Section C - Scope of Work

PAGE 12 OF 138 91990022R0054

Overview

IES intends to re-compete the Education Statistics Service Institute Network (ESSIN) contract by issuing a vehicle that encompasses additional requirements that supports the entire IES mission and that is accessible to the entire Department of Education (ED) as applicable. This new vehicle has been titled Procurement of Research Evaluation and Statistics Task Orders

(PRESTO), and shall be a multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle.

This contract vehicle supports IES in its role as the independent education research, evaluation, and statistics arm of ED, while providing a diversified and qualified pool of vendors to help IES and ED meet mission critical needs.

Background

The goal of IES is to provide national leadership in expanding fundamental knowledge and understanding of education from early childhood through postsecondary study, in order to provide parents, educators, students, researchers, policymakers, and the general public with reliable information about (A) the condition and progress of education in the United States, from early childhood through postsecondary education; (B) educational practices that support learning and improve academic achievement and access to educational opportunities for all students; and (C) the effectiveness of federal and other education programs.

The Education Sciences Reform Act (ESRA, Title I of P.L. 107-279) established IES as an independent research arm of ED. Title I, Part A, of ESRA establishes IES as a research institute within ED intended to provide “national leadership in expanding fundamental knowledge and understanding of education from early childhood through postsecondary study.” IES is authorized to carry out these objectives by compiling statistics, conducting research and evaluations, and disseminating information.

IES consists of four national education centers and an Office of the Director:

• National Center for Education Research (NCER) which sponsors research leading to the accumulation of knowledge and understanding of education.

• National Center for Education Statistics (NCES) which collects and analyzes education information and statistics in a manner that meets the highest methodological standards.

• National Center for Education Evaluation and Regional Assistance (NCEE) which supports evaluation, technical assistance, development, and dissemination activities.

PAGE 13 OF 138 91990022R0054

• National Center for Special Education Research (NCSER) which sponsors research to expand knowledge and understanding of the needs of infants, toddlers, and children with disabilities.

• Office of the Director, which carries out specific duties, such as proposing research priorities and establishing procedures for technical and peer review. This includes the

Office of Science, which oversees the scientific peer review processes for IES grant applications and reports

Scope of Work

The scope of PRESTO comprises five distinct scope categories with associated NAICS codes assigned to each category. The scope of this vehicle is intended to be broad enough to capture the needs of IES throughout the entirety of the period of performance1. The scope of work associated with each of these task areas may change based on changes in applicable laws and regulations. Alterations to practices within each task area because of a change in law or regulation is within scope. Appendix A provides examples of work that falls within the scope of this ID/IQ. Appendix A is not an exhaustive example, and other work may fall within the scope of the task areas described below that is not otherwise listed or described in Appendix A.

The scope categories of PRESTO are as follows:

1. Education Sciences Support Activities

2. Assessment and Instrument Development Support

3. Communications and Outreach

4. Recruitment

5. IES Operational Support

1 For the purposes of complying with the Competition in Contracting Act (CICA) parties responding to this requirement are notified that the scope for each category is incredibly broad and encompasses the universe of work that falls under these scope areas or that is substantially related to each scope area.

Moreover, as scientific practices evolve over time, performance in each scope area may shift based on changing practices for each area. Any incremental or evolutionary shift in practice for each area is within the scope of work as defined by this document.

PAGE 14 OF 138 91990022R0054

Task orders will be awarded within a primary scope category2. Task Orders may be issued with secondary scope areas in one or more other categories.

Category 1: Education Sciences Support Activities

IES requires support to conduct surveys, evaluations, and administrative data collections that collect data and produce data products to support the mission of IES. Any effort that collects data from human subjects will require Office of Management and Budget (OMB) and/or

Institutional Review Board (IRB) clearance packages.

Specifications and examples are available here:

https://pra.digital.gov/clearance-process/, https://www.reginfo.gov/public/do/PRAOMBHistory?ombControlNumber=1850-0944, https://www.reginfo.gov/public/do/PRAViewICR?ref_nbr=202104-1850-001.
