About this file
This solicitation seeks proposals for an Indefinite Delivery/Indefinite Quantity (ID/IQ) multiple award contract to provide research, evaluation, and statistical support services to the Department of Education. Offerors may propose on one or more of five scope categories, including education sciences support, data collection and reporting, program evaluation, recruitment support, and communications support. The period of performance for task orders issued against the ID/IQ will be up to five years. The ID/IQ minimum is $250 and maximum per vendor is $100 million, with an overall program ceiling of $2 billion. Awards will be made to the Highest Technically Rated Offerors with Reasonable Pricing for each scope category. The solicitation provides instructions for a two-phase evaluation, identifying experience and technical approach as the most important factors, followed by management and small business engagement. Pricing will be evaluated for fairness and reasonableness based on labor rates.

Ordering Procedures
Procurement of Research Evaluation and Statistics Task Orders (PRESTO)
Solicitation #: 91990022R0054
I. PRESTO Task Order Issuance
Only the Ordering Contracting Officer (OCO) may issue task orders to the contractor and provide specific authorization or direction to perform work. Unless specifically authorized by the OCO, the contractor shall not commence work until a fully executed task order has been awarded and issued to the contractor.
II. Requesting Task Order Quotes
OCOs will issue Request for Quotes (RFQs) to PRESTO contractors in order to acquire services. As a general matter, a PRESTO RFQ will include the following documents:
1. Statement of Work that includes all reporting requirements and deliverables
3. Proposal Due Date and Location to Deliver Proposals
4. Period of Performance of Task Order
5. Anticipated Type of Task Order
6. Technical Quote Instructions
7. Business Quote Instructions
8. Evaluation Factors for Award
In extraordinary circumstances, task orders may be issued verbally by an OCO provided that the OCO provides the contractor with evidence that funds are available for the required performance. Following verbal authorization to proceed, the parties shall, at the earliest opportunity, memorialize the contract action consistent with FAR regulations. Parties are cautioned that oral contracts are an extraordinary remedy meant for extreme instances where services are needed in response to an unforeseen emergency. Labor rates in any oral contract may not deviate from the rates specified in the ID/IQ.
III. Fair Opportunity
Fair opportunity for this ID/IQ means that contractors within an identified category may be afforded an opportunity to respond to any RFQ subject to further limitation provided by FAR Parts 16 and 19.
NOTE: Once PRESTO is established, contractors are not limited by the subcategories or tasks within each scope category when responding to an RFQ. Once a contractor is awarded a spot on the vehicle within a given category, they may respond to any RFQ released to that category even if they did not propose on a particular subcategory in the initial offer that resulted in the award of the ID/IQ.
Fair Opportunity is satisfied if an OCO elects to set-aside a RFQ for the small business pool within each category. Such set-asides do not require justifications for exemption from fair opportunity as required by FAR 16.505. The Government will conduct market research for task orders issued through the PRESTO ID/IQ. If two or more small businesses within a category can perform the work, the requirement will be set-aside for small business.
An OCO may identify more than one category and issue the RFQ to multiple categories if they so choose. If an OCO releases a RFQ across multiple categories, then an Offeror must only have an
ID/IQ contract in one of those categories in order to respond.
An OCO may issue task orders to all contractors at the ID/IQ level either in total or as a small business set-aside. Such set-asides do not require justifications for exemption from fair opportunity as required by FAR 16.505.
PAGE 4 OF 13 91990022R00540001
IV. Acceptable Task Order Types
Firm-Fixed Price:
For Firm-Fixed Price (FFP) RFQs, contractors will price the order by multiplying the quantity of hours of each required labor category against the rate listed in the pricing schedule, and the cumulative extended total of all items ordered will define the total task order value. RFQ responses must include hourly breakouts unless otherwise noted. Travel and other-direct-costs (ODC), if applicable, may be estimated for each task order. Any amount negotiated for travel and ODCs will be added to the extended price of all ordered items to arrive at the total FFP for the task order. FFP task orders may be commercial (subject to FAR Part 12) or non-commercial.
