Ordering Procedures

Procurement of Research Evaluation and Statistics Task Orders (PRESTO)

Solicitation #: 91990022R0054

I. PRESTO Task Order Issuance

Only the Ordering Contracting Officer (OCO) may issue task orders to the contractor and provide specific authorization or direction to perform work. Unless specifically authorized by the OCO, the contractor shall not commence work until a fully executed task order has been awarded and issued to the contractor.

II. Requesting Task Order Quotes

OCOs will issue Request for Quotes (RFQs) to PRESTO contractors in order to acquire services. As a general matter, a PRESTO RFQ will include the following documents:

1. Statement of Work that includes all reporting requirements and deliverables

3. Proposal Due Date and Location to Deliver Proposals

4. Period of Performance of Task Order

5. Anticipated Type of Task Order

6. Technical Quote Instructions

7. Business Quote Instructions

8. Evaluation Factors for Award

In extraordinary circumstances, task orders may be issued verbally by an OCO provided that the OCO provides the contractor with evidence that funds are available for the required performance. Following verbal authorization to proceed, the parties shall, at the earliest opportunity, memorialize the contract action consistent with FAR regulations. Parties are cautioned that oral contracts are an extraordinary remedy meant for extreme instances where services are needed in response to an unforeseen emergency. Labor rates in any oral contract may not deviate from the rates specified in the ID/IQ.

III. Fair Opportunity

Fair opportunity for this ID/IQ means that contractors within an identified category may be afforded an opportunity to respond to any RFQ subject to further limitation provided by FAR Parts 16 and 19.

NOTE: Once PRESTO is established, contractors are not limited by the subcategories or tasks within each scope category when responding to an RFQ. Once a contractor is awarded a spot on the vehicle within a given category, they may respond to any RFQ released to that category even if they did not propose on a particular subcategory in the initial offer that resulted in the award of the ID/IQ.

Fair Opportunity is satisfied if an OCO elects to set-aside a RFQ for the small business pool within each category. Such set-asides do not require justifications for exemption from fair opportunity as required by FAR 16.505. The Government will conduct market research for task orders issued through the PRESTO ID/IQ. If two or more small businesses within a category can perform the work, the requirement will be set-aside for small business.

An OCO may identify more than one category and issue the RFQ to multiple categories if they so choose. If an OCO releases a RFQ across multiple categories, then an Offeror must only have an

ID/IQ contract in one of those categories in order to respond.

An OCO may issue task orders to all contractors at the ID/IQ level either in total or as a small business set-aside. Such set-asides do not require justifications for exemption from fair opportunity as required by FAR 16.505.

PAGE 5 OF 18 91990022R00540002

IV. Acceptable Task Order Types

Firm-Fixed Price:

For Firm-Fixed Price (FFP) RFQs, contractors will price the order by multiplying the quantity of hours of each required labor category against the rate listed in the pricing scheduleID/IQ Pricing

Template (Attachment A), and the cumulative extended total of all items ordered will define the total task order value. RFQ responses must include hourly breakouts unless otherwise noted. Travel and other-direct-costs (ODC), if applicable, may be estimated for each task order. Any amount negotiated for travel and ODCs will be added to the extended price of all ordered items to arrive at the total FFP for the task order. FFP task orders may be commercial (subject to FAR Part 12) or non-commercial.

Cost-Reimbursable:

Throughout the life of the ID/IQ, contractors are required to maintain an accounting system that is adequate for determining costs applicable to cost-reimbursement type task orders as described in FAR

Subpart 16.3. This is an accounting system that the Defense Contract Audit Agency (DCAA), the

Defense Contract Management Agency (DCMA), any federal civilian audit agency, or a third-party certified public accounting firm has audited and determined adequate for determining costs applicable to this contract. Offerors that provided evidence of an adequate cost accounting system at the time

PRESTO is established may not be asked to repeat that information at the task order level. Offerors who did not provide evidence at the time PRESTO is established will be required to provide evidence of an adequate cost accounting system at the task order level.

