test current infrastructure connections and the option to reuse the existing components and connections wherever possible and should an infrastructure service be your solution." Can the government provide more details on the existing components available to respondents? This information will allow respondents to more accurately scope total LOE for installation of services. The current infrastructure is sound and functional as best as we can determine based on the fact that personnel were in the office spaces using televisions at least up until March 2020. Some critical offices and Police stations in the buildings have been using the existing televisions with cable service currently without issue. The buildings are wired with coaxial wall mounted outlets currently connected to TV sets. The coaxial cable system was installed about a decade ago. Our preference considering the soundness of the cabling and that these are leased buildings is to save taxpayers costs by reusing the infrastructure if possible unless another option that is cost-effective is proposed.Comcast Government Services, LLC
SOW_Cable TV23Technical - EquipmentDoes the existing Government equipment support Pro:Idiom encrypted signal?Only a fraction of the TV models appear to support Pro:Idiom encryption. Over 90% do not. ED does not require encryption to the TVs or within the building infrastructure signal delivery fabric.Comcast Government Services, LLC
SOW_Cable TV23Technical - EquipmentIf the Government requires an unencrypted signal from the service provider, does the Government plan to re-encrypt the signal for distribution to each TV? What encryption method is to be used?ED does not need or intend to encrypt signals within the building or to the TVs. The facilities are government-controlled and provide armed and logical physical security controls. If the offeror wants to offer encryption offerings as a value added option, we will consider it as part of the proposal. Encryption of the signal to the point of service to the buildings is the cable TV service providers responsibility for you to meet your industry rights protections. ED is only requesting common baseline channels and no channels with additional protection standards requirements.Comcast Government Services, LLC
SOW_Cable TV23Technical - EquipmentIs it the Government's expectation that the contractor shall deploy end-point devices (set-top box) at each TV?Only if the service delivery offering requires it. Un-encrypted and unencoded signals that can be received by all TVs in broadcast form without unique set-top boxes is desirable but will be considered as part of your offering including costs of units. Any hardware that is required for your proposed solution should be broken out to include in a table with costs and whether it is necessary for more modern "cable-ready" TVs. (See TV inventory.)Comcast Government Services, LLC
SOW_Cable TV23Technical - CablingWill the Government provide access to conduit or existing cabling to extend connectivity from the prescribed meet-me room or patch panel room in the basement to the existing current infrastructure PoP on the Roof as defined in the SOW?Yes we will.Comcast Government Services, LLC
SOW_Cable TV2.1, 2.2, 2.33Technical - Services"The capability shall be scalable based on occupancy of buildings and need of CATV services in common areas and user spaces. " Will the government define their expectation regrading Scalability of services?Scalability here is referring to being able to handle the differences between the buildings, the variance in numbers of TVs, and not suggesting the vendor anticipate or take on responsibility for an increase in demand without a threshold or to exceed the as-is infrastructure and TV units. Any future change in demand or requiring additional services may result in a separate task order.Comcast Government Services, LLC
Attachment H - Coax Cable CountTechnical - CoaxThe Attachment H Coax count (359) does not match Attachment A - Television count (261). Will the Government confirm which count should be referenced by respondent when scoping their responses? The count does not need to match as the infrastructure was built to support more capacity than required. Focusing on the television count is more appropriate but understanding that the coaxial network is available to more rooms than is currently used. Cable TV service that is not restrictive to a TV unit would be ideal but any proposal would be considered that meets the minimum service delivery to the existing TVs.Comcast Government Services, LLC
SOW_Cable TVTechnicalThe SOW states "The current TV cable service is fed into the buildings from a POP entry at the top of the buildings but a meet-me room or patch panel room in the basement may be available for the point of entry for wired cable services." This potential offeror requests access to the top-of-building POP and the meet-me rooms in order to determine line-of-site, component reuse and access clearances that may affect the installation effort. We will accommodate such access to all offerors.Comcast Government Services, LLC
SOW_Cable TVTechnicalDoes the government currently have Ethernet drops to all TV locations anticipated to receive service?Generally, all rooms where TVs are located have ethernet drops but these include one that is used exclusively for the computer LAN and not the TVs. There may be capacity at the outlet to added another ethernet drop. Are you proposing using ethernet delivery/connections for cable TV or TCP/IP television service?Comcast Government Services, LLC
TechnicalChannel availability is at the discretion of the cable broadcast provider and availability of specific channels cannot be guaranteed. The RFQ requests CSPAN3 as a required channel. This channel is not always available from all service providers. Is the Agency acceptable to making this an optional channel offering?ED is willing to entertain a proposal without CSPAN-3. CSPAN-3 is not always active.Singhal & Company Inc.
TechnicalThe Agency has indicated a desire to reuse as much of the infrastructure as possible which is understandable given the future construction activities. Additionally, the Agency describes the use of microwave satellite connectivity. Can the Agency more fully describe the infrastructure with a clarification in three areas; (A) how is the microwave design being utilized and, what service is it connected to? (B) What is included in the current head-end; (C) Is the agency downlinking TV signaling from one location and distributing the signal across an internal backbone or local Verizon or other ILEC local carrier? The microwave system currently in use would not be available. Only the cabling, meet-me rooms, and infrastructure hardware minus the actual intra-building infrastructure is available but not the inter-building infra. Sorry for any confusion.Singhal & Company Inc.
ContractualThe timeframe available for a site survey to address technical infrastructure questions is extremely short and does not provide enough time to deliver a comprehensive proposal. Will the Agency consider additional time to provide a site survey at each bldg. and an additional 5 business days from the date of such survey for delivery of the proposals?A final walk-through or site visit is planned for this week by Thursday, 21 Oct. The PM, James Lacey, will be the coordinator.Singhal & Company Inc.James, are you still planning another site visit?
TechnicalBy count there is a discrepancy of TVs to the larger count of drops by almost 40% more drops than TVs. Can the Agency provide clarification on interpreting these number differences?See answer 12Singhal & Company Inc.
ContractualWith service being currently provided, does the Agency have a transition out plan from the current vendor, and Is the Agency under a current contract with a specific expiration date that would dictate a cutover completion date?ED has a transition plan that will be solidified once a vendor offering proposal is selected. The cutover is expected within 45 days of award. Cutover activities would be part of the project plan deliverable.Singhal & Company Inc.Roscoe: does my answer fit contractually?