Cost-Reimbursable:
Throughout the life of the ID/IQ, contractors are required to maintain an accounting system that is adequate for determining costs applicable to cost-reimbursement type task orders as described in FAR
Subpart 16.3. This is an accounting system that the Defense Contract Audit Agency (DCAA), the
Defense Contract Management Agency (DCMA), any federal civilian audit agency, or a third-party certified public accounting firm has audited and determined adequate for determining costs applicable to this contract. Offerors that provided evidence of an adequate cost accounting system at the time
PRESTO is established may not be asked to repeat that information at the task order level. Offerors who did not provide evidence at the time PRESTO is established will be required to provide evidence of an adequate cost accounting system at the task order level.
If a contractor does not have DCAA approved rates, their indirect rates may be used in accordance with FAR 31.203. Any fee will be negotiated for each task order consistent with statutory limitations.
If the task order type is to be Cost-Plus Award Fee or Cost-Plus Incentive Fee, the fixed portion of fee and the incentive or award portion will be clearly differentiated. Such task orders will be subject to the additional clauses prescribed by FAR 16.307.
The Contractor shall notify the appropriate OCO for ongoing task orders, in writing, if there are any changes in the status of their cost accounting system and provide the reason(s) for the change.
Time and Materials:
For time and materials (T&M) or labor hour (LH) task orders, the contractor will multiply the quantity of hours required under each labor category against the rate in the pricing schedule. The contractor may propose lower rates or different rates to reflect specialized labor categories. A T&M or LH task order may utilize the clauses cited in FAR Part 12 for commercial task orders, or FAR Part 16 for non- commercial task orders. The hourly rates in this contract include wages, overhead, G&A, and profit in accordance with FAR 16.601(b)(1).
V. Task Order Price Reasonableness
Although the labor rates on this contract have been determined fair and reasonable at the time of award, the OCO is still responsible for a determination of cost or price reasonableness for each task order.
(i) Certificate of Cost or Pricing Data
a. If none of the exceptions under FAR 15.403-1(b) apply, the OCO may request a certificate of cost or pricing data in accordance with FAR 15.403-4.
(ii) Other Direct Costs
a. Travel may be reimbursed at actual cost and as limited in FAR 31.205-46. Contractors may apply indirect costs to travel if doing so is a part of the Contractor’s usual accounting
PAGE 5 OF 13 91990022R00540001
practices and it is consistent with FAR 31.2. The OCO should (but may not if a specific circumstance requires a different approach) identify a not-to-exceed travel ceiling under a separate contract line item number (CLIN) on the task order. Travel and ODCs will be estimated for each task order.
b. Labor dollars will not be used to pay for ODCs nor ODC dollars used to pay for labor without a contract modification. Profit on travel and ODCs is not allowable under T&M task orders.
VI. ID/IQ Minimum and Maximum
• The program ceiling for the PRESTO ID/IQ is $2,000,000,000.00
• The individual ceiling for each PRESTO order in all categories is $100,000,000.00. Vendors may exceed the individual ceiling with the consent of the Contracting Officer (CO) for the
ID/IQ.
• The contractually obligated minimum amount each ID/IQ holder is entitled to receive for the life of the ID/IQ is $250.00. This amount may be invoiced after 12 months of performance provided the awardee has not received a task order.
VII. Task Order Format
Task order format and appearance may evolve over time and may differ based on the individual need.
ED contemplates a format that mirrors the following items with the understanding that format may change:
• Contract Name
• Contract/Task Order Number
• Award Date
• Contract Type
• Period of Performance
• Initial Obligated/Funded amount
• Total Contract Value
• Name and Address of Contracting Officer’s Representative
• Name and Address of Contracting Officer
• Name and Address of Contract Administrator
• Invoice and Contract Financing Requests Submission
• Key Personnel Designations
VIII. On Ramp Procedures
The CO will periodically review the total number of contractors to ensure adequate competition for task orders throughout the period of performance for each scope category. Over time, the total number of contractors may fluctuate due to various reasons including industry consolidation, significant changes in the marketplace or advances in technology, general economic conditions, or other reasons
If the CO determines that it is in the best interest of the Government to open the ID/IQ to new contractors, the CO has the discretion to announce an open season at any time during the effective period of the ID/IQ. The CO may limit onboarding to one or more scope category and may limit onboarding to either restricted or unrestricted pools.
