Department of Education Office of the Chief Information Officer Enterprise Technology Services Statement of Work Commercial Cable Television Programming Delivery Washington, DC Buildings August 30, 2021

Purpose Background The United States Department of Education (Department), Office of the Chief Information Officer has overseen the commercial cable television (CATV) programming in its buildings in the National Capital Region for over 15 years. There is a microwave satellite dish installed at each DC location that currently offers these services and High Definition (HD) and Standard Definition (SD) channels to the building spaces. These services are set to expires so the Department is seeking a provider for cable TV service delivery to its 3 DC locations; Lyndon Baines Johnson (LBJ), Potomac Center Plaza (PCP); and Union Center Plaza (UCP).

Scope The United States Department of Education (Department), Office of the Chief Information Officer (OCIO), is seeking the technical and management capability to feed commercial cable television (CATV) programming channels to three Department buildings and/or users within these buildings in Washington, DC. The scope includes ensuring market availability of solutions with ability to deliver national and local programming channels to the following three Department buildings and be scalable based on building occupancy with least cost and minimal disruption or impact to the facilities and infrastructure. The three buildings requiring cable television service are:

A. Lyndon Baines Johnson (LBJ) HQ Department of Education Building 400 Maryland Ave, SW Washington, DC 20202

B. Potomac Center Plaza (PCP) 550 12th Street, SW Washington, DC 20202

C. Union Center Plaza (UCP) 830 1st Street, NE Washington, DC 20202 Requirements A list of televisions is provided at Attachment A- Television List and is provided for informational purposes so that interested parties may understand the various makes/models/technologies of the televisions though out the buildings. Required channels is provided under Attachment B- Required Channels and is required in all buildings and/or users while the optional channel lineup is negotiable based on local availability at each building and channel packages. A list of building floors and spaces are provided under Attachment C-Lyndon Baines Johnson Cable Blueprint, Attachment D- Potomac Center Plaza (PCP) Cable Blueprint; Attachment E- Union Center Plaza (UCP) Cable Blueprint. The list of rooms requiring cable TV feeds and or subscriptions is provided in these attachments. These rooms have existing televisions, power, and building infrastructure coaxial cable jacks currently receiving cable TV service feeds from another provider. The Department would like to utilize the current infrastructure, if possible, rather than implement a new infrastructure; however, the Department is open and will evaluate all solutions. The Department is also requesting the feasibility of cable streaming and/or subscription services rather than utilizing an infrastructure service. All three buildings are Federal Government, GSA leased, and maintained buildings. PCP building is shared with DHS that has a separate cable TV service. In addition, sources shall address capabilities to provision modern cable TV delivery services including digital, HD and SD quality. The current TV cable service is fed into the buildings from a POP entry at the top of the buildings but a meet-me room or patch panel room in the basement may be available for the point of entry for wired cable services. Capabilities should mention which feed method is available as an offering including fiber or wired feeds. (The current infrastructure is based on wired, coaxial feeds to each room. The Department is interested in knowing what capabilities exist to leverage the local public/shared cable telecom infrastructure and what hardware, converters, demodulators, etc. may need to be considered. Potential sources must also address capabilities and methods to provide Quality of Service (QoS) for the cable television service provisioned to all three buildings. Respondents will need to address capability to test current infrastructure connections and the option to reuse the existing components and connections wherever possible and should an infrastructure service be your solution.