If a contractor does not have DCAA approved rates, their indirect rates may be used in accordance with FAR 31.203. Any fee will be negotiated for each task order consistent with statutory limitations.

If the task order type is to be Cost-Plus Award Fee or Cost-Plus Incentive Fee, the fixed portion of fee and the incentive or award portion will be clearly differentiated. Such task orders will be subject to the additional clauses prescribed by FAR 16.307.

The Contractor shall notify the appropriate OCO for ongoing task orders, in writing, if there are any changes in the status of their cost accounting system and provide the reason(s) for the change.

Time and Materials:

For time and materials (T&M) or labor hour (LH) task orders, the contractor will multiply the quantity of hours required under each labor category against the rate in the pricing scheduleID/IQ Pricing

Template (Attachment A). The contractor may propose lower rates or different rates to reflect specialized labor categories. A T&M or LH task order may utilize the clauses cited in FAR Part 12 for commercial task orders, or FAR Part 16 for non- commercial task orders. The hourly rates in this contract include wages, overhead, G&A, and profit in accordance with FAR 16.601(b)(1).

V. Task Order Price Reasonableness

Although the labor rates on this contract have been determined fair and reasonable at the time of award, the OCO is still responsible for a determination of cost or price reasonableness for each task order.

(i) Certificate of Cost or Pricing Data

a. If none of the exceptions under FAR 15.403-1(b) apply, the OCO may request a certificate of cost or pricing data in accordance with FAR 15.403-4.

(ii) Other Direct Costs

a. Travel may be reimbursed at actual cost and as limited in FAR 31.205-46. Contractors may apply indirect costs to travel if doing so is a part of the Contractor’s usual accounting

PAGE 6 OF 18 91990022R00540002

practices and it is consistent with FAR 31.2. The OCO should (but may not if a specific circumstance requires a different approach) identify a not-to-exceed travel ceiling under a separate contract line item number (CLIN) on the task order. Travel and ODCs will be estimated for each task order.

b. Labor dollars will not be used to pay for ODCs nor ODC dollars used to pay for labor without a contract modification. Profit on travel and ODCs is not allowable under T&M task orders.

VI. ID/IQ Minimum and Maximum

• The program ceiling for the PRESTO ID/IQ is $2,000,000,000.00

• The individual ceiling for each PRESTO order in all categories is $100,000,000.00. Vendors may exceed the individual ceiling with the consent of the Contracting Officer (CO) for the

ID/IQ.

• The contractually obligated minimum amount each ID/IQ holder is entitled to receive for the life of the ID/IQ is $250.00. This amount may be invoiced after 12 months of performance provided the awardee has not received a task order.

VII. Task Order Format

Task order format and appearance may evolve over time and may differ based on the individual need.

ED contemplates a format that mirrors the following items with the understanding that format may change:

• Contract Name

• Contract/Task Order Number

• Award Date

• Contract Type

• Period of Performance

• Initial Obligated/Funded amount

• Total Contract Value

• Name and Address of Contracting Officer’s Representative

• Name and Address of Contracting Officer

• Name and Address of Contract Administrator

• Invoice and Contract Financing Requests Submission

• Key Personnel Designations

VIII. On Ramp Procedures

The CO will periodically review the total number of contractors to ensure adequate competition for task orders throughout the period of performance for each scope category. Over time, the total number of contractors may fluctuate due to various reasons including industry consolidation, significant changes in the marketplace or advances in technology, general economic conditions, or other reasons

If the CO determines that it is in the best interest of the Government to open the ID/IQ to new contractors, the CO has the discretion to announce an open season at any time during the effective period of the ID/IQ. The CO may limit onboarding to one or more scope category and may limit onboarding to either restricted or unrestricted pools.