The CO will announce this open season by publishing a notice in the contracting opportunities section of sam.gov. The open season will be subject to applicable contemporaneous federal procurement laws and guidance, provide an estimate of the number of new awards that the CO intends to make, and a new solicitation will be issued during this time. The evaluation criteria, instructions, and other solicitation content of the ramp-on solicitation may differ from the original PRESTO solicitation
PAGE 6 OF 13 91990022R00540001
based on the needs of the Government at that time. Clauses, terms, conditions, and other requirements may also differ from the original PRESTO solicitation.
Any contracts awarded under this section will not exceed the remaining period of performance of the existing PRESTO ID/IQ. A ceiling value of $2 billion per contract award will apply but the ceiling value for the ID/IQ remains capped at $2 billion. Any Offeror receiving a contract under this open season will be eligible to compete on future task orders with the same rights and obligations of any other PRESTO contractor subject to the terms and conditions of the ID/IQ and applicable regulations.
The Government reserves the right to not proceed with any on-ramp during the life of the PRESTO
ID/IQ.
IX. Off Ramp Procedures
The Government reserves the right to implement off-ramp procedures, which would result in the removal of PRESTO contract holders. The criteria for off-ramping may include, but not limited to, PRESTO contractors not proposing on task order RFQs and/or unsatisfactorily meeting the vehicle or task order-level requirements. If implemented, off-ramp procedures will remove PRESTO contractors by not exercising the next available option period or by initiating termination proceedings as appropriate. Off-ramping a contractor by virtue of not exercising an option period does not require any notification or explanation by the CO and occurs at the discretion of the agency. Failure to exercise an option period may occur even after notice of intent to exercise the applicable option period is provided. Contractors are not expected or required to bid on every task order that is released.

Section M – Evaluation Criteria
Procurement of Research Evaluation and Statistics Task Orders (PRESTO)
Solicitation #: 91990022R0054
M.1 General Instructions
Proposals shall be prepared and submitted in accordance with the instructions contained in Section L of this Request for Proposals (RFP). Each submission will be evaluated against the evaluation factors listed below.
M.2 Basis for Award
The Government intends to award an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to the
Highest Technically Rated Offerors with Reasonable Price (HTRO-RP) for each scope category.
There may be one or more HTRO-RP for each scope category. Successful Offerors may receive one contract which will delineate which scope categories the successful Offeror is permitted to submit quotes during the life of this ID/IQ. A successful Offeror’s contract may note one scope category, multiple scope categories, or all scope categories.
The Government reserves the right not to make an award for any reason. This could include if, in the opinion of the Government, none of the submissions would provide satisfactory performance at a price that is considered fair and reasonable and/or economically feasible, or if agreement between the
Government and Offeror on the terms and conditions cannot be reached within the timeframe established by the Contracting Officer (CO). Any exceptions or deviations by the Offeror to the terms and conditions stated in this RFP for inclusion in the resulting award may make the proposal unacceptable for award.
M.3 Award Without Discussions
In accordance with FAR 15.306(a)(3), the Government reserves the right to award without discussions or exchanges. Offerors are strongly encouraged to submit their best technical solutions and price in response to this RFP.
M.4 Definitions
• Strength: An attribute in the Offeror’s proposal that can be beneficial to the Government or greatly increase the probability of successful contract performance.
• Weakness: A flaw or omission in the Offeror’s proposal that increases the risk of degraded or unsuccessful contract performance.
• Significant Weakness: A flaw in the Offeror’s proposal that appreciably increases the risk of unsuccessful contract performance.
• Deficiency: A material failure of an Offeror’s proposal to meet a Government requirement or a combination of weaknesses or significant weaknesses in an Offeror’s proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
• Recency: For the purposes of this evaluation, recency is defined as work completed or ongoing during the past seven (7) years from the date of issuance of this solicitation.
• Relevancy: Relevancy means the degree to which referenced work is similar in scope and complexity to the effort referenced in the SOW.
PAGE 9 OF 13 91990022R00540001
M.5 Phased Evaluation Process
Evaluation will consist of two parts. Offerors should note that this phased approach is not the advisory multi-step process referenced by FAR 15.202.
Phase I will assess Factor 1 in self-selected content areas subject to the instructions listed in Section
L. Phase I will not consider price, and the Government will advise Offerors of their likelihood of success following Phase I evaluations. Phase I evaluations will comply with FAR Part 15’s mandate to identify strengths, weaknesses, significant weaknesses, deficiencies, and risks as applicable.
Following Phase I evaluations, the CO will advise Offerors whether to proceed to Phase II of the competition. The decision to proceed to Phase II is entirely voluntary. Offerors will not receive a pre-award or post-award debriefing following Phase I, and the voluntary decision not to proceed to Phase
II forecloses any opportunity for award, pre- or post-award debriefing following announcement of award.
The CO will not establish as competitive range following Phase I as defined by FAR 15.306(c), however, if discussions with Offerors are required following Phase II evaluations, the CO may establish a competitive range if they so choose to engage in discussions with Offerors comprising the competitive range (if necessary).
Phase II will assess Factors 2-3. Phase II evaluations will comply with FAR Part 15’s mandate to identify strengths, weaknesses, significant weaknesses, deficiencies, and risks as applicable. Phase II will also consider price in making the ID/IQ award decision.
All Offerors are advised that the Government may establish a competitive range following Phase II if the CO determines that negotiations are warranted. The competitive range may comprise of one or more scope categories. This means that the CO may establish a competitive range for a single scope category and award the remaining scope categories without establishing a competitive range and engaging in discussions.
As indicated elsewhere in this RFP, the CO reserves the right to issue one or more awards without engaging in discussions if appropriate. If the Government determines the number of proposals that would otherwise be included in any competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
M.5.1 Content for Evaluation & Award Consideration
The SOW consists of five categories. Each category has multiple subcategories. Some subcategories have separate tasks.
Example:
Category: 1. Education Sciences Support Activities
Subcategory: 1.1 General Education Sciences Support
Task: 1.1.1 Sampling
Example:
Category: 4. Recruitment
Subcategory: 4.3 Centralized Contact List
Task: Not Applicable.
Offerors may submit responses to any of the five scope categories in this ID/IQ – there is no limitation on the number of scope categories that an Offeror may propose to, however, Offerors are
PAGE 10 OF 13 91990022R00540001
required to address at a minimum the following number of subcategories, per scope category response submission to be considered eligible for evaluation by the Government:
Table 1 – Subcategory Response Requirements
Scope Category Response Requirements
Category 1 Offerors must address a minimum of two subcategories and a maximum of three subcategories. Within each category, Offerors may address any of the tasks within each subcategory as applicable. Offerors may write to as few as one or as many as all tasks.
Category 2 Offerors must address a minimum of two subcategories and a maximum of four subcategories. Within each category, Offerors may address any of the tasks within each subcategory as applicable. Offerors may write to as few as one or as many as all tasks.
Category 3 Offerors must address a minimum of one subcategory and a maximum of two subcategories. Within each category, Offerors may address any of the tasks within each subcategory as applicable. Offerors may write to as few as one or as many as all tasks.
Category 4 Offerors must address a minimum of one subcategory and a maximum of four subcategories. Within each category, Offerors may address any of the tasks within each subcategory as applicable. Offerors may write to as few as one or as many as all tasks.
Category 5 Offerors must address all subcategories. Within each category, Offerors may address any of the tasks within each subcategory as applicable.
Offerors may write to as few as one or as many as all tasks.
Selected subcategories must apply for both Phase I and Phase II submissions. If selected for
PRESTO, Offerors will be eligible to bid on task orders for all subcategories or tasks within their selected scope category, regardless of the subcategories responded to during the solicitation.
Selection for the ID/IQ will be made at the category level. This means that an Offeror who responds to more than one category may be very highly rated in one category and low-rated in another category. The Offeror may receive an award for the highly rated scope category but not for the low-rated scope category. There is no advantage or disadvantage to an Offeror that writes to more than one scope category or the Offeror that chooses to focus its efforts on one scope category. Please refer to the ordering procedures for additional information on how ED will apply fair opportunity principles to the ID/IQ for task orders once the ID/IQ is established.