The CO will announce this open season by publishing a notice in the contracting opportunities section of sam.gov. The open season will be subject to applicable contemporaneous federal procurement laws and guidance, provide an estimate of the number of new awards that the CO intends to make, and a new solicitation will be issued during this time. The evaluation criteria, instructions, and other solicitation content of the ramp-on solicitation may differ from the original PRESTO solicitation

PAGE 7 OF 18 91990022R00540002

based on the needs of the Government at that time. Clauses, terms, conditions, and other requirements may also differ from the original PRESTO solicitation.

Any contracts awarded under this section will not exceed the remaining period of performance of the existing PRESTO ID/IQ. A ceiling value of $2 billion per contract award will apply but the ceiling value for the ID/IQ remains capped at $2 billion. Any Offeror receiving a contract under this open season will be eligible to compete on future task orders with the same rights and obligations of any other PRESTO contractor subject to the terms and conditions of the ID/IQ and applicable regulations.

The Government reserves the right to not proceed with any on-ramp during the life of the PRESTO

ID/IQ.

IX. Off Ramp Procedures

The Government reserves the right to implement off-ramp procedures, which would result in the removal of PRESTO contract holders. The criteria for off-ramping may include, but not limited to, PRESTO contractors not proposing on task order RFQs and/or unsatisfactorily meeting the vehicle or task order-level requirements. If implemented, off-ramp procedures will remove PRESTO contractors by not exercising the next available option period or by initiating termination proceedings as appropriate. Off-ramping a contractor by virtue of not exercising an option period does not require any notification or explanation by the CO and occurs at the discretion of the agency. Failure to exercise an option period may occur even after notice of intent to exercise the applicable option period is provided. Contractors are not expected or required to bid on every task order that is released.

Procurement of Research Evaluation and Statistics Task Orders (PRESTO)

Solicitation #: 91990022R0054

L.1 Proposal Submission Instructions

The following instructions are for the preparation and submission of proposals. The purpose of this section is to establish requirements for the format and content of proposals so that proposals contain all essential information and can be evaluated equitably.

Offerors are instructed to read the entire solicitation document, including all attachments in Section J of this Request for Proposals (RFP), prior to submitting questions and/or preparing your offer for submission. Omission of any information from the proposal submission requirements may result in rejection of the proposal.

L.2 General Information

This RFP will result in the award of multiple-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts across five scope categories. Offerors may propose to all five categories if they so choose, or they may limit themselves to one or any number of categories. The Government will evaluate each scope category individually. There is no advantage or disadvantage to an Offeror that writes to more than one scope category, or an Offeror that chooses to focus its efforts on one scope category.

However, Offerors are required to address a minimum number of subcategories dependent upon the scope category. Please see Section M for additional subcategory response requirements.

L.3 Small Business Contracting

ID/IQ Structure: Set-Asides and Restricted Versus Unrestricted Competitive Pools

With the exception of scope category 5 which has been set-aside for small businesses Offerors only, each scope category contains two competitive pools which successful Offerors may be awarded into. These competitive pools are defined below:

• Restricted Pool – limited to successful small business Offerors which satisfy the small business size standards outlined in Section L.3.1 (“Small Business Size Standards and NAICS Code

Designations by Scope Category”).

Offerors in the restricted pool will be able to propose on requirements issued for both the restricted and unrestricted pools subject to any further limiting of competition or further set-aside as justified by the Contracting Officer.

• Unrestricted Pool – limited to successful Offerors which do not satisfy the small business size standards outlined in Section L.3.1 (“Small Business Size Standards and NAICS Code

Designations by Scope Category”).

The form and nature of content submitted for both the restricted and unrestricted pools are identical with one exception. (See Section M for additional information required from Other Than Small

Businesses).

L.3.1 Small Business Size Standards & ID/IQ Contracting and Subcontracting Small Business

Goals

For the purpose of this solicitation, the small business size standard varies across scope categories by the assigned North American Industry Classifications System (NAICS) code designation. A summary of NAICS code designations and the relevant small business size standards has been provided for each scope category as follows in Table 1 below.