M.6 Evaluation Factors
The Government will evaluate Offeror’s proposal submissions against the following evaluation factors:
M.6.1 Phase I – Volume I
In Phase I-Volume I, the Offeror must provide sufficient information for the Government to evaluate its level of confidence that the demonstrated prior experience in the specified scope category is recent, relevant, represents the highest quality of work, and demonstrates successful outcomes for that particular scope category.
Factor 1 – Demonstrated Prior Experience
PAGE 11 OF 13 91990022R00540001
• The scope and extent to which the Offeror’s demonstrated prior experience in the specified category, subcategory, and task (as applicable) is recent, relevant, represents the highest quality of work, and demonstrates successful outcomes for the referenced work.
NOTE: Factor 1 will be the basis for an Advisory Notice to Offerors. Regardless of the recommendation in the Advisory Notice, any Offeror may choose to proceed to Phase II. Failure to participate in Phase I of the procurement precludes further consideration of an Offeror.
M.6.2 Phase II – Volume II
In Phase II-Volume II, the Offeror must provide sufficient response to address Factors 2: Technical
Capability & Personnel Qualifications and 3: Demonstrated Problem Solving, Management, and
Small Business Engagement for each scope category that they have self-selected.
Factor 2 – Technical Capability & Personnel Qualifications
• The scope and extent to which the Offeror provides a targeted, specific, and high-quality technical approach for its identified category, subcategory, or task(s).
• The scope and extent to which the Offeror submits personnel whose work is targeted to the scope category presented, and the scope and extent to which those proposed personnel are qualified and appropriate for the proposed work.
• Appendix Statement of Work - Examples for PRESTO includes potential topic areas that may inform how an Offeror approaches Factor 2. A strong Offeror may thoughtfully address one or more of the needs referenced in Appendix Statement of Work – Examples for
PRESTO or similarly provide specific, granular demonstrations of technical capability for their specified subcategory or task.
Factor 3 – Demonstrated Problem Solving, Management, and Small Business Engagement
• The scope and extent to which the Offeror demonstrates an ability to identify and solve potential challenges. The scope and extent to which the Offeror demonstrates ability to think critically to overcome problems associated with the task(s) in the category or categories.
• The scope and extent to which the Offeror demonstrates capability to manage risk, ensure quality, maintain costs within budget (when applicable), and staff the project appropriately.
• For Other than Small Businesses Only: The scope and extent to which the Offeror successfully demonstrates an ability to recruit and engage small businesses for substantive work related to the subcategory or task.
NOTE: The CO will not consider Past Performance information in establishing the ID/IQ as permitted by FAR 15.304(c)(3)(iii).
M.7 Rating Scale
ED will use the rating scale defined in Table 1 to assign ratings to each individual evaluation factor.
ED will not assign an overall confidence rating to each Offeror.
PAGE 12 OF 13 91990022R00540001
Table 2 – Confidence Ratings
Confidence Rating Definition
High Confidence The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract. The approach presents a very low risk to the
Government.
Some Confidence The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract. The approach presents some risks to the
Government.
Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract. The approach presents a high risk to the Government.
M.7.1 Relative Order of Importance
Factor 1 is the most important evaluation factor. Factors 2 and 3 follow in importance and are of equal weight relative to one another. Sub-bullets are of equal weight.
M.8 Consideration of Price (LCAT Rate Card)
For the purposes of this solicitation, price is not rated and is not ranked in the order of evaluation criteria. Rather, the CO/SSA will evaluate price for fairness and reasonableness. Price in this context means the labor rates proposed. This evaluation will not result in a total evaluated price as there is no total price to evaluate at the ID/IQ level. Fair and reasonable labor rates proposed will be used to establish Maximum Rates on awarded ID/IQ contracts if awarded and will apply, for the life of the
ID/IQ, to all task order types issued (e.g., Firm-Fixed Price, Time and Material, Labor Hour, Cost
Reimbursement, etc.).
The Government may include in this evaluation a comparison to the proposed rates received from
Offerors in the same scope category, a comparison to generic rates of the same description using the
GSA’s Pricing Tool, or any other means that the CO deems appropriate to establish reasonableness in accordance with FAR 15.404-1 The prices being evaluated include the base period and all option periods. The Government will also evaluate compliance with the applicable wage determinations.