PAGE 10 OF 18 91990022R00540002

Successful Offerors which exceed the business size standards for the Restricted pools in scope categories 1-4 will be considered “Other Than Small Business” (OTSB) and are eligible for award only in the Unrestricted pool for any given scope category.

The Department of Education (ED) has designed PRESTO to support the small business community.

As such, the table below highlights ED’s contracting and subcontracting goals as of Fiscal Year (FY)

2022. These goals will only increase, and ED will include subcontracting requirements (to be reported through the ID/IQ Subcontracting Plan) for all PRESTO task orders not set-aside for restricted competition among small businesses.

L.4 Joint Ventures

For the purposes of this ID/IQ award, two or more companies may form a joint venture to act as a potential prime contractor as specified by FAR 9.601(1). This type of joint venture will receive one contract award for all members of the joint venture, and the joint venture must endure for the entirety of the period of performance. A party responding as a joint venture must ensure that it complies with

FAR 9.601 requirements and all applicable requirements defined in 13 CFR 125.

Any joint venture established for the purposes of responding to this RFP must be established prior to the submission of Phase I proposal volume(s). Offerors may not establish a new joint venture or otherwise modify the joint venture for any Phase II submission. Contractors forming a joint venture may not also propose individually in the same category as the joint venture. This does not prohibit companies forming a joint venture from competing in categories independently where the joint venture is not also proposing.

Teaming arrangements involving Prime/Subcontractor relationships as noted in FAR 9.601(2) are not permitted at the ID/IQ level. Teaming arrangements are permitted only at the task order level once the ID/IQ is established. Once established, a prime ID/IQ contract holder may team with any entity, regardless of whether that entity is awarded on the PRESTO ID/IQ vehicle.

PAGE 11 OF 18 91990022R00540002

L.5 Clarification Questions

The Government will accept clarification questions from potential Offerors. Questions relevant to this solicitation must be submitted via the Clarification Questions web form

[https://forms.office.com/r/eh44jWRK3J]. Question submissions are due no later than 12:00 PM Eastern

Time on September 5, 2022.

The Government may not provide a response to clarification questions submitted after the due date.

Offerors will not receive a response until all questions have been received by the date due. Once reviewed and addressed, the Contracting Officer (CO) will post the complete Q&A response to

SAM.gov.

L.6 Proposal Contents

This RFP does not commit the Government to pay any cost for the preparation and submission of a proposal. Submission requirements vary based on the procurement phase and proposed scope category – page limitations for both phases are provided below.

Page Limitations:

Phase I and Phase II submissions must adhere to the page count described in Table 3 below. Page limitations do not change based on the number of subcategories the offeror selects for its response.

Table 3 – Multi-Phase Proposal Submission with Page Limits

Proposal Submission Page Limit

All information within the page limitations of the proposal is subject to evaluation, and it is understood that the proposal submission will become a part of the official contract file. Written content that extends beyond the page limitations listed for any scope category response will not be considered and may result in the Offeror’s proposal being rejected.

L.6.1 Phase I-Volume I Submission Contents

The Offeror must provide sufficient information for the Government to evaluate its level of confidence that the demonstrated prior experience in the specified scope category is recent, relevant, represents the highest quality of work, and demonstrates successful outcomes for that particular scope category.

For any prior experience cited, the Offeror must provide a summary of the contract/task order information to include the following:

• Name of the Customer/Agency/Organization

• Point of Contact Information

• Contract/Task Order/Project Title

• Contract/Task Order Type

• Percentage of Subcontractor Value in Relation to the Prime Contract Value (if applicable)

• Period of Performance

PAGE 12 OF 18 91990022R00540002

• Total Contract/Subcontract Task Order Dollar Value

Recent and Relevant Experience Information:

• Is not limited to Federal experience and may include State, Local, or private sector work; as well as work outside of the United States.

• Is not limited to experience as a prime contractor and thus may comprise work performed by the Offeror as a subcontractor at any tier;

• May include work completed under grants, cooperative agreements, and other engagement vehicles;

• May include the same cited past experience across any and all scope categories if the Offeror so chooses;

• May be referenced in Phase II as aligned with the Phase II evaluation factors.

NOTE: Because teaming arrangements are formed at the task order level, Offerors may not include any prior experience performed by a potential subcontractor.

L.6.2 Phase II-Volume II Submission Contents

The Offeror shall submit a written response in PDF format to address Factor 2 (Technical Capability

& Personnel Qualifications) and Factor 3 (Demonstrated Problem Solving, Management, and Small

Business Engagement) for each scope category which the Offeror continues to pursue.

Example 1: If an Offeror is submitting proposals for scope categories 1, 3, and 5; the Offeror shall provide three (3) separate proposals for each scope category (1, 3, and 5) and address technical

Factors 2 and 3 separately within each proposal submission.

Example 2: If an Offeror is only submitting a proposal to category 1; the Offeror shall provide one

(1) submission for technical Factors 2 and 3.

For Offerors continuing to Phase II of the PRESTO ID/IQ solicitation, proposal submissions must continue to address the same subcategories and tasks within the categories previously identified in

Phase I. No additional categories, subcategories, or tasks may be addressed that were not previously identified in Phase I of the solicitation (RFP Supplementary Information).

Personnel Information

Phase II does not mandate Offerors include resumes although personnel is a component of Factor 2. It is up to the Offeror to determine the best means by which it will convey personnel information. It may allocate page space to resumes, it may include excerpts from a resume, or the Offeror may simply reference skills, accomplishments, and successful outcomes in the narrative response. All personnel content (including resumes if the Offeror chooses to submit resumes) must conform to the formatting and page restrictions listed otherwise in these instructions.

• PRESTO

• Solicitation ID

• Applicable Category Number

Both a cover page and table of contents are required in each Offeror’s proposal submission. However, a cover letter is optional – see below for related exclusions. The Offeror shall submit a separate proposal volume in PDF file format for each scope category, and the length of each volume must adhere to the page limitations provided in Table 3 above.

File Format

Offerors must adhere to the following formatting requirements in their proposal submission(s):

1. Font: All font shall be Times New Roman twelve (12) point, except for diagrams and drawings where impractical. Fonts in graphics, charts, tables, and other exhibits shall be no smaller than eight (8) point, and each page within each attachment shall be numbered consecutively.

2. Spacing: Line spacing should be no larger or smaller than single-spaced.

3. Margins: Files shall be submitted in PDF format, margins shall be set at 1” for the top and bottom and .75” for the left and right, and the documents shall be submitted so that each page will print on 8.5” x 11” paper.

4. File Size: Email attachments cannot exceed 25 megabytes (MB) in total. Compressed or “zip” files are acceptable.

5. Markings: Each page containing proprietary information should be marked so, and each page shall contain the following legend at the bottom of each sheet: This Document is Source

Selection Sensitive Information in accordance with (IAW) FAR 2.101 and 3.104.

6. Exclusions: The cover page, table of contents, and cover letter are excluded from the page limit in responses (cover letters are optional). ED will not review or consider any technical information included in the cover page for the purpose of technical evaluation.

L.7.1 Phase I Proposal Submission Instructions

Request for Proposal (RFP) Supplementary Information Web Form

In addition to Phase I – Volume I submission contents, ED requests that Offerors please complete and submit the Request for Proposal (RFP) Supplementary Information web form

This form is intended to provide a summary of supplementary information for the proposal, and

Offerors will be asked to self-select the scope categories, subcategories, and tasks the Offeror intends to address in their proposal submission. The Government recommends Offerors submit the RFP

PAGE 14 OF 18 91990022R00540002

Supplementary Information web form only after they have completed and are ready to submit their

Technical Volume in Phase I.

Offerors should complete this form only once to summarize all scope categories, subcategories, and tasks the Offeror intends to address in their Phase I – Volume I proposal submission(s).

NOTE: The RFP Supplementary Information web form is requested, but not required for each Offeror.

Any error in the submission of the RFP Supplementary Information web form or omission will not negatively impact an Offeror or result in their automatic disqualification – this form will only further aid the Government in the evaluation of proposal submission.

The proposal submission for Phase I, Demonstrated Prior Experience, shall be received on or before 511:00 PM AM Eastern Time on September 2013, 2022. Please note it is the Offeror’s responsibility to ensure/verify that the U.S. Department of Education – Contract Acquisition

Management (CAM) office receives its submission on or before the time specified. If a Phase I proposal is not received on or before the date and time specified, the Offeror’s submission may be considered late and may be rejected.

NOTE: Factor 1 will be the basis for an Advisory Notice to Offerors. Regardless of the recommendation in the Advisory Notice, any Offeror may choose to proceed to Phase II. Failure to participate in Phase I of the procurement precludes further consideration of an Offeror.

The Phase I proposal shall be submitted electronically as an email attachment to PRESTO@ed.gov, in addition to the Points of Contact listed below:

NOTE: The Department’s email system cannot handle emails larger than 25 MB. Submissions should be broken up into separate emails if necessary. Electronic file names must not contain special characters (e.g. #, *, ?, (,), {,}, %, >, <, /, \, $, |).

L.7.2 Advisory Notifications

After the Government completes the evaluation of Phase I submissions (Factor 1), Offerors will receive an advisory notification via email from the Contracting Officer. Offerors who rate most highly for Factor 1 will be advised to proceed to Phase II. Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors and will receive a recommendation not to proceed to Phase II. Offerors are advised that their Factor 1 evaluation results will carry forward to Phase II and will be considered in the Government’s decision of the highest technically rated Offerors with a fair and reasonable price. The intent of this advice is to minimize proposal development costs for those Offerors with little chance of receiving an award. This will be a recommendation only and discontinuing the pursuit of the requirement following the notification is voluntary.

NOTE: As Offerors may submit multiple Phase I proposal responses in accordance with the scope categories for which they have self-selected, it is possible that some Offerors may be advised to proceed to Phase II on a reduced number of scope categories.

For Example: If an Offeror submits a proposal for scope categories 1, 3, and 5 in Phase I, the

Offeror may be advised to proceed to Phase II on scope categories 3 and 5 but not 1.

Regardless of the Government’s advisory notice, all Offerors who choose to proceed to Phase II must follow the general Phase II submission instructions below. Phase II submission deadlines will be

PAGE 15 OF 18 91990022R00540002

established and included in the advisory notification. For planning purposes Offerors should assume that they will be afforded 30 days to prepare Phase II responses.

L.7.3 Phase II Proposal Submission Instructions

The Phase II proposal shall be submitted electronically as an email attachment to PRESTO@ed.gov, in addition to the Points of Contact listed below:

L.7.4 Business Volume

Each Offeror should submit a separate Business Volume to include, at minimum, the following elements:

NOTE: LCAT rate cards should be included in the Price Volume (ID/IQ Pricing Template –

Attachment A), and do not need to be duplicated in the PDF Business Volume.

(i) Conflict of Interest:

Offerors must include a conflict of interest plan that outlines how the offeror approaches, identifies, manages, and mitigates conflicts of interest in accordance with FAR 9.5.

(ii) Verification of an Adequate Accounting System:

FAR 16.301-3(a)(3) requires a Contracting Officer to determine that a contractor’s accounting system is adequate for determining costs applicable to a contract or task order when a Cost Reimbursement contract or order is contemplated. ED expects to issue Cost

Reimbursement task orders across one or more scope categories and across restricted and unrestricted pools over the life of PRESTO. In order to be eligible to receive a Cost

Reimbursement task order, contractors must furnish evidence that they have an adequate system at the time the task order is competed in the applicable PRESTO scope category.

At the task order level, evidence of an adequate accounting system may include audit reports from DCMA, DCAA, a federal civilian audit agency, or a third party certified public accounting firm. Additionally, a Contracting Officer may request a SF1408

(located here) as a condition of responding to a Cost Reimbursement request for quote once PRESTO is established.

Offerors responding to this solicitation may provide evidence to demonstrate the adequacy of their accounting system, but such evidence is not a pre-requisite to be awarded an ID/IQ contract. Failure to provide evidence demonstrating the adequacy of your accounting system may result in the inability to respond to certain Request for

Quotations for Cost Reimbursement work (or Firm-Fixed Price/Cost Reimbursement hybrid task orders) once PRESTO is awarded and ordering commences.

PAGE 16 OF 18 91990022R00540002

Offerors that provide evidence of an adequate accounting system and are awarded a

PRESTO ID/IQ may not be asked to repeat that information at the task order level.

(iii) Master Small Business Subcontracting Plan (OTSB Offerors)

OTSB offerors must submit an ID/IQ-Level Small Business Subcontracting Plan that reflects ED’s subcontracting goals provided in Section L.3 above. The plan must reflect subcontracting goals as a percentage, and the plan must reflect goals for a three (3) year period. As ED is not issuing any task orders with PRESTO at present, the plan should represent a good faith effort at estimating based on the offeror’s proposed content area.

(iv) Description of Labor Rates:

Offerors must include any relevant narrative description of the proposed labor rates. At a minimum, the narrative should include and/or represent the following:

• Include a brief description of the position as indicated in the template;

• Represent a fully burdened labor rate;

• Include reasonable escalation (if applicable) for the life of the ID/IQ;

• Identify any labor categories that the Offeror believes are subject to Service

Contract Labor Standards

NOTE: The ordering Contracting Officer will negotiate updated rates for any period of performance beyond Year 11 and continuing up through Year 15 of performance at the task order level. For orders issued with a period of performance running through Year 11, the contractor shall apply Year 10 rates. In addition, when proposing on future task orders, Offerors are to propose and keep rates the same within a specified period of performance. Therefore rates shall not shift within one period of performance of a task order to the following years’ rates, until an option is exercised under the task order.

Unlike previous ED contracts, ED does not anticipate a labor rate renegotiation during the life of the ID/IQ. A Contracting Officer may request a rate refresh for one or more labor categories for individual ID/IQ contracts, ID/IQ contracts in a particular category, or the

ID/IQ as a whole.

L.7.5 Price Volume (Excel) (LCAT rate card)

Each Offeror must submit an ID/IQ Pricing Template (Attachment A) to quote the appropriate labor categories and labor rates. Offerors must provide labor rates to span the total lifespan of the contract vehicle for each category as applicable. Offerors may propose as many labor categories as they deem appropriate to cover work expected in their particular scope category. Offerors may add columns to

Attachment A for labor rates which align to other contract types (e.g., Time & Materials, Const-

Reimbursement) as appropriate. Offerors are not limited to providing labor rates for a specific task within each subcategory. Offerors may propose labor categories that align broadly to all subcategories to which the Offeror is responding. Finally, given that Offerors are not able to respond to all scope subcategories for source selection, Offerors may propose labor categories that align broadly to all scope covered in each category.

Wage Determinations:

Offerors proposing labor categories that are not exempt from service contract labor standards must so indicate in the ID/IQ Pricing Template (Attachment A). Additionally, Offerors proposing non-exempt labor categories must attach a wage determination that corresponds to the geographic region where their business is located. Task orders that require performance outside of the geographic region where

PAGE 17 OF 18 91990022R00540002

the offeror’s business is located will be afforded an opportunity to submit an updated wage determination for a new geographic area as required.
